CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
FEBRUARY 13, 1967
Pursuant to the order of adjournment of the regular meeting of the
City Council of February 7, 1967, the City Council of the City of
Arcadia met in adjourned regular session in the Council Chamber of
the City Hall at 7 p.m., February 13, 1967.

, , , , Surveillance- reports- from the Arcadia Police Department concerning
infractions of permit conditions at Bowling Square, 1020 S. Baldwin
Avenue, were received. Said reports set forth evidence that contrary
to the provisions upon which the current business permit was issued,
alcoholic beverages, other than beer, were being sold, served and
consumed in other than the cocktail lounge ~nd restaurant areas of
said establishment, to wit, on the bowling concourse or spectator
section thereof.
Whereupon it was MOVED by Councilman Hage, seconded by Councilman
Butterworth and carried on roll call vote as follows that the reports
be received and FILED, and made part of the record; that Tuesday
February 21, 1967 at 8 p.m. in the Council Chamber of the City Hall,
240 W. Huntington Drive, Arcadia, California, be fixed as the date,
hour and place of a public hearing to receive evidence, consider and
make determination concerning the revocation, suspension or modifi-
cation of the permit to conduct a bowling alley at 1020 S. Baldwin
Avenue; that the owners and operators of Bowling Square, 1020 S.
Baldwin Avenue, be ordered to appear before the City Council on said
date to show cause why its business permit should not be either
revoked, modified or suspended, pursuant to Section 6314 et seq., of
the Arcadia Municipal Code.

The City Manager advised that the Los Angeles County Arboretum plans
to construct a parking lot at the northwest corner of Hugo Reid and
Baldwin Avenue; that the Director of Public Works declined to issue
a building permit due to the subject property being partly in an
R-l zone. The City Attorney explained that County property is not
subject to City zoning whether used in a proprietary or a govern-
mental capacity - neither is City property subject to county zoning -
and suggested that Council direct staff to confer with County
officials pointing out to them the city's concern for the retention
of the extremely residential nature of the surrounding area and ask
them to seriously consider this in planning for the parking lot, that
same should be compatible therewith. It was the consensus that
mutual problems can be adjusted in this matter.

It was pointed out by the City Manager that the time Seems opportune
for the City to prepare a design for a bridge over the Santa Anita
Wash at Santa Clara Street inasmuch as the State Division of
Highways has awarded the contract for construction of the Foothill
Freeway from Santa Anita to Huntington Drive; that with such activity
in the subject area bids could be attractive. Council concurred and
staff will proceed with initial plans. Construction costs will be
out of County Gas Tax funds.
The meeting was adjourned at 7:20 p.m. until Monday February 20,
1967 at 7:30 p.m., in the Conference Room for the purpose of meeting
with the City of Pasadena to consider proposed annexation of land
contiguous to both cities.
