PRESENT: ABSENT: Councilmen Balser, Considine, Forman, Reibold, Turner None The following bids were received for the beautification of Santa Anita Avenue from Orange Grove to Grandview Avenues: Johnson's Landscape Co. Acme Sprinkler Company Valley Crest Landscape, Inc. Shawn Co. Aka-Tani Landscape Co. $27,888.00 28,430.00 35,200,00 35,740.00 37,765.00 The recommendation of the City Manager and the Director of Public Works for award to the low bidder was accepted on MOTION by Councilman Balser, seconded by Councilman Reibold and carried on roll call vote as follows that the contract be awarded to Johnson's Landscape Company in the amount of $27,888.00 and that all other bids be rejected; that any irregularities or informalities in the bids or bidding process be waived and that the Mayor and City Clerk be authorized to execute such contract on behalf of the City for the performance of the contract and in the amount specified, in form approved by the City Attorney, and that all other bid deposits be returned; that the sum of $30,000 be appropriated and transferred from CAPITAL IMPROVEMENT PROJECT RESERVE ACCOUNT NO. 285 in the GENERAL FUND to C.I.P. ACCOUNT NO. 231 SANTA ANITA BEAUTIFICATION - ORANGE GROVE TO GRANDVIEW AVENUES. AYES: NOES: ABSENT: Councilmen Balser, Considine, Forman, Reibold, Turner None None MOTION by Councilman Forman, seconded by Councilman Balser and carried on roll call vote as follows that Council approve the recommendation of the City Manager and the Water Superintendent and accept the work as completed by the Royal Pipeline Company for water main replacement in Camino Real from Holly to Baldwin Avenues and that final payment be authorized in accordance with the contract. The City Council expressed appreciation for the loan of a station wagon for the Recreation Department's summer program. Mayor Turner will communicate with Kent Chevrolet Company on behalf of the City Council. I MOTION by Councilman Considine, seconded by Councilman Reibold and carried unanimously that the request of the Aken Construction and Development Company for relief from the moratorium to permit the construction of an office building and small industrial buildings on property located east of the Flood Control District right-of-way, north of Huntington Drive and west of Fifth Avenue be held pending the final determination by the City Council on the area being considered for Zone M-l P.I.D.(The Ordinance is currently being prepared for Council consideration). MOTION by Councilman Reibold, seconded by Councilman Forman and carried unanimously that the request of the Chamber of Commerce for permission to erect banners on Huntington Drive and on south Baldwin Avenue publicizing the forthcoming tennis tournaments (August 14 - 30, 1964) be APPROVED. MOTION by Councilman Forman, seconded by Councilman Balser and carried unanimously that the award of the contract for the con- struction of the Orange Grove No. 5 Reservoir and appurtenances be withheld until July 21, 1964 which will provide sufficient time to tabulate bids received. MOTION by Councilman Balser, seconded by Councilman Reibold and carried unanimously that the plans and specifications be approved and that the City Clerk be and she is hereby authorized to advertise for bids for the removal and reconstruction of roof structure, sheathing, paper and appurtenances of the Santa Anita Reservoir Nos.l that the bids be returned July 29, 1964 at 10 A.M. & 2; MOTION by Councilman Balser, seconded by Councilman Forman and carried unanimously that the request of the Arcadia Muffler Company for a business permit at 334 E. Huntington Drive be APPROVED subject to the recommendations of the Planning Director, as follows: I 1. The site to be cleared 2. New structure constructed with access from the rear instead of from Huntington Drive 3. Compliance with proposed Zone 'D' regulations MOTION by Councilman Reibold, seconded by Councilman Balser and carried unanimously that the recommendation of the Personnel Board pertaining to class specifications of newly created positions and changes in class specifications of existing positions be APPROVED. . 2. 7 -13- 64 HOTEL-MOTEL Occupancy Tax CENTRAL MORATORIUM AREA -!f ~cr r I AUDITORIUM (Board of Education) d- iF.J-o I 16:6303 MOTION by Councilman Balser, seconded by Councilman Considine and carried unanimously that the Hotel-Motel Transient Occupancy Tax matter be placed on the agenda for September 1, 1964 and during the interim that the report submitted by'the City Manager be perused at the Study Session to be held July 30, 1964. MOTION by Councilman Considine, seconded by Councilman Forman and carried unanimously that the request of Paul Metcalf (Art Galleries) for relief from the moratorium at 26 E. Huntington Drive be APPROVED and that a business permit be issued for the art gallery. The communication from the Arcadia Board of Education requesting the attitude of the City with relation to a possible bond issue election for an auditorium which would be constructed on school property was received and discussed. Mayor Turner made the following statement for the record: "I have felt all along that an auditorium, as such, is a luxury of very limited potential benefit to the citizens of Arcadia. In my opinion, this City Council could not justify the construction of such facilities strictly for community needs. I feel that an auditorium at the high school could serve a very definite purpose. I do not know, however, whether an auditorium at the high school is needed badly enough to inject it into the long range building program already in effect at the High School. I feel that this is a decision only the School Board can make. "If the City finds a need for an auditorium, it is felt the City should enter into a contractual arrangement with the school for use of the facilities. Otherwise, it should be up to the school to maintain the facilities and to make what- ever charges it feels appropriate for groups using the facilities whether they be City or privately sponsored. "If the Board of Education determines that a sufficient need exists primarily for school use to warrant the construction of an auditorium, I feel that this Council should and would support a proper bond issue." Mayor Turner observed further that a determination will have to be made as to how far to go to suit the conveni~nce of the citizenry; that he appreciates that the facility will not pay its own way. Following discussion, MOTION was made by Councilman Balser, seconded by Councilman Forman and carried unanimously that the City Manager be instructed to direct a letter to the Board of Education incorpo- rating the thinking of the City Council; that the City Council recognizes the need of an auditorium for school use and that if constructed it would unquestionably find other uses; that if the Board of Education determines such a building is needed, the City Council would then vigorously support the proposed bond issue; that the City Council would be willing to participate in the maintenance and operation of the auditorium due to the fact that the City and School have an agreement for combined activities conducted under the Recreation Department and the City Council would also be willing and would have an obligation to participate in the maintenance and operational costs of the auditorium to the extent of the use of the facility by City-sponsored activities. 3. 7-13-64 CHAMBER OF COMMERCE ORDINANCE NO. 1249 (Adopted) ORDINANCE NO. 1250 (Adopted) 16:6304 MOTION was further made by Councilman Balser, seconded by Councilman Forman and carried unanimously that a copy of the letter be forwarded to the Arcadia Coordinating Council. The City Manager was authorized to forward a letter to the Chamber of Commerce advising them of the progress made to date on the widening of Duarte Road from Baldwin Avenue to the west City limits in response to the Chamber recommendation for expedition of this. improvement. Brief discussion held on sidewalk installation procedure. I The City Manager presented for the second time, explained the content and read the title of Ordinance No. 1249 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING SECTION 2281.1 OF THE ARCADIA MUNICIPAL CODE INCREASING THE MEMBERSHIP OF THE PARKING PLACE COMMISSION." MOTION by Councilman Considine, seconded by Councilman Reibold and carried on roll call vote as follows that the reading of the full body of Ordinance No. 1249 be waived: AYES: NOES: ABSENT: Councilmen Balser, Considine, Forman, Reibold, Turner None None Councilman Forman further MOVED that Ordinance No. 1249 be adopted. Motion seconded by Councilman Balser and carried on roll call vote as follows: AYES: NOES: ABSENT: Councilmen Balser, Considine, Forman, Reibold, Turner None None The City Manager presented for the second time, explained the content and read the title of Ordinance No. 1250 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING THE ARCADIA MUNICIPAL CODE BY AMENDING SECTIONS 8523.3.2, 8523.4.1, 8523.6, 8531.2.3, 8531.2.5 AND 8532.6 THEREOF AND BY ADDING A NEW SECTION 8523.3.7 THERETO. AND 6 P.M. ON ALL PUBLICLY OWNED PARKING LOTS IN VEHICLE PARKING DISTRICT NO. 1." Goebel, Attorney for the A & A Building-Materials Company, objecting to the holding of a public hearing by the City Council on July 21, 1964 for the purpose of considering the recommendation of the Planning Commission in its Resolution No. 518 for the classifi- cation of property in the Towne Center area into C-C and D (Community Commercial with architectural overlay). Copies of the letter were distributed to members of the City Council, The communication was accepted on MOTION by Councilman Reibold, seconded by Councilman Forman and carried unanimously.
