ARCADIA REDEVELOPMENT AGENCY
ADJOURNED REGULAR MEETING
FEBRUARY 19, 1980
The City Council of the City of Arcadia, California and the
Arcadia Redev10pment Agency met in an adjourned session on
Tuesday, February 19, 1980 at 5:00 p.m. in the Conference
Room of the Arcadia City Hall.

Report on the consistency between the General Plan, zoning and the
redevelopment project area. W. Thomas Gaston, Vice President of
the Republic Development Company introduced Mike Lloyd, architect
and consultant, Roger De Witt, land acquisition division.
Mike Lloyd explained the status of Granada Royale Homete1s which
is interested in establishing a hotel in the City at the northeast
corner of Huntington Drive and Second Avenue. What is being con-
sidered at this time is an eight story building with 260-300 rooms,
along with 5000 to 8000 square feet of conference area. The plan
is to venture with the Derby Restaurant, that existing building to
be remodeled and modernized. Mr Lloyd continued in part that Home-
te1s is a rapidly growing corporation with nine operating hotels
with four under construction - they are home based in Phoenix,
Arizona. It is strong financially being able to obtain financing
when others cannot. Also noted was the hotel currently under con-
struction in Covina - pictures of this project were circulated.
The officials of the corporation have visited the Arcadia site and
are interested. Architectural plans would be prepared by the hotel
chain.
Mr.L10yd stressed the importance of prompt action so they may proceed
with final negotiations with Homete1s as they are anxious to start
preparation of plans. In response to questions Mr. Lloyd said in
part that Homete1s is 100 percent owned by an individual. Estimated
tax increments were explained by Mr. Gaston who said the facility will
help economy through employment opportunities. Amenities were also
explained. The concept is to make it a family oriented hotel. Member
Saelid recited his favorable impressions when he visited a Homete1 in
Arizona. Member Gi1b submitted that he had received very good reports
from the officials of Covina - they were most pleased with the organ-
ization which would be operating the hotel there.
During this consideration discussion was held on the need for a
market research study and Republic asked the Agency to pay for such a
study which would cost approximately $10,000.
Recommendation for the Company to prepare the study was made. It was
estimated this would take about six weeks. It was MOVED by Member
Gi1b, seconded by Member Pellegrino and carried on roll call vote as
follows that the Agency pay for the market research study at a cost
not to exceed $10,000 to be prepared by Harris, Kerr & Forster. Any
cost over $10,000 to be borne by the developer.

Discussion then centered on the,developmertt of the south side of
Huntington from the railroad to Fifth Avenue. Mr. Gaston said in
part that they would like to construct a 200,000 square foot office
building on both the north and south sides of Huntington Drive.
Reference was made to the so-called Coke parcel and it was noted that
it was understood that Mr. Coke could participate in whatever is done
on the south side if he so desired. It was the consensus of the
Agency that the entire area would be better served if it were one
large single development on the south side of Huntington as long as
it did not preclude Mr. Coke from developing his parcel pursUant to
an agreement made in November, 1979. Mr. Caston submitted in part
that communications are now going forward to the property owners with
preliminary proposals and that a professional acquisition man has been
assigned to work with the owners. Updating of some of the appraisals
is also taking place.

Republic also asked that rezoning and modification of the General Plan
move forward in order to prevent delay later on. It was MOVED by
Member Saelid, seconded by Member Gilb and carried on roll call vote
as follows that the Agency direct staff to prepare General Plan and
Redevelopment Plan revisions for public hearings before the Planning
Commission; that normal procedures be followed in bringing the recommen-
dations to the City Council and that an Environmental Impact Report
be prepared,

The Agency expressed a preference for one large scale development
rather than several small developments and suggested Mr. Gaston
approach Mr. Coke along this line.
It was MOVED by Member Parry, seconded by Member Gi1b and carried on
roll call vote as follows that the Agency express its intent with
relation to the south side of Huntington Drive between the railroad
to Fifth Avenue - that it be developed as one full size development
as opposed to a medium or small scale development; that any potential
users on the south side of Huntington Drive be advised of this intent
and that Republic Company express to all the potential users of this
intent and endeavor to work out some preliminary agreements as prompt-
ly as possible.

Member Saelid then MOVED that staff prepare one Disposition and Develop-
ment Agreement covering properties on the south side of Huntington
Drive as well as the proposed hotel site with Republic Development
Company and this be in keeping with action taken by the Agency on
November 18, 1979. Motion seconded by Member Gilb and carried on roll
call vote as follows:

With regard to item liD" in Republic's cormnunication of February 4t it
was MOVED by Member Saelid, seconded by Member Pellegrino and carried
on roll call vote as follows that each of the projects submitted by
Republic be evaluated on its own merit.

Joyce Meadows was present and expressed concern about the use of
her recently acquired property on La Porte Street. She was advised
to discuss this with the Planning Department.
In response to a question by Member Sae1id as to whether or not it
is necessary to carry the matter concerning the Coke parcel to a
public hearing the City Attorney said it is not.
At 6:50 p.m. the meeting adjourned to the meeting to convene at 7:30
this da,e in the Council Chamber.
