RE: Desser Property
Pursuant to our conversation, enclosed please find
executed Quitclaim Deed from the City of Arcadia to
Angraco Industries, Inc.
We are in agreement that this Quitclaim Deed would
be placed into the pending escrow between Dessers and
Angraco, to be recorded only in the event the escrow closed
and the property was transferred. In the event escrow does
not close, the Quitclaim Deed should be returned to the City
so that we may revise the Quitclaim Deed naming the Desser
interests as grantees.

RE: REQUEST TO QUITCLAIM
TAX DEEDED PROPERTY
Gentlemen:
In June, 1932, certain real property was sold to the
City of Arcadia by the City Tax Collector for non-payment of
taxes in the amount of $13.96.
In 1942, Resolution No. 1217 was passed by the Arcadia
City Council which accepted the tax deed on said property
from the tax collector.
The background of the property shows that the foregoing
activity was primarily a paper transaction to cloud the title
and thus assuring the payment of the delinquent tax bill to
the City. The City of Arcadia never took possession of the
'property nor acted in any manner during the previous 43 years
to indicate its tax deed ownership.
The preliminary title report from Title Insurance and
Trust Company dated August 7, 1975, shows the tax title in
the City of Arcadia and constitutes a cloud on the title.
The report also shows that Jerome H. Desser (now de-
ceased) and Irwin M. Desser acquired the property by tax
deed in September, 1945. The records indicate that taxes have
,been paid by the Dessers for the past 30 years.
Rather than forcing the Dessers or their successors in
interest to bring an action to quiet title, and since the main
concern of the City should be the payment of $13.96 in taxes
plus interest, the Finance Department has computed the interest
due over the 43 years and indicates the total amount necessary
to resolve the matter is $45.97.

The pessers are presently in escrow to Angraco Industries,
Inc. and the latter has delivered checks to the City totaling
$45.97, requesting a quitclaim of the City's interest.
Due to the rather miniscule amount involved, the fact
that taxes have been paid and rights of ownership exercised
by the Dessers for some 30 years, and the City's primary
interest in collecting taxes, I would recommend that the pay-
ment of $45.97 be accepted and the Mayor authorized to sign
a quitclaim deed to Angraco Industries, Inc. in a form approved
by the City Attorney.

Recently I delivered checks totalling $45.97 to the City of
Arcadia fpr payment of delinquent taxes on the Desser prop-
erty. This property is in escrow with Angraco Industries,
Inc, and the sale is contingent upon the City's approval of
a subdivision.
Because the present ownership is distributed among various
members of the Desser family, including minors, it would ap-
pear best that the City quitclaim any right, title or inter-
est they have had in the property to Angraco Industries, Inc.
If for any reason the escrow should not close, this Quitclaim
Deed would be returned to the City so that the City could
then quitclaim to the Desser interests.

County of Los Angeles, State of California, first party, and the City of
Arcadia, a Municipal Corporation, second party,
