RESOLUTION NO. 3995
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARCADIA RELATING TO OPPOSITION
TO THE PROPOSED CONSOLIDATION OF THE
MUNICIPAL AND JUSTICE COURTS IN LOS ANGELES
COUNTY.
THE CITY COUNCIL OF THE CITY OF ARCADIA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the City of Arcadia vigorously opposes
the consolidation of municipal courts in Los Angeles County for the
following reasons:
1. Municipal court cases involve violations of local or-
dinances and trials of these cases should be kept as close as possible
to the public and areas where these ordinances have application.
2. The consolidation of the municipal courts would involve
a substantial increase in the costs of administering justice by vir-
tue of the increased cost in time and money for all parties concerned
in such cases, including litigants, jurors, lawyers, prosecutors,
public defenders, police and private witnesses and others involved
in the prosecution of cases.
3. Recognizing the complete integrity of the judiciary,
still the remoten~ss of consolidated courts from local areas tends
to minimize the opportunity for local review of.a jUdge's perfor-
mance.
4. The economies claimed for court consolidation are
completely unproved, are speculative, and many of the arguments
supporting the claim for such economies are specious, particularly
in view of the increased expenses to various people as set forth in
Item No.2 above.

5. Administrative improvements can be achieved in our
present court system without resorting to court consolidation.
SECTION 2. The City Clerk shall certify to the adoption
of this resolution and is directed to send a certified copy hereof
to the Honorable John L. Harmer, State Senator, 21st District, the
Honorable H. L. Richardson, State Senator, 19th District, the Honor-
able Alfred H. Song, State Senator, 28th District, the Honorable
John E. Collier, State Assemblyman, 54th District, and the Honorable
Harvey Johnson, State Assemblyman, 58th District.
I HEREBY CERTIFY that the foregoing resolution was adopted
at a regular meeting of the City Council of the City of Arcadia held
on the 2nd day of April, 1968, by the affirmative vote of at least
three Councilmen, to wit:

SECTION 3. That the following named persons, having received the
highest number of votes for the office for which each, was a candidate,. be
and they are hereby declared elected, as follows:
COUNCILMAN, full four year term:
Robert J. Considine
James R. Helms" Jr.
CITY, CLERK, full four year term:

SECTION 4. The' City Clerk shall enter upon the records of the
Council a statement of the results of said election, showing the whole
number of votes cast in said election; the office for which each person
was elected; the number of votes cast at each precinct for each of
said persons; the number of votes cast by absentee voters for each of
said persons, as well as the total number of votes cast in said election
for each of said persons and the term for which each of said persons was
elected.
SECTION 5. The City Clerk shall certify to the adoption of
this resolution.
I HEREBY CERTIFY that the foregoing resolution was adopted at
a regular meeting of the City Council of the City of Arcadia held on the
16th day of April, 1968, by the affirmative vote of at least three
