HomeMy WebLinkAboutJUNE 28,1966 I ,ou ~u HEARING BUDGET 1966-67 ~ I 17:6818 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING JUNE 28, 1966 The City Council of the City of Arcadia, California met in regular session in the Council Chamber of the Arcadia City Hall on June 28, 1966 at 8 P.M. PRESENT: ABSENT: Councilmen, Arth, Butterworth, Considine, Hage, Forman None Mayor Forman declared the hearing open on the proposed budget for 1966-67 and advised that copies of said budget have been on file in the office of the City Clerk for the prescribed time in accordance with the City Charter and that the affidavit of publication of the Notice of Public Hearing is on file. It was noted that at the City Council meeting of June 21, 1966 Mayor Forman had appointed a Committee (Councilmen Butterworth and Considine) to meet with representatives of the Arcadia Employee's Association to discuss proposed salary increases. Councilman Considine summarized said meeting as follows: That as a result of the City Council requesting a wage adjustment of $15,000 to balance the budget, the Association felt that the adjustment had been taken from the salary scale on a dollar basis rather than on a percentage basis, causing an inequity in the lower salary levels as compared to the upper salary levels. A solution proposed by the Association, and concurred in by Councilmen Butterworth and Considine, was that a deferment of wage increases be made to and including August 13 at which time $15,000 of salary increases would have been consumed and that the salary increases then be at the rates which existed in the 2 1/2%, 5% and 7 V2% increment as originally proposed. Councilman Considine continued that by this method the base wage scale, on which the City Council had spent sometime protecting and developing, would not be disturbed; that it would also give the same amount to employees on a step increase which would be compatible with the wage scale and would not be intentionally or unintentionally dis- criminatory percentagewise. He stated in part that if this were not done and an attempt were made at a later date to return to a standard wage scale the $15,000 would have to be put back into the budget at that time which would only defer the payment; that by deferment and leaving the wage scale as it is the $15,000 would be fully recovered and the raise to the employees would be a true one and continue from that point; they would not be placed in a jeopardized position due to reduced scales in subsequent years; that the City Council action at this time would stand constant and clear and would not leave any carry-over to be considered by City Councils in future budgets. It was the COnsensus of the City Council that it would be preferable to recover the money from the budget rather than defer the wage increases and that the City Council is striving to leave the employee in the most favorable position under the present financial capability 1. 6-28-66 17 : 6819 of the City. It was also noted that the Association will assume the responsibility for so informing its members and that the Police and Fire Department personnel also be informed as to the conclusion reached by the City Council, as set forth in MOTION by Councilman Considine, seconded by Councilman Butterworth and carried on roll c!,ll vote, as foll,?ws that the adjusted, salary increase program as outlined wherein employees with assigned salary schedules (being mainly those who are not department heads) will receive percentage increases as originally proposed but on a deferred basis, deferment being to and including August 13, 1966, following which date accrual will begin. AYES: NOES: ABSENT: Councilmen Arth, Butterworth, Considine, Hage, Forman None None I MOTION was then made by Councilman Considine, seconded by, Councilman Butterworth and carried unanimously that those portions of the 1966-67 Budget dealing with salary scales be amended to conform with the .motion as recorded above- (clerical change of figures as reflected therein). RESOLUTION NO. 3886 The City Attorney then presented, explained the content and read the title of Resolution No. 3886, entitled: "A RESOLUTION OF THE CITY .COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ADOPTING THE OFFICIAL BuDGET FOR THE FISCAL YEAR 1966-1967." Adopted MOTION by Councilman Arth, seconded by Councilman Hage and carried on roll call vote as follows that the reading of the full body of Resolution No. 3886 be waived: AYES: NOES: ABSENT : Councilmen Arth, Butterworth, Considine, Hage, Forman None None Councilman Arth further MOVED that Resolution No. 3886 be adopted. Motion seconded by Councilman Hage and carried on roll call vote as follows: The City Attorney further presented, explained the content and read the title of Resolution No. 3885, entitled: "A RESOLUTION OF THE CITY OF ARCADIA, CALIFORNIA, RE-AFFIRMING THE OFFICIAL SALARY STEP SCHEDULE FOR THE VARIOUS POSITIONS IN THE CITY EMPLOY, ESTABLISHING ,AND RE-AFFIRMING THE VARIOUS POSITIONS IN THE CITY EMPLOY, ASSIGNING NEW SCHEDULE NUMBERS TO SUCH POSITIONS, AND ALTERING AND ADJUSTING THE MINIMUM AND MAXIMUM COMPENSATION FOR VARIOUS POSITIONS IN THE CITY EMPLOY, AND AMENDING ALL PRIOR RESOLUTIONS TO CONFORM HEREWITH. JI AYES: NOES: ABSENT: RESOLUTION NO. 3885 Adopted Councilmen Arth, Butterworth, Considine, Hage, Forman None None I MOTION by Councilman Considine, seconded by Councilman Arth and carried on roll call vote as follows that the reading of the full body of Resolution No. 3885 be waived: AYES: NOES: ABSENT: Councilmen Arth, Butterworth, Considine, Hage, Forman None None It was MOVED by Councilman Considine, seconded by Councilman Butterworth and carried unanimously that Resolution No. 3885 be 2. 6-28-66 I RESIGNATION (Smaxwell) FUND TRANSFERS F: Fund Transfers CONTRACT AWARD (Gasoline) F:1040 SOLICITATION nsp I CITY MANAGER CANDIDATE (reimbursement) A:City Manager BUDGET 17:6820 amended to be consistent with the motion made in the adoption of Resolution No. 3886 (the official budget). Councilman Considine amended, be ADOPTED. carried on roll call further MOVED that Resolution No. 3885, as thus Motion seconded by Councilman Butterworth and vote as follows: AYES: NOES: ABSENT: Councilmen Arth, Butterworth, Considine, Hage, Forman None None The City Council accepted with regret the resignation of John G. Smaxwell from the Civil Defense and Disaster Board. Mr. Smaxwell is moving from the City. New appointment will be made to fill out the unexpired term to terminate June 30, 1969. On MOTION by Councilman Butterworth, seconded by Councilman Considine and carried on roll call vote as follows end-of-the-year fund transfers, as contained in a report from the City Manager Pro Tempore and the City Controller dated June 22, 1966 (on file in the office of the City Clerk) were AUTHORIZED. AYES: NOES: ABSENT: Councilmen Arth, Butterworth, Considine, Hage, Forman None None On MOTION by Councilman Considine, seconded by Councilman Butterworth and carried on roll call vote as follows the contract for furnishing gasoline to the City for the ensuing fiscal year was awarded to the low bidder, Atlantic Richfield Company; all other bids were rejected; any irregularities or informalities in the bids or bidding process were waived and the Mayor and City Clerk were authorized to execute the contract in form approved by the City Attorney: AYES: NOES: ABSENT: Councilmen Arth, Butterworth, Considine, Hage, Forman None None The City Manager Pro Tempore advised that an organization called the American Missionary Society will be in the City soliciting from residents; that he will soon hold a press conference for the purpose of publicizing the fact and releasing informative data concerning its operations. On MOTION by Councilman Considine, seconded by Councilman Arth and carried on roll call vote as follows the City Manager Pro Tempore was authorized to reimburse travel expenses incurred by the applicants being considered for the position of City Manager for a personal interview. (First class air travel and $12 allowance for travel to and from the airport was allowed regardless of whether or not this was the means of transportation). The method of reimbursement to be discretionary with the City Manager Pro Tempore. On MOTION by Councilman Butterworth, seconded by Councilman Considine 3. 6-28-66 nsp ADJOURNMENT 17:6821 and carried unanimously it was acknowledged that Reserves included in the 1966-67 Budget reflect the transfer of $65,000 from Capital Projects Reserve Fund to the General Fund. At 8:05 P.M. Mayor Forman adjourned the meeting to an Executive Session to continue consideration of a new City Manager. At 10:55 P.M.
