ADJOURNED REGULAR MEETING
APR!L 23, 1967
Pursuant to the order of adjournment of the regular meeting of the
City Council on April 18, 1967, the City Council of the City of
Arcadia met in adjourned regular session in the Council Chamber of
the City Hall at 8 p.m. April 23, 1967.

It was MOVED by Councilman Forman, seconded by Councilman Arth and
carried unanimously that the aforementioned appointments be APPROVED.
It was noted that when the Data Processing Committee is activated
Councilman Arth will represent the City Council.
It was MOVED by Councilman Butterworth, seconded by Councilman Forman
and carried unanimously that an appropriate plaque be prepared for
Messrs. Robert I. Boyd and Harold C. Lietz, retiring members of the
Arcadia School Board. Presentation to be on May 25 at a retirement
dinner.

Councilman Butterworth advised of the desire of the school officials
to remove a 0uonset hut from school grounds to property owned by
them at St. Joseph Street and Rolyn Place. The City Attorney
explained methods and the City Manager was authorized to communicate
to Dr. Burtis Taylor (school superintendent) that an amendment will
be drawn to the Arcadia Municipal Code removing public school
buildings from the prohibition against moving structures in town and
advising that the school district may by a four-fifths vote of its
Board members determine not to be bound by the city's zoning
regulations, or that they may apply for a conditional use permit to
use the proposed structure for school purposes in the new area which
is in M-l, P.I.D. zone. The City Attorney will have the amendment
ready for the next regular Council meeting.

A representative of the Arcadia Elks Club asked permission to hold a
one day bowling event at Bowling Square, 1020 S. Baldwin Avenue." He
stated that doors would be closed to the public and that admittance
would be by membership card only; that approval would be given by the
Alcoholic Beverage Control Board if the City Council is favorable
in its decision. In answering inquiries concerning the sale and
serving of alcoholic beverages he stated that a portable bar would be
set up and that all City regulations pertaining thereto would be
complied with.

It was MOVED by Councilman Butterworth, seconded by Councilman Forman
and carried unanimously that pursuant to Section 6313.1.3 of the
Arcadia Municipal Code that the notice required by Section 6312.1.1
and other applicable provisions of Part 1 Chapter 3 Article 6 of the
Code be WAIVED and that a permit be granted to the Arcadia Elks Club
for the conduct of a one day special bowling event to be held at
Bowling Square, 1020 S. Baldwin Avenue, on April 30, with the
application and permit fees waived. No alcoholic beverages to be
sold, served or consumed on the concourse, bowling lanes including
the section used by bowlers and the spectator section behind that.
The City Manager will write to the Elks Club and to the Alcoholic
Beverage Control Board to this effect.
It was MOVED by Councilman Forman, seconded by Councilman Arth and
carried unanimously that permission be granted the Mid-Valley Art
Festival Committee to hang one overhead street banner.
Proposed salaries for the 1967-68 fiscal year were reviewed. The
City Manager submitted a report reflecting survey results of the
Merchants and Manufacturers, Los Angeles City and County, and Board
of Education comparisons. James Wallin, 1747 Oakwood Drive, Walter
Boone, 1327 Oakwood Drive, and representatives of the City Employee's
Association were in attendance and propounded questions relative
thereto. The City Council tentatively approved the recommendations
which will be incorporated in the preliminary budget and the City
Manager will see that the Employee's Association receive a copy of
the report. He will also have a chart prepared spelling out fringe
benefits.
