HomeMy WebLinkAboutJULY 31,1968 1 ROU "" PROPOSED NEW CHARTER (,11~ 1 18:7311 M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING JULY 31, 1968 The City Council of the City of Arcadia, California, met in adjourned regular meeting on July 31, 1968, at 7:30 P.M. in the Conference Room of the Arcadia City Hall. PRESENT: ABSENT: Councilmen Arth, Butterworth, Considine, Helms, Hage None Deliberations continued on the proposed City Charter. SECTION 1109. TAX LIMITS, Councilman Butterworth presented the Charter Committee's recommendation concerning the elimination of special levies for the library, recreation and planning departments. Under the present charter allowance is made for a special levy for the library of a 20~ maximum, recreation and parks 10~ and city planning 7~. The need for increased funds for the library in particular was indicated and it was noted that Council has the right to levy directly from the general fund. Mrs. Ernest Mortenson, member of the Library Board,observed that the Library Board desires to have a guaranteed sum on which it could count to meet its needs and following the discussion by Council observed that the charter committee had the best interests of the library at heart when making its recommendation. Whereupon it was MOVED by Councilman Arth, seconded by Councilman Considine and carried on roll call vote as follows, that Council accept the recommendation of the Charter Committee and eliminate all special levies as set forth in the present charter. AYES: NOES: ABSENT: Councilmen Arth, Butterworth, Considine, Helms, Hage None None Councilman Considine MOVED that the provision in the proposed charter for a sixty per cent vote of the electorate to raise the $1.30 limit be STRICKEN and that a simple majority be substituted since that is what is required to amend the charter. Motion seconded by Councilman Helms and carried unanimously. Councilman Butterworth then MOVED that the Council affirm the committee's recommendation for a total tax levy, excepting bonded indebtedness and retirement,of $1.30 on property taxation. SECTION 1111. BONDED DEBT LIMIT, No change, SECTION 1112. CONTRACTS ON PUBLIC WORKS. The proposed draft had initially reflected "every project involving an expenditure of more than $10,000 for construction, etc." Council determined that the figure be $6,000. Provision for bidder's bond to be made. Paragraph to be reviewed by the City Attorney. Specification requirement also to be explored by him. SECTrON 1113. CASH BASIS FUND. No change. SECTION 1114. CAPITAL IMPROVEMENT FUNDS, To be deleted, 7-31-68 - 1 - 18:7312 SECTION 1115. PRESENTATION OF DEMANDS. To be rewritten and possibly combined with Section 1116. SECTION 1117. CLAIMS AGAINST THE CITY. No change. Probably will be renumbered. ARTICLE XII FRANCHISES SECTION 1200. GRANTING OF FRANCHISES. Paragraph 1 line 6, the words 1 "by unanimous vote of its members" to be deleted. , ARTICLE XIII BOARD OF EDUCATION SECTION 1300. No change. Section 1301. Dates to become current. It was noted that under SECTION 801 provision will be made for a Personnel Director in the Unclassified Service and for a Personnel Officer in the Classified Service. The City Attorney will work toward the submission of the corrected document to Council by August 2. At 10:30 P.M.
