CITY COUNCIL OF THE CITY OF ARCADIA
BUDGET STUDY SESSION
MAY 9, 1966
The City Council met in budget study session on May 9, 1966,
at 7:30 P.M. in the Conference Room of the Arcadia City Hall,
for the primary purpose of reviewing the preliminary budget as
submitted by the City Manager on May 3, 1966.

The operating costs versus cost of living discussed on a percentage
basis. The Summary by Eunctions and Funds as incorporated in the
preliminary 1966-67 budget was studied in detail. In answer to
questions propounded by the new Councilman the City Manager and
City Controller explained the method of arriving at various figures
reflected therein. The Budget accounts were reviewed as follows:
Attendance at the League of California Cities' meeting in San Diego
in October 1966 discussed. It was the consensus that the two new
Councilmen (Councilman Butterworth having attended every year during
his term of office 1960-64) and Mayor Forman be authorized to attend
instead of the entire legislative body, thereby reducing the proposed
appropriation. Reduction $300.
Salary of the City Manager discussed. It was the consensus that the
entire salary should be reflected in the budget. (The Deferred
Compensation Agreement currently in effect for the Manager to be
discontinued when Mr. Schone departs). Salary to be fixed at $23,750.
for the new appointment.
The City Manager 's meeting to be held at Phoenix, Arizona was deleted
in the amount of $300.
The City Clerk requested and received an appropriation of $1500 for
temporary and overtime and asked for deletion of the attendance at
the League of California Cities' San Diego Conference $150.00. She
asked for and received permission to omit $826 for new equipment in
her office with the thought that at some future date some improved
filing system may be installed for the City records as a whole.
The Budget for this Department as presented was approved with the
exception of the League of California Cities' San Diego Conference.
Deleted $150 therefrom.
Some discussion held, led by Councilman Butterworth, as to the merit
of consolidating the Treasurer and Finance Departments. Such a move
would require a Charter Amendment voted on by the electorate.
Deleted $150 to cover expenditure for the League of California
Cities' Conference in San Diego.

No change - however, discussion held on the Conference to he held
in Quebec. The Manager pointed out that he recommends the City
pay one third of the cost of the Attorney's attendance as in his
attending other conferences. (The Attorney represents three
different cities).
Extensive consideration given to Account No. 409-61 Insurance and
Fidelity Bonds which appropriation recommendation reflects a sub-
stantial increase. The City Controller will prepare a report on
this one item-for Council perusal in time for the next Budget
Session (5-12-66).
The amount appropriated for the Chamber of Commerce (Account
No. 409-32) was discussed at length. The current budget reflects
$20,970 (3% of the sales tax receipts). It was suggested by Councilman
Butterworth that Council consider placing a future limitation on the
amount set aside annually for the Chamber Promotion Account. The
City Council concurred and it will go on record with the Chamber to
the effect that $20,000 will be the figure starting with ~67-68.
During the interim it is anticipated that a meeting will be held to
discuss this matter and also the request of the Chamber for a portion
of the so-called bed tax revenue.
The City Council deleted $2600 from Account No. 409-22,3 (Preparation
of Annual Report). Deleted also was $250 which was reflected for the
purchase of a Moisture Indicator - Account 409-54 Equipment.
Extensive discussion held on other items. The attendance of the
Council members and the other City officials involved at a Special
Dinner Meeting on the same night will be cancelled in order to
continue the study sessions on Thursday, May 12 at 7:30 P.M.
The meeting adjourned at 10 P.M. until May 12, 1965 at 7:30 P.M.
in the Conference Room.
