CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
JULY 29, 1968
The City Council of the City of Arcadia, California, met in
adjourned regular meeting on July 29, 1968, at 7:30 P.M. in
the Conference Room of the Arcadia City Hall.

Councilmen Arth, Butterworth, Considine, Helms, Hage
None
Council continued its deliberations on the proposed new City Charter.
SECTION 704 - MEETINGS. CHAIRMEN. The provision of the Ralph M.
Brown Act to be altered. In the third paragraph therefor SUBPENAS
issued pursuant to Council instruction.
SECTION 705. No change.
SECTION 706 - PLANNING COMMISSION. (Reference to General Plan to
be indicated).
SECTION 707 - PERSONNEL BOARD. POWERS AND DUTIES. Substantially
the same as in the present charter. It was noted that subsection (e)
had been added.
SECTION 708 - LIBRARY BOARD OF TRUSTEES. POWERS AND DUTIES. Substantially
unchanged, except in the wording. It was noted in particular that it
provides for the Board to designate its own secretary. Subsection (d)
may require a resolution for the acceptance of small gifts.
SECTION 709 - RECREATION AND PARKS COMMISSION. POWERS AND DUTIES. Will
be redrafted to include certain portions of Section 710 of the present
charter.
ARTICLE VIII
CIVIL SERVICE
SECTION 800 - EXISTING CIVIL SERVICE SYSTEM. No change.
SECTION 801 - UNCLASSIFIED AND CLASSIFIED SERVICE. To be changed to
include under (a) 2 City Manager, City Attorney, City Clerk, Chief of
Police and Fire Chief together with their assistants, deputies and
clerical and stenographic employees authorized for said appointed
administrative officers and City Clerk, and designated by the Council
to be in the Unclassified Service.
Department Head will be changed to appointed administrative officers.
Provision to be included for "part time" employees.
SECTION 802 - APPOINTMENTS ,FROM CLASSIFIED SERVICE POSITIONS. No change.
SECTION 803 - RECRUITMENT - No change.
SECTION.804 - SUSPENSION. DEMOTION AND DISMISSAL. Council determined
that paragraph 3, line 9 be changed to read ten days instead of thirty
days and line 10, same paragraph, to be changed to read 30 days instead
of 10 days. Paragraph 5 line 6, the words "Board or officer" to be
changed to City Manager. Paragraph 6 to be rewritten to provide that
the City Manager's decision shall be final and fonclusive.

SECTION 805 - POLITICAL ACTIVITIES. To read "Any city employee upon
becoming a candidate for public office shall request and be granted
a leave of absence without pay to remain in effect during the period
of time during which the employee is a candidate." This section win
also reflect that a city employee upon becoming a candidate for public
office may not USe city facilities for public office, must obtain a
leave of absence without pay, and cannot wear any city insignia during
such time.
ARTICLE IX

The City Attorney to put into proper language.
SECTION 900 - WILL READ...STATE SYSTEM. Will include subsection 902.1.2.3
from model city charter. 'State' Employees Retirement Act to read 'Public
Employees' Retirement System.
ARTICLE X
ELECTIONS
No change.
ARTICLE XI
FISCAL ADMINISTRATION
SECTION 1100 - No change.
SECTION 1101 - SUBMISSION OF BUDGET AND BUDGET MESSAGE. Will provide
for submission date of May 25th of each year or such other time as
council may prescribe.
SECTIONS 1102-1103-1104 - No Change.
SECTION 1105 - Will reflect the adoption by resolution of. the capital
program on or before the 31st day of March of the current fiscal year
or such other time as council may prescribe.
At 10:45 P.M. on MOTION by Councilman Helms, seconded by Councilman
Butterworth and carried unanimously the meeting was adjourned to
Wednesday, July 31, 1968, at 7:30 P.M. in the Conference Room.
