BETWEEN THE CITIES OF ARCADIA AND MONROVIA
ESTABLISHING A JOINT URBAN SEARCH AND RESCUE PROGRAM
This Memorandum of Understanding (hereinafter "MOU ") is entered into this 1st day of September
2007, by and between the City of Arcadia and the City of Monrovia.
The purpose of this MOU is to outline procedures between the city of Arcadia and the City of
Monrovia that allow for the transfer of certain equipment between the agencies, establish a joint
training initiative, and to provide assurances to each other to participate jointly on an endeavor to
create a joint Urban Search and Rescue (USAR) program.
The parties hereto agree to the following terms and conditions pertaining to Urban Search and
Rescue Program.
Terms and Conditions
I. Training & Fitness for Duty
a. The Cities of Arcadia and Monrovia shall ensure that all personnel selected to
participate on the USAR team shall meet the requirements established by the state of
California, as described in the OES FIRESCOPE US &R Operational System
Description ICS -US &R- 120 -1. The following minimum general guidelines for
participating personnel have been established. Personnel must:
i. be physically fit and have no pre- existing medical conditions or disabilities
that will prevent intensive manual labor;
ii. be capable of improvising and functioning for long hours under adverse
working conditions;
iii. understand, and adhere to, safe working practices and procedures as required
in the urban disaster environment;
iv. have working knowledge of the ICS response system, organizational
structure, operating procedures, safety practices, terminology, and
communication protocols;
v. have completed a State certified Rescue Systems I course and possess a valid
certificate;
vi. have completed a State certified Rescue Systems 11 course and possess a valid
certificate;
vii. have completed a State Hazardous Materials Awareness course and possess a
valid certificate;
viii. have completed a certified ICS -100 SEMS course and possess a valid
certificate;
ix, have completed a State Trench Rescue Operational course and possess a valid
certificate;
x. have completed a State Confined Space Rescue course and possess a valid
certificate; and
xi. have completed First Aid and CPR training and possess current certification.
b. Annual US &R training will be held jointly and will include, but is not limited to:
i. Night Operations Exercise -1 hour every 12 months.
ii. Rescue Systems 1— 4 hours every 12 months
iii. Rescue Systems II — 4 hours every 12 months
iv. Confined Space Rescue — 4 hours every 12 months
v. ICS — 1 hour every 12 months
This training will be documented by each agency for its personnel.
c. The Cities of Arcadia and Monrovia agree to participate in such additional
specialized training determined necessary to enhance skills required to safely operate
in an Urban Search & Rescue environment. The decision to require additional
training will be agreed to by the Fire Chiefs of each City.
II. Staffing
Staffing shall be in accordance with the OES FIRESCOPE US &R Operational
System Description ICS -US &R- 120 -1, unless otherwise requested.
a. State (OES Type I Heavy) shall be in accordance with ICS -US &R -120 -1
i. 6 persons trained to OES Type I Heavy Standards
b. Regional (OES Type I Heavy) shall be in accordance with ICS -US &R -120 -1
i. 6 persons trained to OES Type I Heavy Standards
c. Area
i. OES Type I request shall be in accordance with ICS -US &R -120 -1
ii. Mutual Aid: 3 persons trained to OES Type I Heavy Standards
III. Agreement Term/Amendment/Termination
This MOU is effective for a three -year term from the date of the MOU. This MOU may
be modified or amended by written agreement of the parties.
Either party may terminate this agreement by providing 30 days written notice. Notice
must be directed to:

IV. Non- Discrimination
The parties to this Agreement shall comply with the provisions of Executive Order 11246
dated September 24, 1965, as amended, and with the rules, regulations and relevant
orders of the United States Secretary of Labor to the end that neither party will tolerate
discrimination against any person based upon race, color, religion, gender, national
origin, age or sexual orientation.
V. SalarvBenefits /Insurance
The parties to this agreement shall be each responsible for providing salary and benefits
to its own respective personnel, which shall include coverage for tort liability and
workers' compensation for their respective members. Neither city shall be responsible for
the actions or inaction of the other city's personnel.
VI. Code of Conduct
All personnel will be expected to abide by the operational code of conduct. (Agency
Rules and Regulations / Standard Operating Procedures). Such rules may include, but
are not limited to the following:
a. Personnel will not transport or use illegal drugs or alcohol;
b. Observance of professional communications including utilizing radios and/or cellular
phones;
c. Strict adherence to the chain -of- command;
d. Strict adherence to all orders and accountability for all actions;
e. Freelancing will not be tolerated;
f Limit procurement of equipment to what is necessary;
g. Only authorized equipment is to be taken on an assignment (no personal laptops,
personal or family radios, etc.);
h. Act professionally at all times;
i. Remain in a state of readiness at all times;
j. Maintain and wear safety clothing; and
k. Wear the identified proper uniform.
VII. Notification Procedures
a. State (OES Type I Heavy): Verdugo will contact the Duty Battalion Chief from each
Department to notify of pending dispatch
b. Regional (OES Type I Heavy): Verdugo will contact the Duty Battalion Chief from each
Department to notify of pending dispatch
c. Area: Through normal dispatching procedures Verdugo will dispatch USAR 106 and
Truck 101
d. The Fire Chief of either Arcadia or Monrovia, or designee, will make the determination
to "Fill or Kill" a request.
e. Mobilization.
i. State (OES Type I Heavy): All designated members will report to the Arcadia Fire
Department station where US &R 106 is stationed
ii. Regional (OES Type I Heavy): All designated members will report to the Arcadia
Fire Department station where US &R 106 is stationed
iii. Area: All designated members will report to incident staging, Arcadia Fire
Department members in US &R 106, and Monrovia Fire Department members in
Truck 101
iv. All designated members must equip themselves with appropriate equipment and
provisions to support a four day mission
VIII. Resolution of Disputes
Should a dispute arise as a result of this MOU, the issue is to be directed to the
Fire Chiefs of each party for their joint review and determination.
