CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
JULY 30, 1968
The City Council of the City of Arcadia, California, met in adjourned
regular session at 7:30 P,M. in the Conference Room of the City Hall.

The City Manager summarized his report on the financial outlook of
the city pertaining to city funds supported by property tax revenue
referred to as tax supported funds or tax funds. Attached thereto
were reports of changes in unappropriated surplus in fiscal year
1967-68 and surplus available for appropriation in 1968-69 (as of
July 23, 1968). The City Manager explained that the current year's
budget anticipated expenditures will exceed the revenue by $112,960;
that anticipating this Council authorized a new source of revenue in
the amount of $65,000 (future use estimates also anticipate the
continuance of the need for this additional source of revenue). He
noted the estimated drop in business inventory revenue, in property
taxes and the revised distribution of the cigarette tax.
Under new revenue possibilities a parking tax of 10~ per vehicle had
been under consideration, which tax would primarily affect Santa
Anita Race Track. Robert Strub, Los Angeles Turf Club President,
asked Council to delay any action until after August 6 when the
California Horse Racing Commission will meet to determine whether
the Oak Tree Racing Association will be allowed to lease the track
facilities from November 12 to December 7 of this year. Fred H.
Ryan, Vice President and General Manager of the Los Angeles Turf
Club noted that the track officials endeavor to resist any increased
cost due to customer resistance and with the proposed ten cent
parking tax 60~ would have to be charged for parking and expressed
concern with the cumbersome element involved in making change which
could cause back up in traffic.
In noting the increased admissions tax, sales and business license
revenue should Oak Tree be allowed to race this year, discussion
was held on using the possible $79,000 revenue to balance the
budget. However; Councilmen Arth, Butterworth and Helms felt that
the tradition of placing admissions revenue in the capital improvement
fund should apply to any additional revenue gained ~n the additional
racing days provided by the Oak Tree proposal and felt council should
go ahead and establish a parking tax which would be used for operating
expenses, Mayor Hage and Councilman Considine could see no harm in
delaying the action as requested by Mr. Strub, Whereupon Councilman
Considine MOVED for a delay until August 12 at which time Council
could determine one way or another, Mayor Rage seconded the motion
which did not carryon the following roll call vote,

Councilman Butterworth then MOVED to impose a parking tax of 10~
per vehicle (as one source of additional income for operating
expenses). Motion seconded by Councilman Arth.
Mayor Rage emphasized the need for additional sources of revenue and

brief discussion hel~ on property taxation. Mr. Strub once more
expressed concern with the confusion in the collection mechanics of
a parking tax and stated in part that he would like to explore
alternate ways of taxing the race track and the opportunity of
presenting same to Council, Council advised that if the ordinance
is introduced at this meeting there would be a delay in its final
adoption and effectiveness and that it would welcome any suggestions.
Roll call was then taken on the motion,

Whereupon the City Attorney presented for the first time, explained
the content and read the title of Ordinance No. 1387, entitled:
"AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, ADDING TO
CHAPTER 6 OF ARTICLE II OF THE ARCADIA MUNICIPAL CODE A NEW PART
7 ENTITLED 'PARKING TAX:"
MOTION by Councilman Helms, seconded by Councilman Butterworth and
carried on roll call vote as follows, that the reading of the full
body of Ordinance No, 1387 be WAIVED.

Councilman Helms further MOVED that Ordinance No. 1387 be adopted,
Motion seconded by Councilman Butterworth and carried on roll call
vote as follows:

The matter will appear on agenda for the meeting of August 20, 1968,
At 9:30 P.M. it was MOVED by Councilman Helms, seconded by Councilman
Butterworth and carried unanimously that the meeting be ADJOURNED
UNTIL WEDNESDAY, JULY 31, 1968, at 7:30 P.M.
