PRESENT: ABSENT : Councilmen Dring, Gilb, Haltom, Saelid, Pellegrino None The City Council continued its consideration of the request of the Best Disposal Company for a rate increase. Best had originally asked for a 40% increase in its residential rates but had withdrawn that per- centage and substituted a request for an 80% increase. Council received material relating to rates of other cities for single family monthly ref- use rates for once a week curb pickup. This list indicated Arcadia was the lowest. Representatives of Best Disposal and Price Waterhouse were present and explained their position and basis for requesting the increase. The financial statements were submitted to the City Council and tbese were reviewed in detail. Robert Andrews, Best Disposal Legal Counsel, Leonard Ryan, General Manager of Best, and representatives of Price Waterhouse who prepared the statements were present .... responded to questions. Mr. Andrews said in part they would not accept less than a 40% increase. Ref- erence was made to the requirement that they not use any trucks older than five years and Mr. Andrews explained there is an on-going practice of ac- quiring new ones. Circumstances surrounding the operation and the impact of the recent unionization were explained by Mr. Andrews along with the additional expense to the Company. The City Council would like the Finance Director to prepare an analyses of the financial statement and it was so MOVED by Councilman Gilb, seconded by Councilman Dring and carried unanimously. The hearing was continued to March 3, 1981. The Assistant City Manager submitted the request of the Assistance League of Arcadia for a flag pole at its location (100 S. Santa Anita Avenue) with an offer to donate $400 for the same. During this consideration it was noted that the League provides facilities for the Senior Citizen Meetings at no cost. It was also noted however that other organizations lend assistance to the City in many ways and this may be a forerunner of additional requests. It was MOVED by Councilman Dring, seconded by Councilman Saelid and carried on roll call vote as follows that the City provide the flag pole and make the installation at a cost not to exceed $400 from Council Contingency Ac- count. AYES NOES ABSENT: Councilmen Dring, Saelid, Pellegrino Councilmen Gilb, Haltom None Council received the request of the County Flood Control District for cooperation on the part of the City in distributing leaflets, which it will provide, asking residents not to throw debris into the storm drain catch basins. Staff will follow through. Councilman Haltom was advised that a sign indicating reduced hours for -1- 2-9-81 SENIOR CITIZEN HOUSING SCHOOL FINANCIAL ASSISTANCE CLOSED SESSION ADJOURNED ACTING CITY MANAGER ADJOURNMENT 25:0223 conducting business with the Planning Department has been removed. It is open full time now. Staff advised that the agreement with Goldrich and Kest states that if a consensus has not been reached on a potential site within 100 days from October 28, 1980 the Agreement will terminate unless extensions of time have been mutually agreed upon in writing. Various locations were dis- cussed and staff will make contacts and report back to Council in a forth- coming newsletter. Mayor Pellegrino and Councilmen Saelid advised on what has transpired at a meeting of the committee appointed to discuss ways of financially assist- ing the School District. Staff will investigate whether or not it would be legally supportable - the possibility of placing the question or ques- tions on the ballot at a date to be determined. The City Attorney will be contacted as soon as he returns from a conference. I At 9:20 p.m. the meeting recessed to a Closed Session. Council reconvened and took the following action: It was MOVED by Councilman Gilb, seconded by Councilman Haltom and carried on roll call vote as follows that George Watts be appointed Acting City Manager effective immediately and that Council intends to open the position. The salary will be $42,500 effective February 28, 1981. . Council adjourned at 10 p.m. to 7 p.m. February 17, 1981. -~ Christine Van anen City Clerk I -2- 2-9-81
