CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
JUNE 2, 1969
The adjourned regular meeting of the City Council was held in
the Conference Room of the Arcadia City Hall at 7:30 P.M. June
2, 1969.

Councilmen Butterworth, Considine, Hage, Helms, Arth

Discussion held on the need of additional equipment and personnel
for the Fire Department in order to render maximum service in
specific parts of the city which are not so covered at the present
time, The Fire Chief explained the operations of the existing
three stations; how response is made to emergency calls for first
aid, inhalator and fires. The need for additional resuscitator
units was indicated in a recent near fatal swimming pool incident.
It was felt by the residents of the Rancho Santa Anita area that
the length of time it takes for such a unit to reach a particular
scene could be substantially reduced by the availability of
additional equipment and trained personnel, Residents of that
area were present at this meeting, They complimented the Fire
Chief on the handling of the duties of his department but felt
he should be supplied with the additional equipment,
It was MOVED by Councilman Butterworth that funds in the amount
of $12,000 be established as a budgetary item in the Council
Contingency Account for 1969-70 in order for the system to be
more available in all parts of the city, the use of same to be
delegated to the City Manager, Fire and Police Chiefs, Motion
seconded by Councilman Hage and carried unanimously, Councilman
Helms suggested that a check be made on local commercial ambulance
service.
Council, after considering a proposed resolution condemning improper
use of the American Flag, requested that the subject resolution be
reworded and broadened in order to coordinate its adoption with the
forthcoming Flag Day decree. Councilman Considine felt strongly
that Council should go on record with the Legislature in this regard,
Consideration resumed and the recommendations of the City Manager and
Water Manager in the water department needs were explored, The need
for the construction of the St, Joseph Reservoir was emphasized, The
possibility of placing a bond issue measure before the electorate
was considered. It would encompass projects other than the subject
reservoir but this would have priority. It was felt that if the
measure were rejected by the voters then the water rate would have
to be increased. The proposed budget for this department was
covered in detail with the City Manager explaining all particulars.
Meeting to be scheduled with a firm expertise in municipal bond
issues.
The City Clerk was authorized to notice the public hearing on the
proposed 1969-70 budget for June 25, 1969, at 7:30 P.M.
The meeting was adjourned sine die at 10:05 P.M.
