REGULAR MEETING MINUTES
TUESDAY, JULY 17, 2012
CALL TO ORDER - Mayor Harbicht called the meeting to order at 6:00 p.m.

a. Pursuant to Government Code Section 54956.9(a) to confer with legal counsel
regarding the workers' compensation case of Joel Ybarra.
The Closed Session adjourned at 6:15 p.m.
CITY COUNCIL REGULAR MEETING
Mayor Harbicht called the regular meeting to order at 7:00 p.m.

REPORT FROM CITY ATTORNEY ON CLOSED SESSION ITEM
Mr. Deitsch, City Attorney, reported that the City Council met in a Closed Session to .consider the
one item listed on the posted agenda; no reportable action was taken.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto announced there were minor modifications and revisions to the Ordinance
relating to Public Hearing Item 1.b. which was redistributed.

MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE
READING IN FULL
A motion was made by Council Member Amundson, seconded by Mayor Pro Tern Segal to read all
ordinances and resolutions by title only and waive the reading in full.
1. PUBLIC HEARINGS
a. Confirm the County of Los Angeles Department of Agricultural Commissioner/
Weights and Measures Weed Abatement Charges.
Recommended Action: Approve
Lisa Mussenden, Chief Deputy City Clerk/Records Manager, presented the staff report.
Mayor Harbicht opened the public hearing. No one appeared.
A motion to close the public hearing was made by Council Member Kovacic, seconded by Council
Member Wuo, and seeing no further objection, Mayor Harbicht declared the public hearing closed.
It was moved by Council Member Kovacic, seconded by Council Member Amundson, and carried
on roll call vote to confirm the weed abatement charges and order the County Auditor to enter the
amounts of the assessment against the parcels of land as they appear on the current assessment
roll.

b. Consideration of Text Amendment No. TA 12-01; and Introduction of Ordinance
No 2299 amending various Sections of Article IX (Division and Use of Land),
Chapter 2 (Zoning Regulations) of the Arcadia Municipal Code.
Recommended Action: Introduce
Jason Kruckeberg, Assistant City Manager /Development Services Director and Jim Kasama,
Community Development Administrator presented the staff report.
Mayor Harbicht opened the public hearing.
Scott Hettrick, Director of the Chamber of Commerce appeared and spoke in favor of the Ordinance
and requested the Downtown Business Association and the Chamber be involved in future
Downtown issues.
Marty Wood, an Arcadia resident and business owner in the Downtown area, appeared and
commented on "professional use" and "personal use" definitions in the Text Amendment Ordinance.
A motion to close the public hearing was made by Mayor Pro Tern Segal, seconded by Council
Member Wuo, and seeing no further objection, Mayor Harbicht declared the public hearing closed.

It was moved by Mayor Pro Tern Segal, seconded by Council Member Wuo, and carried on roll call
vote to approve Text Amendment No. TA 12 -01; and introduce Ordinance No. 2299 amending
various Sections of Article IX (Division and Use of Land), Chapter 2 (Zoning Regulations) of the
Arcadia Municipal Code.

PUBLIC COMMENTS
Wuo, Amundson, Kovacic, and Harbicht
Daniel Garcia, appeared and commented on affordable housing in Arcadia, accessibility in the
Community, the City's Emergency Plan and Americans with Disability Act compliances to City
buildings.
In response to comments made by Mr. Garcia, Mr. Lazzaretto stated the opening of the fully
affordable Campus Commons development which included some accessible units; and that due to
the loss of redevelopment, there are no funds available for affordable housing but that the General
Plan identifies sites for future affordable and accessible housing.
Ahmad Solomon, introduced himself as the new Regional Manager with Southern California Edison
Company.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City
Council related to meetings attended at City expense [AB 1234]).
Council Member Wuo, announced that he and Mayor Harbicht attended Independent Cities
Association Conference in Rancho Bernardo; he commented on one of the topics "Disaster and
Devastation, Are We Ready "; and noted other topics of interest that were discussed at the
conference and felt it was very well organized and informative.
Council Member Kovacic thanked the City of Sierra Madre for putting on the July Fourth Parade;
and announced an upcoming fundraising event hosted by the Arcadia Historical Foundation for the
Museum's new Education Center on August 26, and urged everyone to attend.
Council Member Amundson commented on the impacts of Assembly Bill 32; he noted that he
attended the new Downtown Arcadia Community Benefit District (CBD) steering committee meeting
which was held at the Chamber of Commerce.
Mayor Pro Tern Segal had no comments.
Mayor Harbicht noted that four Arcadia businesses received Certificates of Recognition from the
Los Angeles County Sanitation District for meeting their waste regulations and environmental
requirements; he also announced that he attended Independent Cities Association Conference and
commented on discussions of windstorms, earthquakes, the reverse 911 calling system, and the
demise of redevelopment. .
2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of June 19 2012 and July 3 2012

b. Authorize and direct the City Manager to execute a one (1) year contract
extension with D & J Foothill Electrical Contractors Inc for electrical repairs and
preventative maintenance at various City facilities in the amount of $112,910.
Recommended Action: Approve
C. Authorize and direct the City Manager to execute a one (1) year contract
extension with Great Cleaning Service Inc. for Janitorial and Porter Services at
various City facilities in the amount of $239,817.
Recommended Action: Approve
d. Accept all work performed by CJ Construction Inc for the Windstorm Damage
Sidewalk Repair Project; and authorize the final payment to be made in
accordance with the contract documents subject to a retention of $5,181.

e. Authorize and direct the City Manager to execute an addendum to the
Professional Services Agreement with La Canada Design Group for Architectural
Design Services for the City Hall External Renovation Project in the amount of
$18,450 including a 10% contingency.
Recommended Action: Approve
f. Authorize and direct the City Manager to execute a contract with Vargas Olson
Enterprises Inc for City Hall Interior Renovation in the amount of $257,673; and
approve a 10% contingency.
Recommended Action: Approve
g. Authorize and direct the City Manager to execute a Professional Services
Agreement with Converse Consultants for abatement monitoring services for the
City Hall Interior Renovation Proiect in the amount of $24,700 including a 10%
contingency.
Recommended Action: Approve
h. Waive the formal bid process and approve Quartermaster as the uniform vendor
for the Police Department in an amount not to exceed $54,200.
Recommended Action: Approve
i. Accept a gift of $16,700 from the Arcadia Public Library Foundation for
Programs and Services at the Library.
Recommended Action: Accept
j. Authorize and direct the City Manager to execute an agreement with Beacon
Media Inc for Legal Advertising Services for Fiscal Year 2012 -13, in an amount
not to exceed $8,000.
Recommended Action: Approve
k. Approve street closure for Arcadia High School Band practice intermittently from
August 28 2012 through November 16, 2012.

3. CITY MANAGER ITEM
a. Appointment of a Voting Delegate and Alternate Delegate for the 2012 League of
California Cities Conference
Recommended Action: Appoint a Voting Delegate and Alternate Delegate
It was moved by Mayor Pro Tern Segal, seconded by Council Member Kovacic, and carried on roll
call vote to appoint Council Member Amundson as the Voting Delegate and Council Member
Kovacic as the Alternate Delegate for the 2012 League of California Cities Annual Conference in
San Diego, California.

ADJOURNMENT
There being no other business, the Mayor adjourned this meeting at 8:20 p.m. to August 7, 2012, at
