CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
MARCH 27, 1968
The City Council of the City of Arcadia met in an adjourned
regular session on March 27, 1968 at 5:45 p. M., in the Council
Chamber of the Arcadia City Hall.

As directed by the City Council staff had prepared and analyzed all
purported written protests filed against said annexation and all with-
drawals of protest filed with the City Clerk prior to March 19, 1968
at 8 p. M., and computed the assessed values of all land therein.
The City Manager read in full the report as follows:
"The total assessed valuation of land within the annexation area as
verified by the County Assessor's office is as follows:
Privately owned land subject
to taxation
Publicly owned land
Privately owned land exempt
from taxation
Public Utilities land
Grand Total
$4,086,620

"Written protests purportedly filed by the owners of land in the
annexation area as shown by the last equalized assessment roll which
appear to be valid and are recommended for acceptance total $2,056,975.
"The protests on the property listed and described in Exhibit 'A'
which is attached hereto and made a part hereof were signed by persons
not shown as owners on the last equalized assessment roll, nor was any
evidence submitted indicating that such signers were entitled to be
shown on said assessment roll, or the current assessment roll, or that
such signers were in fact owners. Therefore, the staff recommends that
the purported protests signed by the persons listed in Exhibit 'A' be
disallowed and disapproved.
"The protests on the property listed and described in Exhibit 'B', which
is attached hereto and nade a part hereof, should be disallowed to the
extent therein respectively shown for the reason that the purported
protests themselves indicate that the owners as shown on the assessment
roll are deceased and no evidence of authority to protest on behalf of
such deceased was submitted with the purported protest.
"The purported protests listed on Exhibit 'c' should be disallowed for
the reason that the purported protests were signed by a person other
than the person shown on the last equalized assessment roll and no
evidence of authority of the signer to protest on behalf of the owner
was submitted with the purported protest. In the case of corporate
owners, no evidence was submitted with the purported protest that the
person signing the same was either an 0fficer or employee of the
corporation shown as owner on the last equalized assessment roll.

"The total assessed value of the land listed and described in said'

roll is the sum of $283,680.
"Written withdrawals of protest theretofore signed were filed with

value of land in the sum of $21,430. This sum is not included in
the total sum heretofore set forth of land valuation represented by
written protests.

"It is therefore recommended that the purported protests listed in
Exhibits A, B, C, D and E, be disallowed for the reasons hereinabove
set forth, that the withdrawals of written protest be allowed, that
the Council determine that no majority written protests to West
Arcadia Annexation No. 40 Inhabited was made; and that the purported
protests heretofore filed and allowed amount to 45.95 %."

Attached thereto were the aforementioned Exhibits A, B, C, D and E.

It was MOVED by Councilman Hage, seconded by Councilman Arth and
carried on roll call vote as follows that the report and recommenda-
tion of staff as submitted be APPROVED and ADOPTED; that the protests
listed in said Exhibits A, B, C, D and E be OVERRULLED and DISALLOWED
in the amounts and for the reasons set forth in said report.

It was further MOVED by Councilman Hage, seconded by Councilman Arth
and carried on roll call vote as follows that the protest hearing be
RECESSED to APRIL 8, 1968 at 7 p. M., in the Council Chamber for the
purpose of receiving supplemental protests and withdrawals of protest.
