CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
APRIL 15, 1968
The City Council of the City of Arcadia, California, met in
adjourned regular session on Monday, April 15, 1968, at
7 P.M., in the Council Chamber of the Arcadia City Hall.
Mayor Robert J. Considine
Present: Councilmen Arth, Butterworth, Forman, Hage, Considine.
Absent: None
Mayor Considine announced that this is the appointed time for
the continuation of the public hearing by and before the City
Council on said annexation and to receive the results of the
tabulation of the additional supplemental protests and with-
drawals of protests which had been filed with the City Clerk
on April 8, 1968.
The City Manager submitted the staff report which in substance
set forth'the following: that tne evidence presented by the
attorney for the Michillinda Park Association in connection
with the protests previously considered invalid or assigned less
than the full assessed valuation of the land on which the protest
was filed had been reviewed; that in making the changes in the
lists of protests ruled invalid and in the amounts credited to
the protests previously filed, in both cases by March 19, 1968,
the corrected total of valid protests recommended for acceptance
was $2,188,615 being a percentage of 49.41 - still under the 50
per cent required to terminate proceedings as of March 19, 1968.
In considering the valid protests filed since March 19, 1968,
together with withdrawals filed during the same period, the
total assessed value of land for which valid protests were
submitted prior to April 8, 1968, was $2,520,420. This
represents 56.90 per cent of the grand total of assessed value
of land in said territory.
The hearing was CLOSED on MOTION by Councilman Butterworth,
seconded by Councilman Arth, and carried unanimously.
Inasmuch as the subject report indicates evidence that a majority
protest had been filed, proceedings were TERMINATED by the
following resolution.
Councilman Butterworth read in full Resolution No. 3999, entitled
''RESOLUTION NO. 3999, A RESOLUTION OF THE CITY COUNCIL OF THE CITY"
OF ARCADIA, DECLARING THAT A MAJORITY PROTEST HAS BEEN MADE IN
ANNEXATION NO. 40, WEST ARCADIA (INHABITED)."

for their tolerance and patience during the time the staff
was tabulating the protests, and for their- attendance at
this meeting.

Councilman Forman recalled that originally the City was
petitioned by a group of residents south of Huntington Drive
who desired to become annex~d to the city; that he felt if
the Council and the Loca1:A~~ncy Formation Commission had
concurred in a split of the' territory at either Oakda1e
Avenue or Huntington Driv~~'the residents who favored
annexation would have had an' opportunity to vote on the
matter. He expressed hope that those desiring to come into
