The City Council of the City of Arcadia, California met
session in the Council Chamber of the Arcadia City Hall
1966 at 8 P.M.

The Minutes of the Regular Meeting of March 15, 1966 were approved
as submitted in writing on MOTION by Councilman Forman, seconded by
Councilman Turner and carried unanimously. Councilmen Balser and
Considine abstained from voting due to their absence from said
meeting.
This being the time and place scheduled for the hearing of objections
to the proposed vacation and abandonment of a portion of Baldwin
Avenue at Callita Avenue (pursuant to Resolution No. 3854) Mayor
Reibold declared the hearing open for those who desired to be heard.
No one responded and the hearing was CLOSED on MOTION by Councilman
Forman, seconded by Councilman Balser and carried unanimously.
Whereupon the City Attorney presented for the first time, explained
the content and read the title of Ordinance No. 1322, entitled: "AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA,
VACATING AND ABANDONING A PORTION OF BALDWIN AVENUE IN SAID CITY."
MOTION by Councilman Balser, seconded by Councilman Considine and
carried on roll call vote as follows that the reading of the full
body of Ordinance No. 1322 be waived:

An abandoned house located at 2201 S. Baldwin Avenue was destroyed by
fire approximately two weeks prior to the qate of'this hearing.
Action was taken under the Fire and Uniform ~uilding Codes to abate
the old barn-garage structure which was lef~ standing and posed a

continued hazard, whereupon a public hearing had been scheduled for
this date to hear testimony and evidence from the owner and all
interested persons. The hearing was opened by Mayor Reibold and no
one desiring to be heard, it was MOVED by Councilman Considine,
seconded by Councilman Forman and carried unanimously that the
hearing be CLOSED.
The City Manager advised that the owner had voluntarily removed the
remaining structure and recommended dismissal of the proposed
abatement action. Whereupon it was MOVED by Councilman Forman,
seconded by Councilman Turner and carried unanimously that the
hearing be closed and the matter terminated.

Application of Robert L. Gibb for a business permit to conduct a used
car sales lot at 400 E. Huntington Place. The location has been used
for a similar business for a number of years. Mayor Reibold declared
the hearing open and no one desiring to be heard it was MOVED by
Councilman Turner, seconded by Councilman Forman and carried unani-
mously that the hearing be CLOSED. It was further MOVED by
Councilman Turner, seconded by Councilman Considine and carried
unanimously that the application be APPROVED and that a business
permit be issued to the applicant.
Application of Herman Weiner, dba Hy Way Vending Maintenance, for a
business permit to allow the installation and operation of amusement
games in the Arcadia Bowl, 21 Morlan Place. Mayor Reibold declared
the hearing open. No one desired to speak to the matter, however,
it was noted that all of the required investigation reports had not
been received as yet and upon the suggestion of Councilman Considine
that additional information be obtained as to whether or not the
matter is a change of ownership of the amusement games, it was MOVED
by Councilman Forman, seconded by Councilman Balser and carried
unanimously that the matter be continued until the next regular
meeting of April 19, 1966.
It was MOVED by Councilman Considine, seconded by Councilman Forman
and carried unanimously that the report of the City Manager setting
forth the costs for traffic control of the thoroughbred racing season
just completed be RECEIVED and PLACED on FILE. It was noted that the
net cost of extra policing was $72,922, an increase of $2,502 over
that of last year. Expenditures this year were $3,385 less than the
amount budgeted. Increase attributed in part to the increase in
police salaries of 2 1/2% during the fiscal year and on additional
personnel used for specail detail not directly related to traffic
control.
It was MOVED by Councilman Turner, seconded by Councilman Forman and I
carried on roll call vote as follows that City forces begin
immediately on the remodeling of the east foyer of the City Hall into
an additional office to be used by the Purchasing and Business
License Departments, at an estimated cost of $1,050; that $2,000 be
transferred from Reserve for Capital Projects Account No. 285 in the
General Fund to Capital Projects Account No. 103, City Hall Remodeling
and Furnishing.
It was noted that one electric typewriter and table will be trans-
ferred to this Department from the Planning Department.

carried on roll call vote as follows that the wooden poles supporting
street lights on Duarte Road from Lovell to Golden West Avenues be
replaced with ornamental poles; that $2,500 be transferred from
Reserve for Capital Projects Account No. ,285 in the General Fund to
Capital Projects Account No. 247 - Duarte Road Lighting.

The City Manager advised that the owner of properties located north
of Clark Street and east of Myrtle Avenue in the southeast section of
the City (Chicago Park Tract) has requested that conditions of a
variance be amended so as to permit the filling of an abandoned
gravel pit in said property within a reasonable length of time so
that the property could be put to some suitable use. He summarized
conditions, as set forth in his report dated April 5, 1966, and
recommended a public hearing on the matter.
It was MOVED by Councilman Considine, seconded by Councilman Balser
and carried unanimously that a public hearing be scheduled for
May 17, 1966 at 8 P.M. All interested parties to be notified.
The notice that on March 15, 1966 the Water Department had made its
final payment on the last outstanding water bond issue and is now
free from debt for the first time since the City established its
municipal water system in 1914 was RECEIVED and FILED on MOTION by
Councilman Forman, seconded by Councilman Turner and carried
unanimously. (Report from the City Manager dated April 5, 1966 on
file in the office of the City Clerk).
It was MOVED by Councilman Balser, seconded by Councilman Forman and
carried unanimously that the request of the West Arcadia Business &
Professional Association for permission to hold its 13th Annual Mid-
Valley Art Festival on May 5, 6 and 7, 1966 be APPROVED. The event
will be held on both sides of Baldwin Avenue between Duarte Road and
Naomi Avenue with parking to be eliminated on Baldwin Avenue between
said streets. Permission was also granted for the installation of
one overhead street banner during the ten day period prior to the
event.
Discussion was held on the clearing of certain city owned property
sites and the expediency with which it could be accomplished if all
were cleared at one time with the possible exception of the former

Peerless Laundry property at 122 N. Santa Anita Avenue. Councilman
Turner was of ' the opinion that the concrete building at this location
is sturdy and depending on the type of development to come into the
area it could become integrated into the construction;, that he did
not favor tearing down a potential asset and later discover that the
development had not gone forward as anticipated; that the building
could have been leased or put to some other use. He did, however,
suggest that the accessory buildings on this property be demolished.
The City Council concurring, it was MOVED by Councilman Turner,
seconded by Councilman Considine and carried unanimously that city ::1
owned properties located at 1416, 1432 S. Sixth Avenue, 110 N. Santa
Anita Avenue, 52 N. Third Avenue and the accessory buildings at
122 N. Santa Anita Avenue be put out for bid to be demolished and
the property cleared; that the basic building at 122 N. Santa Anita
Avenue remain intact at this time.
It was MOVED by Councilman Balser, seconded by Councilman Turner and
carried unanimously that the plans and specifications for the
improvement of Baldwin Avenue from Las Tunas to Woodruff Avenue
(Job No. 318) be approved and that the City Clerk be and she is
hereby authorized to advertise for bids upon receipt of approval from
the State Division of Highways. The project to be financed from
State Gas Tax Funds approved in the current year's budget. (Bids on
this project to be received on April 18, 1966).

carried unanimously that the plans and specifications for the
improvement of Duarte Road between Baldwin Avenue to the West City
Limits (Job No. 304) be approved; that the sum of $40,000 be
transferred from Reserve for Capital Projects Account No. 285 in the
General Fund to Capital Projects Account No. 249 Duarte Road
Widening, Baldwin Avenue to the West City Limits; and that the City
Clerk be and she is hereby authorized to advertise for bids upon
receipt of approval from the State Division of Highways:

submitted to the Los Angeles County Board of Supervisors urging favorable
action on the freeway agreement on State Highway Route 210, between the
Glendale City limits at Pennsylvania Avenue, and the Pasadena City Limits
at Arroyo Boulevard, including a portion of Route 2 between Verdugo
Boulevard and Route 210.
It was MOVED by Councilman Balser, seconded by Councilman Considine and
carried unanimously that the request of the Chamber of Commerce for per-
mission to erect two street banners publicizing the Second Annual Spring
Flower Show and Art Festival at the Arboretum on April 29, 30 and May 1, be
granted. The banners will be installed at Baldwin Avenue and Duarte Road,
Huntington Drive and Morlan Place for a period of ten days preceding the
event.
The City Manager advised of an offer to purchase on option the City owned
property at the southwest corner of Wheeler and First Avenues which was
submitted by Roger P. Ash and Nick Pokrajac. Their communication dated
April 4, 1966 incorporated the following conditions: 1) Option price is
$4000 (enclosed cashier's check for said amount), 2) Option to be from
1 year from the date of the signing of the formal contract, 3) Price of the
property will be $102,000 with the $4,000 applicable to purchase price if
option is exercised. In the event the option is not exercised the $4,000
will be forfeited, 4) The intent of the option is to formulate plans for
the construction of an office building and enter into a contract with the
City similar to that contract executed between the City and the Arcadia
Tower Association.

It was MOVED by Councilman Turner, seconded by Councilman Forman and
carried unanimously that the City Council approve the option upon acceptance
of the documents prepared in form approved by the City Attorney for sub-
mission to the City Council at its next regular meeting. Upon inquiry the
City Manager advised that the option agreement formerly entered into with
Mr. and Mrs. Edward Heiss had expired and that they had been so notified.
RESIGNATION The resignation from the Personnel Board of James H. Hastings was accepted
(Hastings) with regret on MOTION by Councilman Considine, seconded by Councilman Balser

The communication from Dr. Clark H. Lauder, Jr., commending the Fire and
Police Departments in the efficient manner in which a recent personal
emergency was handled, was received and filed.
Mrs. George Mason, 505 Los Altos Avenue, read a statement for the 'record
concerning her property (on file in the office of the City Clerk).
James E. Coyle, 273 W. Duarte Road, and Derek Griffiths, 379 W. Duarte Road,
spoke concerning the widening of Duarte Road between Holly and E1 Monte
Avenues They questioned the necessity of widening the street at that
particular location and objected to the trucks using the street. This area
is in an R-l zone. Upon inquiry they were informed as to the procedure for
requesting a public hearing on the matter (through petitions presented to
the City Council).
The City Attorney presented, explained the content and read the title of
Resolution No. 3862, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE

MOTION by Councilman Considine, seconded by Councilman Balser and
carried on roll call vote as follows that the'teading of the full
body of Resolution No. 3865 be waived:

Councilman Balser commented on his deep satisfaction with the progress
being made in the first phase of the sidewalk program and expressed
the hope that the second phase would get under way as soon as
possible.

Councilman Considine suggested that a letter of commendation be sent
to the Arcadia High School Drill Team on its recent winning
performances. He also commented On the excellent showing in Palm
Springs recently by the Arcadia Mounted Police and also on seeing the
City Attorney in the same City while attending an Attorney's
Conference.

Councilman Balser stated for the record, "that it has been an extreme
pleasure for me to work with my colleagues both past and present
during the past eight years. It has been a very rewarding experience.
I would also like to thank the City Clerk, Mrs. Van Maanen, for the
reporting of the minutes which I think was done in an outstanding
manner; also the City Attorney, Mr. Nicklin, for all of his
assistance. Also for the opportunity of seeing the City operated,
the way the City Councilman desired, by the City Manager, Mr. Schone."
He also thanked all of the department heads.
All of the retiring elected officials (Councilman Balser, Turner. I
and Reibo1d) received the best wishes of the staff and the remaining
elected officials, and in turn made individual expressions on their
retirement from the legislative body.
Mayor Reibold adjourned the meeting sine die at 10 P.M.
