CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
JULY 22, 1970
The City Council of the City of Arcadia, California, met in an
adjourned regular session in the Conference Room of the Arcadia
City Hall on July 22, 1970, at 7:00 P.M.

The primary purpose of this adjourned meeting being to consider and
study the proposed Planned Unit Development as recommended by the
Planning Commission in its Resolution No. 703; the Planning Director
explained in some ,detail that such a development could be incorporated
tJ') ./: into the City I s subdivision and zoning ordinances which W) uld permit
I '(Jr. ',c:'1...residential development of a site of not less than three acres without
/\) << regard to the minimum lot sizes and yard requirements. It was noted
lY fJ '-J).. that a conditional use permit would be required and if granted would
~ * not become operative until complete final plans for the construction
and installation of all improvements were approved by the Commission.
That if construction had not begun, and unless extended by the
Commission, the permit would expire within 18 months after its effective
date. Additional conditions could be imposed if deemed necessary.

DEVELOPMENT
Sketches were reviewed indicating various design concepts. Built-in
privacy could be obtained by living around a commons with homes
isolated from the street. Advantages and disadvantages were explored.
The houses would be single family detached dwelling units with about
2000 sq. ft., each. How this concept differs from the normal sub-
division was discussed. It was pointed out in'part that the street
asphalt areas would be replaced with greenery and parks, and any legal
problems relating to rights and responsibilities when sharing a parcel
of land could be controlled by city laws and developer contracts.
William Beckwith, Herbert Goddard and Arthur Bauman, local land developers,
participated in the discussion. They agreed with the concept in general
and offered suggestions which they felt would inure to the benefit of
all concerned in such a development. They suggested further that the
new concept might be included in the existing R-l zoning ordinance with
minor safeguards written therein. Mr. Bauman reviewed each section of
the resolution and indicated those with which he felt the developer
would encounter difficulty.
Planning Commissioner Livingston stated in part that the Commission
had given this new concept a great deal of thought and study and had
endeavored to provide maximum protection to the City and adjacent
property owners of such construction. He submitted that if experience
proves the proposed regulations are too rigid, steps could be taken to
relax some of the requirements.

Council expressed interest in the proposal and assured those partici-
pating in the deliberations that their views and suggestions would be
considered. The matter will appear on agenda for August 4.

The City Attorney has been drafting a proposed ordinance for council
consideration for the control of problems resulting from excessive
noise from, for example, air conditioning units, and the like. He
explored his initial findings both verbally and on a recorded tape
of noise level at one particular problem location. A field trip will
be arranged for Council and a sound engineer will be invited to
enlighten Council in this regard.

On recommendation of the City Attorn~y, it was MOVED by Councilman
Arth, seconded by Councilman Helms and,carried unanimously that the
Mayor be and he is hereby authorized tp execute a Quitclaim and
Release of Coven~nt concerning Lot 1. Tract No. 951, Book 7 Page 28
of Los Ange les County Records. . ;
