CITY COUNCIL OF THE CITY OF ARCADIA
REGULAR MEETING
JULY l5, 1969
The City Council of the City of Arcadia, California, met in regular
session in the Council Chamber of the Arcadia City Hall on July 15,
1969, at 8:00 P.M,

Minutes of the Adjourned regular meetings of June 25 and 30, and
the regular meeting of July 1, 1969, were APPROVED on MOTION by
Councilman Helms, seconded by Councilman Hage and carried unanimously.
Councilman Consi~ine abstained from voting on the June 25 minutes as
he was absent onithat date.
Omar Wilkinson, 1853 Alta Oaks Drive, asked that the record show
objections on the part of residents in the area to the proposed
construction and operation of a restaurant on Chantry Flats Road
within the city of Sierra Madre. The site overlooks residential
property in northeast Arcadia. Mr. Wilkinson stated in part that
petitions are being circulated and will be presented to the Sierra
Madre City Council at its meeting to be held July 17 and that a
large representation of the residents will attend the meeting to
lodge opposition. '. Reference was made to the'danger of fire in an
already hazardous brush fire area, noise from'the increased traffic
and the change in the character of the neighborhood.

Mayor Arth noteq that Council is aware of the possibility and has
instructed the City Manager to advise the City Manager of Sierra
Madre of its concern and that in any event it would not permit road
construction throHgh Arcadia to the subject stte. However, procedures
are just beginning with the application for a ~one change coming
before the Planning Commission of that city.' Staff will maintain
communication with Sierra Madre and will keep Council apprised of
developments. "
An appeal had been filed by Jack L. Wadsworth from the decision of
the Planning Commission in its denial of his" application for permission
to expand an existing accessory building at 264 W. Pamela Road. It was
noted that Mr. Wadsworth collects antique automobiles which are stored
in the accessory. building.

Mayor Arth declar~d the hearing open and Mr. Wadsworth stated in part
that the subject land is useless to him except in the manner requested;
that the usage ~ould not interfere with neighbors; would meet the
building code and would not detract from the 'street appearance. No
one else desiring to be heard the hearing was' CLOSED on MOTION by
Councilman Helms; seconded by Councilman Considine and carried unanimously.
The Planning Director advised that a number of such applications had been
received by the Commission and since the existing Zoning Ordinance does

not reflect regulation therefor, proceedings have been instituted to
change the ordinance to establish requirements and read portions of
a report dated July 1 recommending certain guidelines. The matter
will be before the Commission at its next regular meeting and the
recommendation subsequently submitted to Council. It was the consensus
of Council that it would be inappropriate to take action on the appeal
of Mr. Wadsworth until receipt of the Commission1s recommendations and
a public hearing held thereon, whereupon the matter was CONTINUED until
after a public hearing is held before Council (scheduled for August 19
at 8 P, M. )
Upon notification of the City'Manager and Water Manager that the recoatinl
of interior surfaces of two water reservoirs (Orange Grove Nos. 3 and 4)
had been satisfactorily completed, it was MOVED by Councilman Hage,
seconded by Councilman Helms and carried on roll call vote as follows,
that the work performed by 'Lundeen Coatings Associates be ACCEPTED and
that final payment be authorized in accordance to the terms of the
contract.

Upon recommendation of the City Manager and the Director of Public Works
it was MOVED by Councilman Considine, seconded by Councilman Hage and
carried unanimously that the plans and specifications for the 1968-69
street improvement program be APPROVED and the City Clerk be AUTHORIZED
to advertise for bids to be returned August 4, 1969, at 11 A. M. Project
to be financed with State Gas Tax Funds approved in the 1968-69 Budget.
The request of the Arcadia Optimist Club for permission to hold its
bicycle and safety rodeo on Saturday, August 23 from 1 PM to 5 PM on
city parking lot facilities located on Duarte Road west of the City
Library was APPROVED on MOTION by Councilman Helms, seconded by
Councilman Considine and carried unanimously. Certification of
insurance to be filed naming the City as an additional insured.
The request of Path, Inc., for permission to hold teen dances on
July 30, August 16, 27, September lO was APPROVED on MOTION by
Councilman Helms, seconded by Councilman Considine and carried
unanimously. Police officers to be provided as in the past. The City
Manager was authorized by said motion to approve any additional dates
for the same type of event.
The request of Bill Dana Productions for permission to hold certain
activities in connection with the grand opening ceremonies for the
new House of Pies Restaurant at 1400 S, Baldwin Avenue was APPROVED
on MOTION by Councilman Hage, seconded by Councilman Considine and
carried unanimously. It is planned to present the program on either
August 1 or 8 between 8 PM and 11 PM. Banners are proposed as part
of the decor. Permission was granted provided no amplifiers are
used in connection with the music portion of the program and if
complaints are received by the police department after lO:30 P.M.
activities will cease upon request of the department. The applicant
will be encouraged to employ security officers for crowd supervision
and traffic control.

The City Attorney presented, explained the content and read the title
of Resolution No. 4082, entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ARCADIA AMENDING RESOLUTION NO. 4080 RELATING TO CITY
POSITIONS, SALARY SCHEDULES AND SALARIES AND AMENDING THE 1969-1970
BUDGET. "
It was MOVED by Councilman Hage, seconded by Councilman Considine

The City Attorney presented, explained the content and read the title
of Resolution No. 4083, entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ARCADIA DESIGNATING THE STAFF OF THE CITY ATTORNEY'S
OFFICE TO BE IN THE UNCLASSIFIED SERVICE."
It was MOVED by Councilman Helms, seconded by Councilman Hage and
carried on roll call vote as follows, that the reading of the full

Councilman Considine noted that he was rece~v1ng replies to his many
telegrams and letters to legislators and school officials concerning
the flying of the American Flag at half mast following the death of
a militant; that hopefully it would not be so displayed in the future.
Councilman Helms, liaison to the newly created Youth Commission,
reported on the progress being made; that by-laws are being developed
and introduced members Laurie Hunter and Sydney Womack.
Mayor Arth advised that the new officers of the Arcadia Junior Chamber
of Commerce would like to lay the groundwork for its annual carnival
type project held in the Spring of each year; that he had appointed
Councilmen Considine and Hage to act as a committee to establish some
ground .rules to be certain the location and other arrangements are
acceptable. A meeting is to be arranged by the organization.
At 8:50 P.M., the meeting was ADJOURNED sine die on MOTION by
. Councilman Rage, seconded by Councilman Considine and carried
unanimously.
