PRESENT: ABSENT: Councilmen Arth, Butterworth, Considine, Hage, Forman None The City Attorney presented for the second time, explained the content and read the title of Ordinance No. 1340, entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ADDING TO CHAPTER 6 OF ARTICLE II OF THE ARCADIA MUNICIPAL CODE A NEW PART 7 ENTITLED "CIGARETTE TAX" CONTAINING DIVISIO!,S 1, 2 AND 3." MOTION by Councilman Hage, seconded by Councilman Butterworth and carried on roll call vote as follows that the reading of the full body of Ordinance No. 1340 be waived: AYES: NOES: ABSENT: Councilmen Arth, Butterworth, Consid~ne, Rage, Forman None None Councilman Hage further MOVED that Ordinance No, 1340 be adopted. Motion seconded by Councilman Butterworth and carried on roll call vote as follows: AYES: NOES: ABSENT: Councilmen Arth, Butterworth, Considine, Rage, Forman None None The imposition of a,two mills ($0.002) per cigarette tax will be effective May 1, 1967. An interim report of the City's water system (dated March 1967) was presented to members of the City Council and was explained in detail by representatives of James M. Montgomery, Consulting Engineers, Inc. Under the operating policy of the Water Department the sizing of pumping stations and wells for any pressure zone is based upon the zone's maximum ~aily requirements, plus the volume of water necessary to be transferred from the zone to an upper zone. Transmission and distribution mai~s are normally sized to carry peak hour requirements to the zone. The capacities of reservoirs for a balanced system are based on the sum of operational requirements, fire flow storage and emergency storage, Tables reflecting ultimate water consumption and storage requirements by pressure zones were incorporated therein. Summary outlining recommended immediate water system improvements was explored which were estimated would last for approximately 30 years. It was noted that the final report will contain a more detailed study of the City's future water needs and a comprehensive plan of water system development designed to meet those ne~~s. 1. 3-30-67 17 : 6988 LIBRARY BOARD ,BUDGET Members of the Library Board of Trustees met with the City Council and its proposed budget for 1967-68 was presented. The City Manager reviewed each category. It was noted in particular that the only curtailment of services will be the continued closing on Friday evenings. The Library Board members advised that it~ services were not used sufficiently on that evening to warrant the reinstatement, of this service, The Library Board was assured of the support of the City Council in its budget of $284,115 plus any salary increases granted. Ted Cummins, Arcadia Friends Church Mayor George L. Forman PRESENT: ABSENT: Councilmen Arth, Considine, Rage, Forman Councilman Butterworth Minutes of the Regular Meeting of March 21, 1967 were APPROVED as submitted in writing on MOTION by Councilman Considine, seconded by Councilman Arth and carried unanimously. The Minutes of the Adjourned Regular Meeting of March 30, 1967 were APPROVED as submitted in writing on MOTION by Councilman Considine, seconded by Councilman Arth and carried unanimously. April 18, 1967 at 8 p,m, was set as the time for public hearings on Planning Commission Resolution Nos. 608 (conditional uses), and 609 (parking regulations). Councilman Hage summarized the contents of a report submitted by the Citizens Advisory Auditorium Committee and recommendations contained therein. The Chairman of said Committee, Robert S. Whitmore, Jr., addressed Council stating in part that all members tt the committee signed the letter of transmittal in which it was recommended that the City explore with the School Board,the possibility of leasing land from the district on Campus Drive for an auditorium, He cited the need for such a facility as borne out in the report. On behaif of the City Council Mayor Forman expressed appreciation to the Committee for its efforts, in particular the depth reflected in the report. Whereupon it was MOVED by Councilman Hage, seconded by Councilman Considine and carried unanimously that the report be and it is hereby accepted and filed for further study. Councilman Arth summarized the contents of a report submitted by the Citizens Advisory General"Plan Committee on the feasibility of a comprehensive general plan for the city. Chairman of said committee, Jack Cahill, addressed the Council stating in part that all members of the committee had signed the letter of transmittal in which the following recommendations were incorporated: ().U~j. 1. The City should develop a comprehensive general plan to guide and control future community development. 1. 4-4-67 PERMIT FEES INCREASED ORDINANCE NO. 1341 Introduced ORDINANCE NO. 1342 Introduced 17:6990 2. The General Plan should be developed under direction of the City Planning Commission by a professional planning consultant firm working in conjunction and cooperation with City staff. 3. The City Council should consider the utilization of citizen advisory groups to participate in the formulation of the General Plan, 4. The program of developing and approving a general plan for the City should be undertaken by the City Council at the earliest possible date. 1 On behalf of the City Council Mayor Forman expressed appreciation to the committee for its efforts in presenting its recommendations based on findings as set forth therein. Whereupon it was MOVED by Councilman Arth, seconded by Councilman Considine and carried on roll call vote as follows that the report be and it is hereby accepted and referred to the Planning Commission for study and report back to the Council. The City Manager summarized the general nature of the recommended changes which would effect building, plumbing, electrical, sign and miscellaneous public works fees and noted the amount of anticipated revenue therefrom. It was noted by Councilman Considine and concurred in by the City Council that through many study sessions devoted to permit fees that the recommended fees are comparable to the fee structure in the new Uniform Building Code and appear to be in line. It was the consensus of the City Council that the new fees as contained in the report be adopted separately from those in the Uniform Building Code which is also soon to be adopted by reference, Whereupon the City Attorney presented for the first time, explained the content and read the title of Ordinance No. 1341, entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING SECTION 8130.5 OF THE ARCADIA MUNICIPAL CODE (BUILDING PERMIT FEES). ORDINANCE NO. 1344 Introduced MOTION by Councilman Arth, seconded by Councilman Considine and carried on roll call vote as follows that the reading of the full body of Ordinance No. 1344 be waived: 1 AYES: NOES: ABSENT: Councilmen Arth, Considine, Hage, Considine None Councilman Butterworth Councilman Arth further MOVED that Ordinance No. 1344 be introduced, Councilman Considine seconded the motion which waS carried on roll call vote as follows: AYES: ,NOES: ABSENT: Councilmen Arth, Considine, Hage, ConSidine None Councilman Butterworth 3. 4-4-67 CONDEMNATION' PROCEEDINGS (Duarte Road widening) P//Y3 RESOLUTION NO. 3932 Adopted -/- / /-,{ :J GASOLINE PURCHASING P,' f, /- a'~J 17: 6992 The City Manager and Director of Public Works reported on the progress made thus far in the acquisition of 27 parcels needed for the widening of Duarte Road between El Monte and Holly Avenues, and recommended that the City Council authorize the institution of condemnation proceedings on 24 parcels which they have been unable t~ acquire. Reasons for such inability were set forth in reports dated March 30 and April 4, 1967. It' was noted by Councilman Considine that widening of Duarte Road has been completed with this exception; that it is inconceivable at this I point that the City could do anything other than complete the ' improvement due to the hazard which would prevail if this section were not widened. Whereupon it was MOVED by Councilman Considine, seconded by Councilman Hage and carried unanimously that the City proceed in the manner recommended. The City Attorney then presented, explained the content and read the title of Resolution No. 3932, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DETERMINING THAT THE PUBLIC INTEREST, CONVENIENCE AND NECESSITY REQUIRE THE ACQUISITION OF CERTAIN REAL PROPERTY FOR PUBLIC PURPOSES AND ORDERING THE ACQUISITION THEREOF." MOTION by Councilman Hage, seconded by Councilman Considine and carried on roll call vote as follows that the reading of the full body of Resolution No. 3932 be waived: AYES: NOES: ABSENT: Councilmen Arth, Considine, Hage, Forman None Councilman Butterworth Councilman Arth commented that it is an unfortunate situation when 24 out of 27 property owners cannot come to a meeting of minds in a matter which was started by the City a long time ago, that he has some serious misgivings but doesn't know of a better answer than to so proceed. Councilman Hage further MOVED that Resolution No. 3932 be adopted. Motion seconded by Councilman Considine and carried on roll call vote as follows: AYES: NOES: ABSENT: Councilmen Arth, Considine, Rage, Forman None Councilman Butterworth The City Manager and Purchasing Agent submitted a report dated March 31 containing their recommendation that the City participate in a cooperative gasoline purchasing program with the County; that the '," City will realize substantial savings based on the experience of '. -other participating jurisdictions. I Councilman Considine stated in part that although the City has maintained control of all of the purchasing within the city, the tax burdens are becoming greater; that the Council has an obligation to the community to conserve where possible. He referred to the antici- pated savings and MOVED that the recommendation be accepted and that the City participate in said cooperative gasoline purchasing program with Los Angeles County.
