REGULAR' MEETING
JULY 7, 1964
The City Council of the City of Arcadia, California met in regular
session in the Council Chamber of the City Hall on July 7, 1964 at
8 P.M,

The Minutes of the Regular Meeting of June 16, 1964 and the Minutes
of the Adjourned Regular Meeting of June 30, 1964, as submitted in
writing, were approved on Motion by Councilman Reibold, seconded by
Councilman Forman and carried; Councilman Balser abstained from
voting due to his absence from said meetings.
The Soland Corporation filed an appeal from the Planning Commission
recommendation for denial of its application for a special use
permit to allow the construction and operation of a drag strip f~r
automobile racing and related purposes on property located partially
within the City of Arcadia. The matter requiring a public hearing,
this is the time and place for same.
In order to eliminate repetitious remarks and expedite the hearing
continuity, Mayor Turner set forth ground rules by which he requested
all persons desiring to speak on the matter to abide.
The Planning Director presented his report along with projecturals.
The Planning Commission had recommended denial on the basis that the
granting of the requested special use permit will be extremely
detrimental and harmful to the public health or welfare and particu-
larly injurious to the properties in the vicinity in which the
property is located; that the racing will be immediately adjacent
to the proposed County Equestrian Trail; that the property is
presently zoned M-2 with a special use permit for the development
of natural resources (rock, sand and gravel); that the granting of
the permit is not necessary to prevent financial hardship to the
property owner and, if anything, the presently proposed use will
only tend to postpone the profitable extraction of natural resources
contained therein; that in the findings of the Planning Commission
there appears to be no exceptional or extraordinary circumstances
or conditions applicable to the property involved,
Brief discussion was held on the present quarrying activities and
the proposed lease between Soland Corporation and the owner of the
subject property which was understood by the City Manager to be for
a five year period of time with the right of extension solely with
the property owner, The location of the riding trails which parallel
the San Gabriel Flood Control River Channel was outlined on the map,

Mayor Turner then declared the hearing open; the proponents spoke
in part as follows:
William N. Bowie, Jr., attorney for the applicants, spoke at length
in support of the request stating in part that it is uncontroverted
that the City of Irwindale supports the concept and the location of
the Drag Strip, A schematic drawing was displayed for the purpose
of illustration of the site (rock quarry). Reference was made to
the annexation of the area by the City of Arcadia in 1957 and sub-
sequently zoning it for rock quarrying; that the land has not been
used since that time; that there is no projective use for it until
some five years hence; that it produces income for Arcadia only as
taxable unimproved real property,

Mr. Bowie then explained a drag strip operation, its starting and
finish lines and referred to the former drag strip in San Gabriel
Valley which operated from 1955, was relocated in 1959 and operated
until 1963, when the Southern California Edison Company procured
the site through condemnation proceedings and commenced its
construction of power facilities.
An analysis chart was displayed and explained by Mr, Bowie who
stated, in part, that the facility is used in the main by amateurs;
that there is no pay involved for the racers; that the cars compete
in classifications for trophy or small cash awards.
Jack Tice, Officer of the Soland Corporation, explained the
difference between amateur and professional racers, the latter being
almost showmen employed to come out from the East for demonstrations;
that they are considered major attractions.
Mr, Bowie continued, stating in part that the records of the
insurance company will indicate that there have been four minor
type accidents and one fatality during the past nine-year period
of the former drag strip operation; that during the same period of
time, no claim had ever been made by an equestrian for injuries
sustained attributable to any noise generated by the racing facility;
that the riding trail was in existence during the operation of the
drag strip and was 50' closer than would be the proposed facility.
In the area of disagreement, Mr. Bowie stated in part that the
majority protest originates from the citizenry of Norwood Village
which is in an unincorporated territory; that the residents there
would be the closest to the strip; the fact is acknowledged that
they desire to live in the peaceful enjoyment of their homes; that
the consideration before the City Council is one of zoning; that
there is need of a drag strip in this area due to the growing
population and that the report of the Planning Director had included
the need for such a facility but no suggestion had been made by him
as to location.
He further advised that Mr. Tice had surveyed the entire valley and
that this is the only feasible location; that property lines do get
as close as 600' from the subject area but that it is located close
to the ingress and egress from the highway.

Mr, Bowie also referred to the action taken by the El Monte City
Council in opposing the drag strip, its action being based on the
noise problem to the neighbors as well as the traffic emanating
from the operation, but that the vote was not entirely unanimous
for opposition.

He stated further in part that the subject property is not exactly
choice residential land; that it must be generally conceded that it
is valuable as a rock quarry.

The noise,factor was then explored at considerable length. Mr. Bowie
advised that the Drag Strip had been moved approximately a quarter
of a mile, so that the decelleration does not come within the
territorial limits of the City of Arcadia, He then read a letter
from Paul F. McGlasson & Associates, sound specialists. The writer
of the letter, Mr, Little, addressed the Council to some extent
dwelling on the various points of decibel measurements and how he
arrived at his figures. The level of noise and the threshold of
pain was also explored.
Pomona Police Officer Ronald Root stated in part, in support of the
facility, that the Pomona Drag Strip is located close to homes;
that he is in favor of drag strips for youth participation and also
from a sports viewpoint for adults; that such a facility contributes
to the lessening of racing on city streets, It was stated that
Mr. Root works closely with the Pomona Police Chief who has written
articles favoring such an operation.
Mike Dougherty, Editor of a Drag Strip Racing magazine, read excerpts
from periodicals relating to attendance, participation and safety
statistics. He stated that the former San Gabriel Valley Drag Strip
was the most popular in the nation; that the proposed one would be
also.
Mr. Bowie continued his extensive presentation in summary and in
conclusion stated in part that a $100,000 investment is anticipated;
that the grandstands will act as a partial sound barrier. In
revenue the operation would bring about $75 per racing day to the
City of Arcadia - with about 57 racing days per year (52 Saturdays
and 3 special racing days).
Mayor Turner - referring to a comment made by Mr. Bowie that land
is becoming scarce for such operations - stated in part that would
it not be more beneficial to acquire a permanent location at this
time; that it would appear to be more economical to so do as land
would become more costly; that the expenditure for the sound barrier
at a temporary location is not understandable.
Norman Schneider, Mayor of West Covina, spoke briefly in favor of
the operation,
Mr, Tice once more spoke briefly to the construction of a sound
barrier which would begin within one year; that it would be located
on the west side - closest to the residences.

Reference was made by Councilman Considine to the possibility of
the construction of an oval track which would place the operation
entirely within the City of Irwindale. Mr. Bowie stated that
juveniles would not be able to use it under those circumstances and
he did not know whether or not it would be acceptable to the owner;
that the sound problems would increase.
Edgar Romaka, Club Sponsor, spoke in favor of a drag strip in the
area and referred to a bridle trail within 50' of the Golden State
Freeway.
Mr, Bowie presented to the City Clerk petitions which he stated
contained 4652 signatures, 579 from Arcadia. The petitions were

received for the sole purpose of the expression of the desires of
the signers and not as evidence of any facts which may be recited
therein.
Mayor Turner then asked to hear from those in opposition,
Adair Allen, 12154 Cherry Lane, El Monte (Norwood Village) stated
in part that there are 17,000 residents in the area; that the
noise generated from such a facility was the main factor in
opposition; also the heavy traffic on the streets when the racing
demonstrations were over and that in his opinion it did not eliminate
street racing.

C. M. MuggIer, acoustical engineer, presented his findings in
relation to the noise levels.
Mr, Allen read from an article in which it was stated that 40,000
people attended a racing demonstration and then discussed the traffic
problem resulting therefrom. He foresees parking on the surface
streets; that the facility was not in keeping with the area.
Mrs. Barbara Esbenshade, 11910 The Wye, Norwood Village, El Monte,
opposed the drag strip and read articles on activities which are
alleged to take place after the races.
Thomas Flenniken, 14911 Central Avenue, Baldwin Park, commented on
the safety pattern of horseback riding.
Ernie Walpler, 10965 Wright Road, Lynwood (President of the
Equestrian Trails, Inc,) spoke in opposition due to the proximity
to the riding trail.

CLOSED
No one else in the audience desiring to be heard, Councilman Reibold
MOVED that the hearing be CLOSED. Councilman Balser seconded the
Motion which was carried unanimously.
As a matter of record, Mayor Turner then made the following remarks:
'~irst of all, in addition to the noise factors, I think it is
essential that we give close consideration to the property rights,
public safety and traffic generation problems. These are essentially
the problems that we, as Arcadians, face in this particular proposal.
Additionally, we should take into consideration the fact that the
entrance is from a street in Arcadia, thus giving an Arcadia address
to the proposed Drag Strip. In addition, this also only provides
One entrance and/or exit for the handling of the traffic generation.
"Insofar as the property is concerned, it is presently zoned with
special permit, for the development of natural resources, particularly I
rock, sand and gravel, which is considered prime aggregate in high
demand and very valuable. The granting of this special use permit
is not necessary to prevent financial hardship Dr to preserve any
property right to the owner, even though it would provide a source
of income to the owner while holding the property until needed in
his operations which is the profitable extraction of the natural
resources.
"The evidence presented tonight gives credence to the possibility
that the granting of this special use permit could deny the preser-
vation of the enjoyment of the substantial property rights of the
immediately adjacent residential property. We cannot ignore this
factor just because these properties are not in the City of Arcadia.

II As I see it, as I said before, our major concern insofar ?s the
effects of this proposed Drag Strip in Arcadia, hinges primarily on
the problems of traffic and public safety. I feel if this Drag
Strip is permitted, a business license should be required just as
if the total strip were in the City of Arcadia, and an admissions
tax of not less than 4 per cent be levied on all spectator admissions
and participants entrance fees to help defray the additional cost of
public safety requirements,"

Councilman Forman stated in part that the prior record indicates his
presence at the Planning Commission hearings; that the resolution
for denial of the Commission contains his vote; that he had not
come to this hearing with any preconceived idea of denying it
necessarily or approving it until he had heard the evidence; that
after hearing same he had reached the same conclusion; that it was
his desire to help protect and develop the residential quality of
the community; that the denial of the request would not deprive a
property owner of any right and he would go on record again as being
opposed to the Drag Strip facility and would be in favor of leaving
the land as it is presently zoned.
Councilman Considine stated in part that the voluntary evidence
given seems to be from other areas than the one under discussion;
that no reference was made to what occurred during the nine-year
operation of the Drag Strip on the former site in the San Gabriel
Valley area; that it appeared to him that all difficulties are being
anticipated; that he could not find sufficient noise difficulties
to oppose the Drag Strip in this location; that the Drag Strip is
only to be constructed a quarter of a mile to the north of the
former one; that he is curious as to why the protestants are not
basing their objections on their own experience and not on antici-
pation or the experience of others, that the evidence makes him
feel that the former race track was not producing all of the
difficulties that are being anticipated.
Traffic generation was discussed with the policing which would be
required.
Councilman Reibold stated in part that most of the problems are
solvable. Roads can be built to acrommodate the traffic, personnel
can be provided to handle it, revenue can be collected, but the
noise problem is totally uncontrollable; that he would oppose it
purely on this factor; that he has nothing against this type of
racing.

Councilman Balser stated in part that in his op1n10n it was
significant to him that the County Regional Planning Commission
(which has the responsibility of the welfare of the residents of
the 'unincorporated area) strongly oppose the facility being located
so close to Norwood Village; that the City has an obligation to the
residents adjacent to the facility even though they are not within
the limits of the City. He referred to the years of endeavor in
securing a bridle trail completed through this area; that in his
opinion the proposed facility is not compatible with the businesses
and occupants of the Industrial Park in which the City was so
selective.
Councilman Balser then MOVED that the Planning Commission
recommendation as contained in its Resolution No. 511 be sustained
and that the appeal be denied. Councilman Forman seconded the

Mayor Turner declared a recess at 10:25 P.M, The meeting reconvened
at 10:28 P,M.
The appeal filed by the Westman Development Corporation from the
Planning Commission recommendation (Res. No. 505) for denial of the
zone variance application to allow garden type apartments to be
constructed at 82 - 160 W. Duarte Road was removed from the Pending
Agenda for possible disposition at this time.

The developer had submitted three plans, the latest of which was
explored by the Planning Director and projecturals were reviewed
showing the site utilization plan; the buildings had been rearranged,
Exterior elevations were reviewed with a comparison of land
utilization. The City Council was fully acquainted with what the
developer is desirous of constructing inasmuch as the matter had
been before the City Council on May 5, 1964.
The developer, Arthur Bauman, spoke briefly; that he has submitted
three plans and was prepared to proceed with the development.
Harold Sumner, President of the West Arcadia HomeoWners Association,
stated in part that the Association is of the opinion that there is
already an abundance of apartments; that with the number of vacancies
a relaxation of regulations may result; that there is a school
enrollment problem; that additional apartments would bring traffic
problems and fire hazards. He recommended the subject land remain
in Zone R-l.
Jackson L. Tillman, 117 W, Magna Vista Avenue, commended the Planning
Commission in its recommendation for denial; that in his opinion the
proposed structure is not compatible with the residential development
on Magna Vista (rear of subject property). He urged support of the
Commission's recommendation.
Richard Diehl, 127 W. Magna Vista Avenue, stated in part that he was
in favor of some development on the vacant land; suggested that it
remain R-l.
Ronald H, Suess, 107 W.,Magna Vista Avenue, was of the op1n10n that
the property should remain Zone R-l; that there is sufficient
apartment construction.

Councilman Forman MOVED that the hearing be closed. Motion seconded
by Councilman Reibold and carried unanimously.
Mayor Turner stated for the record: "I feel that it is not possible
to economically develop the property as R-l because of the land
prices which have been generated in the area and because of the land
configuration. I am opposed to R-3 or anything resembling R-3 in
this area. I feel that there is a compromise usage, however, that
will be compatible with all of the neighborhood's likes and dislikes.

"I am in favor of garden type condominium development of this
property provided:
1. That adherence is made to single story construction.
2. That underground parking or attached closed double garages are
provided.
3. That not less than 4000 sq. ft., of land be allocated to each unit.
4. That buildings be in clusters of not more than four units to a
building.
"I feel that this would give the appearance of a fine residential
area. It would be a home ownership which I think is important to most
of the people who have spoken in opposition and it would not tend to
congest the property as much as the apartment house development would.
"In furtherance of this line of thinking, I am in favor of placing
our property located to the east of subject property on the open
market at this time for sale to the highest bidder and I would hope
we could sell it for the purpose I have just designated."
Discussion ensued. It was the consensus of the City Council that
guidelines be provided for the proper development of the property
without delay; that the denial of the subject zone variance applica-
tion would not preclude the applicant from filing again along the
guidelines presented.
MOTION was then made by Councilman Considine, seconded by Councilman
Forman and carried unanimously that the Planning Commission recommenda-
tion for denial of the zone variance application be sustained and that
the appeal therefrom be disapproved.
MOTION was made by Councilman Reibold, seconded by Councilman Balser
and carried unanimously that the Planning Commission be requested to
institute proceedings for the purpose of considering and making re-
commendations concerning the granting of a variance to permit
development of all or any portion of property on the south side of
Duarte Road from El Monte Avenue easterly to the City developed
property in accordance with the criteria to be recommended by the
Planning Staff and approved by the Planning Commission and forwarded
to the City Council for final action.
In keeping with the desire of the City Council to endeavor to have
the city-owned property developed, MOTION was made by Councilman
Forman, seconded by Councilman Balser and carried unanimously that
the City owned land located on West Duarte Road be placed with the
Land Disposal Committee for sale to the highest bidder.
Planning Commission Res. No. 512 recommending denial of the zone
variance application to permit second dwelling at 315 Le Roy Avenue.
The City Council had approved the application at its May 5, 1964
meeting, but in deference to requests had scheduled a public hearing
at this time.
The Planning Director summarized the position of the Planning Com-
mission in its recommendation for denial as contained in said Resolu-
tion; that the lot is zoned R-l and less than 25 percent of the lots
in the immediate vicinity have two or more dwellings; that to grant
the variance would change the area from R-l to R-2 development which
could mean greater density in population and would constitute poor
planning. He also projected slides which showed the number of second
houses permitted to be built between 1957 and 1963 in the subject
area. A diagram of the proposed house was also shown.

Henry Hege, attorney for the applicants, Elmer and Esther Benson,
spoke at length as to the size of the property which is approkimate1y
75' k 275'; that there is approkimately 150' in the front unde-
veloped. He chronologically ekp10red the history of the property;
that Mr. and Mrs. Benson had improved the land in 1948 with the
garage apartment and an ektra garage; that they could have built
the second house at that time under the ekisting ordinance, however,
the ordinances were subsequently amended, He further referred to
the communications directed to the City Council in favor of the
variance request and stated that the development if permitted would
unify the front line of all properties on LeRoy Avenue. He continued
that the case is extraordinary due to the improvement existing on
the property; that it is a proper site for the application of the
variance provision which is allowed the property owner under these
circumstances.

Peer Clausen, 925 S. Eighth Avenue, reiterated his opposition to
permitting second houses on any lot in the City and referred to
Ordinance No, 1221 which prohibits second dwellings; that in his
opinion the matter should be referred back to the Planning Commission
and staff; that these procedures should be declared null and void
inasmuch as the requirement for an appeal from a Planning Commission
decision had not been complied with by the applicant.
Harold Sumner, President of the West Arcadia Homeowner's Association,
ekpressed opposition also to permitting second dwellings to be con-
structed and stated that he objects on the basis of principle.
Councilman Reibo1d then MOVED that the hearing be closed,
Councilman Forman seconded the motion which was carried unanimously.
Extensive discussion ensued with Councilman Reibo1d stating in part
that the subject property has a varied history and the Planning
Commission's decision was what it had to do; that it now appears
to be a Council responsibility and prerogative to decide a particular
case such as this; that normal methods of procedure are set aside
in such a situation; that he is impressed with the views of the
residents of the immediate neighborhood and in the main they are
in favor of the variance and that in his opinion the improvement
would benefit the subject street.
Councilman Considine observed that he had discussed the situation
with many of the residents on LeRoy Avenue and the majority were in
favor of the proposed second dwelling; that it would be more uniform
and scenic in appearance than the present vacant lot and that contrary
to his normal stand he would second the motion,
Councilman Balser referred to the letters which had been received
in favor of the variance; that they were all in the same vein - that
it would enhance the appearance of the street. That in his opinion I
the house could become a rental which would be detrimental to the
'area and that to approve the variance request would be a backward step
Councilman Forman stated in part that to approve the variance request
would be forcing a change of zone from R-1 to R-2 in usage and that
he favored retaining the R-l character of the City.
Mayor Turner then called for the roll call vote on the Motion by
Councilman Reibo1d, seconded by Councilman Considine, to approve the
request for permission to construct a second dwelling at 315 LeRoy Ave.

(Sherman)
Mrs, Beatrice Sherman filed a request with the Building Department
for permission to use property at 320 E, Foothill Boulevard as a
real estate office as well as a residence. The Building Department
. had recommended denial of the request for modification of portions
P / ~)~~f the Building Code which would permit an occupancy not presently
. V.; allowed under the type of construction at said address; that the
~f. liAQ,/. area is properly zoned for the proposed business, but the structure
(~b ~ .does not meet the Building Cod~ requirements for that type of
business. The building is non-conforming to the Fire Zone No. 1
regulation.

,Mayor Turner then declared the hearing open and in response to his
inquiry if anyone desired'to address Council, Mrs. Sherman stated
in part that it was her desire to establish her real estate business
and residence at the said address; that she contemplates improvements
if she were issued a permit. She also stated in part that she had
been aware of the zoning prior to the acquisition of the property.
No one else desiring to be heard MOTION was made by Councilman Balser,
seconded by Councilman Forman and carried unanimously that the hearing
be closed.
It being the consensus of the City Council that the proposed usage
is not in keeping with the type of development desired in the area
and that to permit it would only prolong the use of a non-conforming
building in Fire Zone No, 1. Councilman Reibold seconded the motion
which was carried unanimously.

Mayor Turner declared the hearing open on the application filed by
John Bellitti, 2224 N. Santa Anita Avenue, Sierra Madre, for a
business permit and an occupancy permit to allow'him to conduct a
used car sales business at 154 E. Huntington Drive.

Paul Doleshal, realtor, urged approval of application - the premises
having been used as a car sales lot for many years. Communication
from the property owner was also received by the City Council asking
favorable consideration.
No one else desiring to be heard, Councilman Balser MOVED that the
hearing be closed. Motion seconded by Councilman Reibold and carried
unanimously.
It was the consensus of the City Council that a permit for one year
only be issued (said property being in the moratorium area) Council-
man Reibold so MOVED. Councilman Balser seconded the motion which
was carried unanimously.

Planning Commission recommendation regarding changes in the C-l
portion of the Zoning Ordinance (regulations controlling signs,
billboards, advertising structures and off-street parking re-
quirements as contained in Resolution No. 504), The matter being
part of the C-l & D zoning currently under consideration was
CONTINUED until a determination is made in the zoning.

Planning Commission Resolution No. 516 recommending that certain
properties in the Central area be reclassified to Zones C-l & D
(Architectural Overlay) and to M-l P.I.D. (Planned Industrial
District).

The Planning Director summarized the recommendations for the
reclassification of the Central area along with outlining boundaries -
the City Council having previously received all pertinent material
for study purposes,
Mayor Turner then declared the hearing open.
Richard English, 114 St. Joseph Street, Chairman Chamber of Commerce
Industrial Committee, commented that the Chamber is on record as
approving the recommended change of the M-l Zone to M-l PID in the
areas as outlined.

Paul Doleshal expressed concern about the proper development of the
area in the rear of the present Hutchings Ford Agency (former riding
stable property).
Don Betsinger, 12 Yorkshire, owning property at 510-514 N. Santa
Anita Avenue, stated in part that in his opinion and that of other
property owners in the immediate vicinity of his apartment property -
the area from the alley south of Colorado Boulevard to the Freeway
at Santa Anita Avenue - should remain R-3; that it might be a future
development into M-l but seems unfair at the present time.
Tony, Gerold, owner of an apartment at Newman and Santa Anita, agreed
with Mr. Betsinger as to the R-3 property.
No one else desiring to be heard, Councilman Forman MOVED, seconded
by Councilman Reibold and carried unanimously that the Hearing be
closed.
Discussion held on certain requirements. Mayor Turner commented on
Item 12 of the report and stated in part that in his opinion signs
which are of no use to anyone should be removed within 30 to 60
days after the implementation of the downtown area plan; also that
he could see nothing detrimental about permitting a sign to be
illuminated by a spot light in front of a building if that be the
only possible way. Mr. Phelps commented that the Planning Commission
had made the same conclusion.
Inasmuch as the City Council has not as yet adopted an ordinance
changing the text of Zones CoO, C-l and M-l, MOTION was made by
Councilman Reibold, seconded by Councilman Considine and carried
unanimously that the matter be placed on the pending agenda.
Planning Commission Resolution No. 518 recommending that the area
referred to as the Towne Center be placed in C-C and D Zone
(Community Commercial and Architectural Design Zones) requiring a
public hearing, same was scheduled for July 21, 1964 at 8 P,M,

August Goebel, attorney representing the A & A Building'Materials
Company, addressed Council with respect to procedural matters to

He asked that permission be granted him to have a certified short-
hand reporter seated at a convenient location; the right of limited
cross examination directed to the Chair and in turn to the witness;
that witnesses be placed under oath; also that hearsay evidence be

considered for contents but as an expression of an opinion. He
stated that it would assist him to know at this time whether or not

The City Attorney stated that the presence of a shorthand reporter
would pose no inconvenience; that the right of reasonable cross
examination is one guaranteed by the Courts; that if questions are
directed to the Cha~r it prevents a debate among the audience and
an opportunity is afforded to rule on the pertinency of the question,
and should pose no problem to the City Council; 'that the Courts have
not yet required the placing of witnesses under oath and this is a
matter of judgment for the governing body. He stated further that
letters and petitions are admissible - as solely the expression of
the desire of an individual and are contained in the record; are
not evidence of any factor that may be alleged therein.
Mr. Goebel further asked that a transcript of the cross examination
portion of the Planning Commission hearing between the Planning
Director and Mr. Don Gutoff, Vice President of the Wilsey, Ham and
Blair Company (consultants employed by the City to study the Central
area) be made available to the members of the City Council. He was
advised that the staff had made a rather detailed summary of the
evidence in the Planning Commission minutes and it was suggested
that he review the same and the tapes of the meeting and then advise
if he thought the Planning Commission record was deficient.
It was the conSensus of the City Council that all of the requests
could be granted with the exception of the swearing in of the
witnesses.
Planning Commission Resolution No, 519 recommending that properties
at 1225 and 1229 Lovell Avenue be placed in Zone 'p' (automobile
parking) requiring a public hearing, same was scheduled for August
4, 1964 at 8 P.M.
Vacancies occurring on the various boards and/or commissions were
filled with the following appointments - all terms to be for four
years - ending June 30, 1968.
Councilman Balser placed in nomination the name of Joseph C. Boggio
for reappointment. Councilman Considine seconded the nomination
which was carried unanimously.
Councilman Forman placed in nomination the name of Merrick Taylor
to fill the vacancy created by retiring Library Board member
Gene Gregg.
Councilman Reibold placed in nomination the name of Dr. Robert
Stragnell to fill the same vacancy. This nomination seconded by
Councilman Considine.
Mayor Turner stated for the record: "I am not personally knowledge-
able of any justifiable reason why Dr. Stragnell should not be on
our Library Board, therefore, I could not oppose his nomination for
this reason. I am, however, opposed to appointing anyone to this
sensitive Board who is controversial or who has raised the displeasure
of so many people in our City 'who have called me voicing an objection
to Dr. Stragnell's appointment since the information has become
public that he was being considered.

"Normally, the Responsibility Committee makes it easy for us on the
Council and is united or in agreement on a nomination. In this case
they did not agree on a nomination. Because of these facts, I cannot
support Dr. Stragnell and I want the record to show that my negative
vote is not being cast in opposition to Dr. Stragnell per se nor his
abilities to make a good Board member, but because I feel a non-
controversial citizen could be of much greater service to our
community. 11
