e City Council and the Arcadia Redevelopment Agency met in an
ourned regular session in the City Hall Conference Room on
ber 23, 1979 at 5:30 p.m.

d unanimously that Councilman Sae1id be excused.
At the regu ar meeting of September 6 the City Council informally
approved qui claiming a five foot strip acquired by tax deed subject.
to the City's costs estimated to be $100. The applicant, Richard
Miller, is an ous to acquire the strip in order to clear .tit1e and
is willing to p the processing fee. Inasmuch as this involves
disposition of p b1ic1y owned property, it was MOVED by Councilman
Parry, seconded b Councilman Pellegrino and carried on roll call
vote as follows th t the Mayor and City Clerk be authorized to
execute the quitc1a m deed. '

Interv ews
Southern California Presbyter an Homes. Presentations were made by
Rev. Henry Bremer, Director 0 Church and Community Relations, and
Harlow T. Richardson, Director f Project Development. They described
the projects they had developed ich were subsidized by the Department
of Housing and Urban Development nd followed regulations of the Fair
Housing Administration.

Eligibility of persons desiring to 0 cupy the units was based on
income - including Social Security, a uities, pensions, interest from
savings accounts, SSI and any other fo of applicable income. Persona
must be 62 years of age or older. It w s suggested that no priority ,
lists be prepared, as interviews are con rolled by HUn. Allocations i
for HUn are determined by Congress.
It was suggested that the City consider ret ining a Consultant; and
contacting the California Finance Agency in s Agency and Lawyers for
Housing.
Thomas Safran and Ronald Levin presented their ackground in the field
of housing with HUD assistance. Photographs wer reviewed of some of
their completed projects. Section 8 is a Federal subsidized housing
program. The method of determining admittance was explored .. Income
limits are based on 80 percent of the median income for Los Angeles
County, i. e., for one person it is $10,550 - 2 pers s it is $12,050.
These limits are changed periodically by HUD. Indivi ua1s or couples
may move into the project if at least one member is 62 ears of age or
older and/or handicapped or disabled'. If one 1 s income ceeds the limit
he can move in but must pay the fair market rent.

room with a complete kitchen, carpets and drapes. Most units will have
either a p tio or balcony. Extensive indoor recreation facilities
will be pro ided as well as outdoor patios with BBQ plus a jacuzzi and
garden plot reas. The project would not be low cost ... the cost of
construction nc1uding land, financing and profit would be $50,000 per
unit.
As to zoning it was thought Arcadia restrictions would be more stringent
and design chang s would probably have to be made. Some cities have
adopted what is c lled Institution zoning for the purpose. Some discus-
sion was held on praisa1s and Mr. Safran said not to waste time on
City appraisals ... as HOD has a method of its own based on the intended
use. The project m t be a wood frame building with two or three stories...

projects which are com etitive and it might be possible for Arcadia to
come in ... -and also tli fact that such housing is not available in
the City and is needed r its senior citizens.
The meeting adjourned to Tuesday October 30, 1979 at 5 p.m. in the
Conference Room at which time public hearings will be held on two
redevelopment projects.
