CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
JULY ~ 1968
The City Council met in an adjourned regular meeting on Monday,
July 22, 1968, at 7:30 P.M. in the Conference Room of the City
Hall.

Councilman Arth
The City Manager advised of the request of the new Thrifty Drug
Store at Las Tunas and Santa Anita Avenue for permission to hang
banners for a ten day period to publicize its grand opening.
Councilman Helms MOVED to APPROVE the request, Motion seconded
by Councilman Butterworth and carried unanimously.
As a member of the Charter Revision Committee, Councilman
Butterworth opened discussion on the proposed new charter as
submitted by the committee. He stated in part that the
committee felt the electorate should be presented with an
entirely new charter; that important substitutive changes and
new wording have been recommended by the committee; that no
change has been made just for the sake of change and that the
new charter is an integrated document: Council then entered
into a detailed review of each Article, section by section.
ARTICLE I, Section 102 - INCORPORATION AND SUCCESSION - fourth
line the words "the same" to be changed to one word "they".
ARTICLE II, Section 201 - POWERS OF CITY - City Attorney to give
further consideration to this section as there was some question
as to its meaning,
ARTICLE III, FORM OF GOVERNMENT - no change.
ARTICLE IV, Section 400 - THE CITY COUNCIL - This section and all
other section references to be redrafted by the City Attorney to
reflect the consensus of the majority of the City Council that
the office of the City Clerk remain elective. It was noted that
although Councilman Arth was absent, he had previously expressed
a similar opinion. Councilman Helms took a neutral position by
noting he was new to city government.
Section 401 - ELIGIBILITY - Council requested clarifi-
cation of the provisions of this section relating to a councilman
serving no more than two consecutive four year terms. The
possibility was injected into the discussion that where a vacancy
occurred and the Council made an appointment to fill out such
unexpired term, could the appointee seek election to two regular
terms after the expiration of the appointed term.
Section 402 - COMPENSATION - no change.
Section 403 - VACANCIES, FORFEITURE OF OFFICE, FILLING
OF VACANCIES - sub-section 'co will be redrafted by the City
Attorney to encompass a provision for the continuation of council-
manic authority should all five members of a council be involved
in a fatal disaster.

Under this same section the City Attorney will provide
for the calling of a special election within a specified period if
after Council makes one appointment to fill out an unexpired term
of a councilman it becomes necessary to fill a second vacancy between
regular election dates.

Section 404 - MAYOR - MAYOR PRO TEMPORE - no change.
Section 405 - POWERS VESTED IN THE COUNCIL - no change.
Section 406 - PROHIBITIONS - sub-section 'a' to be
changed to read.., "city office or city employment" in two places
and tbe word 'one' year to be cbanged to 'two' years in same
paragraph.

Section 408-414 - MEETINGS - no change.
Sections 415-420-0RDINANCES,RESOLUTIONS,LEGAL NOTICES,no change.
ARTICLE V - Section 500 - REMOVAL OF CITY MANAGER - City Attorney to
check out. Council concurred that the manager should be hired by
four votes of the council but were not quite in accord in the number
of votes to remove him. The length of time for notice of such removal
action was also delayed, The City Attorney will explore managerial
contracts for longer than one year. The word "entire" to be inserted
before the word "Council" in last sentence of fourth paragraph.
At 10:30 P.M. Councilman Helms MOVED to adjourn the meeting to
Wednesday, July 24, 1968, at 7:30 P.M. in the Conference Room. Motion
seconded by Councilman Butterworth and carried unanimously.
