Johnson, Community Foursquare Church of Arcadia " ' Mayor Pro Tempore Butterworth PRESENT: ABSENT: Councilmen Considine, Hage, Helms, Butterworth Mayqr Arth MOTION by Councilman Considine, seconded by Councilman Helms and carried unanimpusly that the minutes of the regular meeting of June 3, 1969, be and they are hereby APPROVED. i The City Council accepted the resignation of Personnel Board member John F. Lillic,op who is moving to Santa ~~ria. The appointment to this unexpired term will be made to expire June 30, 1972. ,I Councilman Helms referred to the Youth Commission which was recently , ' created by this Council and advised that an election for its members has been accomplished. He submitted the n~es of Ron Curry, Chairman, "" Laurie Hunter, ',Vice Chairman, and Nancy Tankers ley, Secretary, from the Arcadia High School. Maureen Johnson and Nancy Lindberg from 'I' , Dana Jr. High School. Janice Jackson and ~en Eggleston from First Avenue Jr. High School'. Julie Marine and Sydney Womeck from Foothi 11 Jr. High Schoot. He then MOVED that the foregoing be nominated. Motion seconded by Councilman Considine. It was noted that the meetings of this Commission will be held in the Conference Room on the 2nd and 4th Mondays at 7:30 P.M., a~d any special meetings and forums will be conducted in the Council Chamber. Mayor Pro Tempore Butter~orth will accommodate Coun~ilman Helms by attending the first meeting of the commission on June 23. Councilman Helms explain~d the'proposed function of the ne~'commission and Council recognized th~; efforts and accomplishments of Doug McAdams and Peter De Witt'. BUDGETARY Annually, before the close of the fiscal year, it is necessary for TRANSFERS Council to approve the transfer of certain appropriations and APPROVED reserves. " ."7' / ~JJ; V-v~.~ r;.... CONTRACT AWARD (Foothill Blvd) f( //7 ~ 18:7470 The City Manager advised that the developers of Tract No. 30713 (1332-1340 S. Eighth Avenue) have made arrangements with the County of Los Angeles for the simultaneous vacation of a dedicated riding and hiking trail and dedication of adjacent property to provide for the relocation of the trail as part of a proposal to subdivide property for residential purposes. The County is now requesting that the Council take appropriate action authorizing that agency to, 1) abandon the riding and hiking trail within Tract No. 30713 and 2) acquire real property as described in its communication dated June 3, 1969 and on file in the office of the City Clerk. The Acting Planning Director outlined the area in question and explained the boundaries of the existing trail, the area proposed to be abandoned and that to be acquired. 1 It was the consensus of the City Council that as a courtesy gesture the members of the equestrian organization currently using the trail be contacted just to ascertain if there is any information or suggestions they might impart which would be helpful. Hence, this matter will be before Council on July 1, 1969. The City Manager advised that the County of Los Angeles Fire Depart- ment has filed a conditional use application with the Sierra Madre Planning Commission for the construction and operation of a fire station (for watershed fire protection) at the northwest corner of Stonehouse Road and Grandview Avenue and noted that this particular location is across the street from the city boundary and in the center of a residential area. Reference was made to a statement of policy which was adopted by the City Council of 1962 concerning development (on file in the office of the City Clerk). He submitted that the proposed location is not the best either for the fire station or for the effect on adjoining properties. Discussion ensued on the method of expressing opposition and suggestions for an alternate location. Staff will reconsider the statement of policy and submit its findings to Council. Upon recommendation of the City Manager it was MOVED by Councilman Hage, seconded by Councilman Considine and carried unanimously that ..,........the applications of the Bench Ad Company for street bench permits at 1) southwest corner of Lovell Avenue and Duarte Road and 2) 612 W. Duarte Road, be and they are hereby APPROVED. It was noted that the benches will not carry advertising at this time; that the license department will judge the merit of such advertising at the appropriate time. The City Manager and Director of Public Works reported on the following bids received for the improvement of Foothill Boulevard from Tindalo Road to Santa Anita Avenue and recommended the contract award to the low bidder: Sully Miller Contracting Company Louis S. Lopez W. R. Wilkinson Company, Inc F. W. Richter Construction Company C. C. S. Construction Company $ 13,794.10 13,875.00 13,880.00 15,995.00 23,200.00 1 MOTION by Councilman Hage, seconded by Councilman Considine and carried on roll call vote as follows, that the contract be awarded to Sully Miller Contracting Company in the amount of $13,794.10; that all other bids be rejected; that any informalities or irregularities in the bids or bidding process be waived and that the Mayor and City Clerk be and they are hereby authorized to execute the contract in form approved by the City Attorney. Funds for this project will be provided by the State Division of Highways under District Agreement No. 2408. AYES: NOES: ABSENT: Councilmen Considine, Hage," Helms, Butterworth None Councilman Arth The City Manager and the Director of Public Works submitted a detailed report dated June 13 concerning the current activity at the Santa' Anita Disposal site and recommended that certain steps be approved in principle as set forth therein. These steps pertain to precise plans and commitments for the future of this area and would be submitted to the Los Angeles County Flood Control District. If that agency agrees to the points a recognized landscape architect would be retained to represent the City in the development of said plan for the approval of the County Board ,of Supervisors and the City Council. 'Staff will prepare an agreement for submission to the district and the implication of the zoning of the subject area will be checked. It was the consensus of the Council that it desires to'~ring all possible force to bear ,upon the County to see that the use of the area as a mining operation and/or barrow pit is forestalled before it starts. Upon recommendation of the City Manager ,it was MOVED by Councilman Hage, seconded by Councilman Considine and carried on roll call vote as follows, that the membership in the Job Resources and Educational Center be renewed at the present rate of $25 per month. The Center assists,persons in securing employment and has reported meaningful accomplishments during the past year. Councilman Considine asked what could be done to improve a traffic situation generated by the flow of traffic from the Foothill Freeway onto Santa Anita Avenue in the vicinity of Floral Avenue; that during the rush hours persons have no way of crossing Santa Anita because bumper to bumper traffic from the freeway is not inclined to stop at the intersection. Suggestions were made and the Director of Public Works will check with the State Division of Highways.
