HomeMy WebLinkAboutFEBRUARY 9,1969 M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA STUDY SESSION FEBRUARY 9, 1969 I ROLL CALL The City Council met on February 9, 1969, at 7 P.M. in the conference room. Present: Councilmen Arth, Butterworth, Considine, Helms, Rage OTHERS PRESENT:Charles Harding, Walter Gockley (ad hoc committee chairman) . William Kuyper (Planning Commission sign committee) Sherrell Watson (Chamber of Commerce manager) Robert O'Hagan (May Company manager) Steve Frohling (McDonald's Hamburgers manager) Calvin Fox (Phillips 66 station - Huntington), Ralph Stogsdill, William Pellegrino, Jerry Bernstein (Arcadia Tribune), City Attorney, Assistant City Manager, City Manager. Primary purpose of this meeting was to study the new ordinance to amend, repeal and add provisions to the Municipal Code relating to signs using as a guide, the planning commission Resolution No. 663. I SECTION 1. REGULATIONS, PROHIBITIONS, met with the approval of the council. The section on Nuisance was changed from ten days to thirty days for compliance in the removal of a sign. The section on signs- general, approved. Permitted and prohibited signs - approved. It was noted that bill boards are prohibited also although not indicated. Considerable discussion held on moving signs. Councilman Butterworth was not entirely opposed to movable signs and felt some latitude was indicatea perhaps through the modification committee of the planning commission. The manager advised that thus far there has not been any enforcement problem however Mr. Kuyper expressed concern of the competitive feature in a rotating Sign, that there was the possibility every business in a given block would want a rotating sign, which would not be in keeping with the esthetics appearance desired. The need for guide lines is stressed. - 1 - 2-9-69 Under "e" Prohibition No.3 - "and other similar signs" to be included. Vacant premises was changed to read "a sign on vacant premises is a nuisance and together with any structure supporting a sign shall be removed within 120 days.". Non cociforminggsigns. This section provides I for the compliance with regulations no later than five years from the effective date of the proposed ordinance. The city attorney will incorporate section providing for borderline cases to be considered by the modification committee. It was the conSensus of the council that rotating signs and those with glares would stop immediately upon the effective date of the ordinance. Whereby the size and location of non conforming signs would come under the five year provisions. EXCEPTION will inc lude "beyond the five year period." Wall signs - approved. Height-clearance - approved. Projecting approved. Under size - area (signs) the fourth line will read "foot per face." Height-clearance - fourth line will read "the top of the wall upon which it is mounted \i.>10 feet..." Projection - approved. Freestanding signs - approved. Signs - city attorney will change the language under exception. Size-area, building frontage will be changed to lot frontage with the maximum area set forth in said ordinance remaining. Height-clearance - third line will read "15 feet of clearance" instead of eight feet. Considerable discussion held on marquee signs. Under exception number one third line will be changed to read "7 feet of clearance instead of eight feet.". Balance of that section approved. Directional signs - approved. Window signs - fifteen square I feet or in second line deleted. Auxil~yy signs - approved. Provision for display signs to be replaced. City Attorney will endeavor to make changes and submit to council by Wednesday, February 12th in order to schedule another study session on the matter.
