AUGUST 5, 1969
The City Council of the City of Arcadia, California, met in regular
session in the Council Chamber of the Arcadia City Hall on August 5,
1969, at 8:00 P.M.

It was MOVED by Councilman Hage, seconded by Councilman Helms and
carried unanimously that Councilmen Butterworth and Considine be
excused from this meeting.
It was MOVED by Councilman Hage, seconded by Councilman Helms and
carried unanimously that the Minutes of the Regular Meeting of July
15, 1969, be APPROVED.
Appeal of Robert F. Kleckner from the Planning Commission recommendation
for denial of his application for a conditional use permit to allow him
to remodel the drive-in restaurant at 218 E. Huntington Drive, dba Bob's
Beef Burger, Inc.
The Planning Director explained the reasons for the denial; that the
site is inadequate in size and shape for the proposed use; it is less
in area than 10,000 sq. ft., which is the minimum size required by the
Arcadia Municipal Code; the parking and landscaping does not meet
requirements; utilities are not underground; outside storage is not
screened by a masonry wall; restroom doors are not screened; light
standards exceed t~e 15' maximum requirement. All set forth in the
Commission's Resolution No. 677.
Mayor Arth declared the hearing open and the applicant stated in part
that he is endeavoring to accede to the desires of the local businessmen
and improve his property; that adding a mansard roof, a new sign, black-
topping and painting would go a long way in that direction. He circulated
photographs of alterations made to another of his operations. He advised
that he can increase parking spaces by eight and not infringe on the
adjacent used car sales property (which he also owns); that he would
screen the restrooms. However, in referring to drainage he stated that he
has encountered problems for sometime; that he has tried to improve the
situation by constructing a 6~ block wall and noted that the contour of
the ground is not level and that the railroad area seems to be a weed and
rubbish collection spot. He also felt he could not financially remove the
asphalt paving and replace it with concrete.
Wes Downing, 2715 Winthrop Avenue, Arcadia, sign designer and contractor
informed Council that he would conform with all regulations of the new
sign ordinance.
Richard Hunter, owner and operator of a pharmacy at 34 E. Huntington Drive,
spoke in favor of the improvements as proposed and stated in part that the
subject business has been established for some 18 years and the usage appears
to him to be excellent for the poor location - being on the fringe of the
Towne Center - that the merchants in the area would like to see the improve-
ment which would benefit the City as well as the applicant.

There being no one else who desired to speak to the matter and prior to
seconding Councilman Helm's motion to close the hearing, Councilman Rage
observed that he was in sympathy with the applicant's desire to improve
the appearance of his business, but that he did not want to make any snap
judgment as to what part of the zoning requirements should or should not
be imposed; that he would like to have the hearing remain open for at
least another two weeks giving him time to make inspections; that with
all of the material at hand there are still some unanswered questions in
his mind.
Some discussion held on adhering to the zoning ordinance and also acceding
to the desires of the applicant to upgrade his property and it was con- 1
sensus of the Council that the hearing remain open and the matter placed
on the agenda for August 19; that during the interim the applicant meet
with the Director of Public Works to ascertain if there could be some
compromise with relation to the drainage problem.
Planning Commission recommendation (Res No. 678) granting a conditional
USe permit for motor vehicle sales at 55 W. Huntington Drive. It was
noted by the Planning Department staff that the property is partially
in zone C-2 and partially in Zone C-l; that the surrounding property
to the west is C-2 developed with commercial uses;property to the east
and northeast is C-l developed with commercial USes also; property 00
the north is C-l and R-l with the R-l developed with single residences
which rear on Santa Clara Street. The County Park is on the south. The
applicant proposes to expand and upgrade existing facilities for new and
used automobile sales and service.
The Commission recommended approval subject to all applicable regulations
of the Municipal Code and upon specified conditions set forth in Resolution
No. 678. Extensive discussion was held on the request of the applicant for
permission to install metal-arc lighting with a 20' minimum instead of the
15' limitation imposed by the Code. The applicant stated in part that it
was impossible to install a modern lighting system at the 15' height; that
the flourescent type creates clutter whereas the metal-arc are highly
directional and can be effectively focused anywhere. It was the consensus
of the Council that it could not vote on the requested modified lighting
without holding a public hearing or until a revision of the city code was
adopted.
Discussion ensued on the number of vehicles to be parked on the lot. It
was Councilman Helms observation that in his opinion the subject property
proposes to display too many cars to compliment the community; that the
business community should recognize the amenities of the area; that he
is endeavoring to suggest a happy balance line and expressed deep concern
for the overall development.
Councilman Hage noted that the property is currently zoned for the subject
USe and that in his opinion it would not be consistent for Council to
attempt to regulate the number of cars which could be parked there; that I
from the display design it appears it will be done in a tasteful manner.
However, he did agree with Councilman Helms that the modification of the
lighting could be studied and noted that the code regulation for the 15'
height limitation was adopted primarily for parking lots rather than for
sales and display businesses. He did indicate his preference for fewer
lights and higher illumination such as requested by the applicant.
Clare Hoke, manager of the facility, stated in part that in his four
years he has never had a complaint against the ap~arance of the sales
lot. He explained how the cars would be displayed - along the perimeter
of the property - and noted that the new design for lighting had been
used by the Ford Motor Company allover the nation. He noted also that
at the Commission proceedings only concern was expressed, not opposition,
to the plan, with which Council concurred.

Subsequently on MOTION by Councilman Hage, seconded by Councilman Helms
and carried unanimously the Council scheduled a public hearing on the
entire matter including the request for a modified lighting system for
AUGUST 19, 1969, at 8 P.M.
Planning Commission recommendation concerning proposed amendments
relating to regulations for accessory buildings and the ratio. between
lot sizes and lot coverage was scheduled for a public hearing on August
19, 1969. Resolution No. 679 was adopted by the Commission on July 22,
1969.
The recommendation of the Recreation Commission for an allocation of
$608 for the purchase of a chain link outfield fence was APPROVED on
MOTION by Councilman Hage, seconded by Councilman'Helms and carried on
roll call vote as follows. It was noted that the sum.will be from the
Parks and Recreation Facilities Fund and will be payable directly to the
West Arcadia Little League for its previous purchase of the subject fence
which will be used at the County Park Baseball Field. The fence to remain
City property and at its discretion may be used at any location in the
future.

Council considered the request of Helen S. Howser and Mrs. C. W. Waddoups
for an additional extension of the zone'variance granted on property at
241 W. Colorado Boulevard on May 20, 1969, and extended to August 19, 1969.
Reasons for such request was incorporated in a communication dated July 22,
1969, and on file in the office of the City Clerk.
It was MOVED by Councilman Helms, seconded by Councilman Hage and carried
unanimously that a six months extension be granted (until February 19,
1970) and that. the applicant be advised that a request for further extension
would not be granted thereafter unless construction had started or there
was clear 'physical evidence of intention to construct under the variance.
Pursuant to Section. 18730, Chapter 6 of the Streets and Highways Code
concerning levying and collecting assessments for 'Municipal Lighting
Maintenance District Act of 1927, the Director of Public Works submitted
the Engineer's Annual Expense Estimate for 1969-70. The report recommends
a'5% surcharge to defray the anticipated'increase in power costs -
adjustments will be made in the next annual report to reflect actual
expenses to the district.
The City Manager and the Director of Public Works recommended the
rejection of bids received for street maintenance work (Job No. 350)
'due to the fact that ,the bids had .to be made during a period when
contractors could'not have accurate information as to future labor
costs; that when the current strike of heavy equipment operators is
settled the City will readvertise for bids. A MOTION was made therefor
by Councilman Helms, seconded by Councilman Hage and carried unanimously.
Upon advice of the City Manager and Director of Public Works that the
work of D & W Paving Company, Inc., in the improvement of El Monte Avenue
from Las Tunas to Lemon Avenue has been satisfactorily completed, it was
MOVED by Councilman Helms, seconded by Councilman Hage and carried on
roll call vote as follows, that the. work be accepted and that final
payment be authorized in accordance with the terms of the contract.

Upon advice of the City Manager and Director of Public Works that the
installation of traffic signals (Job No. 340) on Baldwin and Longden
Avenues, Camino Real and Santa Anita Avenue and at Las Tunas and Live
Oak, has been satisfactorily completed by Steiny & Mitchel, Inc., it
was MOVED by Councilman Hage, seconded by. Councilman Helms and carried
unanimously that the work be accepted and that final payment be
authorized in accordance with the terms of the contract.

Brief discussion' held on the cost of updating or replacing the general
film strip and recording explaining Arcadia City government. The
matter will be reviewed at a Study Session to be held on August 11
with the film producer present. The City Manager will compile statistics
indicating the extent of the film's exposure within the community.
The City Attorney presented, explained the content and read the title
of Resolution No. 4084, entitled: "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ARCADIA AUTHORIZING A STOP SIGN FOR EASTBOUND TRAFFIC AT
THE INTERSECTION OF LA CADENA AVENUE AND ARCADIA AVENUE FOR EASTBOUND
TRAFFIC ON ARCADIA AVENUE."

Beautiful has been formed and read the names of the following appointees:

It was noted that the committee is temporary and is to recommend to
the City Council the suggested size, composition, functions and scope
of interest of,a permanent committee. It will also recommend on the
advisability of forming an official commission as opposed to a less
formal citizens advisory group. Councilmen Butterworth and Helms will
act as Council ~liatson.
Councilman Helms' urged .better relatipns between the police departments
of 'Monrovia ~nd the City and related circumstances in connection with a
recent tragedy. involving a resident of Monrovia with business offices in
Arcadia. Mayor Arth instructed the City Manager to look into the matter.
Mayor Arth commented on the performance of the local Pony League Baseball
team in ~inning the District's Playoffs.
