All councilmen.were present together with a representative
of the Employees Association and the Press.
The City Manager explained his report covering 1968-69
salary data and recommenda6ions in the following series:
clerical, skilled trade, inspection, engineering, laboring
and maintenance, professional and public service. Said
report reflected surveys made from private industry. For
comparison purposes the City Manager explained that the
survey ~as made on salaries of sixteen cities with salaries
in eight cities above Arcadia average and eight cities under.
It was recommended that 246 employees receive 5% increases
twenty-one employees 6.6% increase and 18 employees 7.5%
increase.

The City Manager "r~inded council of one fringe benefit
which has already been added, that of the city providing
$1,000 life insurance policy each employee. He elaborated
upon the following recommendations including revisions.
Provisions for l~ times the straight time overpay for
personnel of field and emergency crews when performing
such emergency duties on order of administrative super-
visors providing at least one full hour has been so spent.
He proposed that the city's payment of health and accident
insurance costs be raised from 8.67 to 11.17 (2.50 increase)
for insurance insuring any dependents. His recommendation
on a severanCe pay policy was altered. The council accepted
a severance pay program for employees having at least one
year service of 20% of one month's salary times the number
of years up to five (one month's pay) but not in excess thereof.
He proposed that the provisions for vacation in excess of two
weeks be changed from the present ten years of service to a
policy starting after five years of continuous.service an
employee be entitled to twelve working days of vacation per
year and after ten years, to fifteen working days per year.
At the behest of the police and fire association, the City
Manager will secure an acturial survey to determine the
cost of increasing pension benefits of survivors or retirees.
Considerable discussion ensued in each of these fringe
benefit categories and the appropriate written regulation
thereto.

Following Councilman Butterworth's advice to the City
Council on June 4th, he distributed the balance of

Councilman Arth observed that in his opinion the
City Clerk's office should remain elective and emphasized
the checks and balance system. Councilman Considine
commented that in his opinion the office of the City
Attorney and City Clerk should not be responsible to
the City Manager. However, inasmuch as this was not a
regular meeting of the City Council, the minutes of
the next regular meeting will reflect the receipt of
the balance of the charter changes by the city council.
