CITY COUNCIL OF THE CITY OF ARCADIA
BUDGET STUDY SESSION
May 15, 1969
The City Council met in budget study session in the Conference
Room of the Arcadia City Hall at 7:30 P,M, May 15, 1969, for the
express purpose of considering the preliminary budget for 1969-70
as submitted by the City Manager.

BUDGET
Consideration started with the Police Department. Discussion
held on personnel and work hours. Councilman Helms will be
provided with a comparison of services rendered by this City
as compared to the Temple City Sheriff's Department. The
Manager explained in part the difference.
POLICE
Automotive equipment studied. Manager advised that he is
looking into a leasing arrangement for the police department,
An item called 'Instant Uniforms' explained... it permits an
off duty policeman to change his clothing into that of an
officer almost instantly should he run into an emergency calling
for a uniformed individual,
Councilman Butterworth was deeply concerned that plans should be
in the making for police increased facilities. It should be a
highly specialized architect.
The Manager explained the success of the instant replay television
and tape procedure.
The salary difference between Fire and Police personnel was briefly
explored,
FIRE
The need for a fire station to serve the Rancho Santa Anita and
the Colorado Oaks district was stressed, A letter had been
received from the Rancho Santa Anita Resident's association to
this effect. The need for improved protection was acknowledged,
Discussion encompassed the possibility of purchasing additional
rescue units. It was decided to invite the Fire Chief to attend
the nex~ budget session to answer questions and share his knowledge
of the situation, It was thought that perhaps the rescue functions
could be a joint police and fire venture, i, e., have all such
personnel trained in rescue. Some discussion held on fire equipment,
the duties of the firemen and their hours.

CIVIL DEFENSE The budget as recommended was considered adequate,
SISTER CITY Councilman Butterworth suggested that the total recommended for
this program be increased from $150,..Perhaps in the neighborhood
of $750. Will be considered later, The proposed Friendship Club
and its functions were explained.
PUBLIC WORKS
Building, Engineering, Street Division and Equipment Service explored,
PERSONNEL
ADMINISTRATOR
The City Manager advised that he would appoint such a person shortly.
That it is hoped he could report by July 1, Salary $13,002,
ADJOURNMENT
The meeting adjourned at 10 P.M. Additional budget sessions will be
