Assets valued below $5,000. on only includes the actual income generated by the assets. Assets equ 1 to or greater than the $5,000 one takes 10 percent of the va1u and treats that figure as income. Personal property - automobile or ho seho1d furnishing are not considered assets. stricting occupancy to Arcadia residents only, it was submitted nt Federal Court decisions do not permit residency requirements - however, references may be given. The units would consist of one bed- room with a complete kitchen, carpets and drapes. Most units will have either a p tio or balcony. Extensive indoor recreation facilities will be pro ided as well as outdoor patios with BBQ plus a jacuzzi and garden plot reas. The project would not be low cost ... the cost of construction nc1uding land, financing and profit would be $50,000 per unit. As to zoning it was thought Arcadia restrictions would be more stringent and design chang s would probably have to be made. Some cities have adopted what is c lled Institution zoning for the purpose. Some discus- sion was held on praisa1s and Mr. Safran said not to waste time on City appraisals ... as HOD has a method of its own based on the intended use. The project m t be a wood frame building with two or three stories... extra land would pro de for surface parking which would reduce the. cost by not going sub erranean. Preference is being given by HOD to projects which are com etitive and it might be possible for Arcadia to come in ... -and also tli fact that such housing is not available in the City and is needed r its senior citizens. The meeting adjourned to Tuesday October 30, 1979 at 5 p.m. in the Conference Room at which time public hearings will be held on two redevelopment projects. ~~ Van Maanen Clerk 10-23-79 - 2 -
