RAMP /SIDEWALK IMPROVEMENTS IN THE VICINITY OF COLORADO
BOULEVARD BETWEEN COLORADO PLACE AND SAN ANTONIO
ROAD AS COMPLETE

SUMMARY
On May 1, 2012, the City Council awarded a contract to Nobest, Inc. in the amount of
$38,560 for the Handicap Ramp /Sidewalk Improvements Project. There was one (1)
change order for extra work, and with the final adjustment for actual quantities, the
contract increased by $972.13.
The terms and conditions of this project have been complied with and the required work
has been performed to staff's satisfaction for a final cost of $39,532.13. It is
recommended that the City Council accept the project as complete and authorize the
final payment in accordance with the approved contract documents.
BACKGROUND
Funding for this project comes from Transportation Development Act (TDA) Article 3
local funds, which are allocated to local agencies on a per capita basis for the planning
and construction of bicycle and pedestrian facilities.
For the FY 2011 -12 Capital Improvement Program, TDA funds were budgeted for the
Sidewalk Gap Closure project, to construct new sidewalk along Sunset Boulevard
between Portola Drive and Balboa Drive. This project was subsequently included in the
grant application for the Safe Routes to Schools program, which was approved. This
allowed staff to consider alternative locations for pedestrian improvements.
When selecting an alternative location for a pedestrian improvement project, priority
was given to areas which have received comments or complaints from the community.

One particular area that received complaints was Colorado Boulevard between
Colorado Place and Santa Anita Avenue, which had sidewalk, but no handicap
accessible curb ramps; and sections of the sidewalk were in poor shape.
The project was advertised in April 2012, and bids were opened on April 19, 2012, with
Nobest, Inc. as the low bidder. A contract in the amount of $38,560 was awarded by
the City Council on May 1, 2012.
DISCUSSION
Construction began May 11, 2012, and was complete May 22, 2012. The project
eliminated handicap barriers by constructing 19 curb ramps at intersections, and
replacing approximately 1,800 square feet of damaged or deficient sections of sidewalk.
There was one change order for extra work in the amount of $972.13. The extra work
involved replacing additional sidewalk that increased the overall quantity of sidewalk
constructed. After adjusting for final quantities, the final contract price is $39,532.13,
which reflects a $972.13 increase over the original contract price.
FISCAL IMPACT
The project was budgeted in the FY 2011 -12 Capital Improvement Program with
$90,000 from a Transportation Development Act Grant. Therefore, there are sufficient
funds available to cover this project.
RECOMMENDATION
That the City Council accepts all work performed by Nobest, Inc. for Handicap Ramp/
Sidewalk Improvements in the vicinity of Colorado Boulevard between Colorado Place
and San Antonio Road as complete.
