CITY COUNCIL AND THE ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
DECEMBER 18, 1979
The Arcadia City Council and the Arcadia Redevelopment Agency met
in an adjourned regular session on December 18, 1979 at 5 p.m. in
the Arcadia City Hall Conference Room.

The proposal submitted from Henry Caw, President of the Juniper
Properties (Development and Investment) concerning property located
at the northwest corner of Huntington Drive and First Avenue was
acknowledged. (Mr. Gaw explained his position later in this meeting.
See below.)
Continued - Disposition and Development Agreement between the Arcadia
Redevelopment Agency and American Savings and Loan Association for
property located at the northwest corner of First Avenue and Hunting-
ton Drive. Staff responded to questions propounded by the Agency
concerning the agreement which incorporates the final thinking of
staff and the Association particularly as it relates to the current
status of the property. Some of the concerns of the Agency Members
answered in an executive session.
At 5:30 p.m. the Agency entered an executive session and reconvened
at 6:15 p.m.
Henry Caw, 1162 Altura Terrace, referred to his communication to the
Agency concerning the property under discussion at this time. He
would like to construct an eight story office building with 2/3 stories
subterranean parking. The Agency Members said in part that it is un-
fortunate that this proposal had not been submitted at an earlier date
as an agreement with American Savings & Loan Association is pending.
It was suggested that Mr. Caw investigate other City and Agency owned
properties, contact Republic Development Company and perhaps contact
American Savings & Loan to determine whether or not it would be inter-
ested and if so then American could come back to the Agency with a
revised plan. In response to an inquiry Mr. Caw indicated his other
developments underway in Arcadia. Staff will arrange to introduce Mr,
Caw to the Association officials.
Bill Connolly, 21 S, First Avenue, commented that the subject property
has been for sale for some time and wondered if Mr. Caw was aware of
this.
On MOTION by Member Gilb, seconded by Member Pellegrino and carried
the hearing was CLOSED.

CONTINUED - Disposition and Development Agreements between the Arcadia
Redevelopment Agency and Republic Development Company for the proposed
sale and development of real property in the project area east of
Second Avenue together with the consideration of a proposed Disposition
and Development Agreement with Al Coke and Associates. In discussing
the information presented in staff report concerning area, original
purchase price and current estimated valuations of City and Agency owned
properties it was the consensus that a selling price should be determin-
ed. An appraisal had been obtained on the subject properties.

Tom Gaston, Republic Development Company, explained his investment
thus far in the project and what they can expect in the future - and
asked the Agency to keep that in mind when determining the purchase
price for the properties. He noted in part the interest which has
been evinced by potential participants which would bring substantial
tax benefits to the City.
Additional information was desired by the Council and Agency, and it
was MOVED by Member Saelid, seconded by Member Pellegrino and carried
on roll call vote as follows that the matter be CONTINUED TO DECEMBER
21 at 3:30 p.m. in the Conference Room; that during the interim staff
prepare a report on the date the individual parcels were purchased;
any loss from properties and all other data which will be necessary
to arrive at a selling price.

Request of Republic Development Company for an Agreement to negotiate
a Disposition and Development for the properties in the Redevelopment
Project Area east of First Avenue and not currently covered by an
approved Disposition and Development Agreement. This will be consider-
ed at the adjourned regular meeting (3:30 p.m. December 21, 1979.)
Staff presented a budget format for 1980-81 and it was MOVED by
Councilman Gilb, seconded by Councilman Pellegrino and carried on roll
call vote as follows that staff prepare a base-level-only budget except
for new or expanded programs which must be submitted separately.

At Councilman Pellegrino's suggestion the naming of the Fairview Mini
rk will be On the agenda for the January 2, 1980 meeting.
Mik Whipple, Miller & Schroder, financing consultants referred to
his r ort on the current market value of each of the five City and
Agency ed parcels in the Redevelopment Project Area. He then
submitte information and financing alternatives available to Cities
and Redeve pment Agencies. It was the consensus that this is a
matter whicH should be discussed in a study session after the first
of the year.
