HomeMy WebLinkAboutAUGUST 27,1964 I I ROLL CALL TAXATION M I NUT E S 16:6344 ADJOURNED REGULAR MEETING AUGUST 27, 1964 Pursuant to the order of adjournment of the adjourned regular meeting of the City Council of August 20, 1964, the City Council of the City of Arcadia met in adjourned regular session on August 27, 1964 at 7:30 P. M., in the Council Chamber of the City Hall. PRESENT: Councilm,en Balser, Considine, Forman, Reibold, Turner ABSENT: None The tax rate for the fiscal year 1964-65, the City's financial position, its capital improvement projects program, the balance in the surplus fund which has increased from $736,491 in 1963-64 to $815,596, potential revenue sources and the amount to be saved by a reduction of 5~ in the tax rate as proposed by Councilman Balser, were discussed in detail. Councilman Reibold stated in part that he does not favor a tax reduc- tion at this time as he feels that to so do might make it necessary to increase the tax rate next year as a result of the loss of revenue due to the tax cut; that in his opinion it would be poor planning on the part of the City Council should this occur. Councilman Forman stated in part that the City is in sound financial condition and sufficient monies are available to cover emergencies should an unforeseen change in the revenue occur; that the property owners are being put upon by other governmental agencies as far as taxation is concerned and that the City should set a tax rate which would keep it in a sound position and still be beneficial to the in- dividual property owner. Councilman Considine explored the amount to be saved by a reduction of 5~ per $100 assessed valuation, and in answer to his query regard- ing sufficient funds to complete the central area project the City Manager explained that the City has additional land to sell which could go toward the completion of the combined city yard construction; he added that he had advocated a tax cut for the last few years and his thinking. had not changed but that he had made no recommendation this year. Mayor Turner stated in part that it is difficult for him to reconcile his thinking toward a tax reduction when it might be necessary to increase it next year; in answer to his inquiry as to potential revenue figures from the sale of city land for the construction of the city yard the City Manager advised that there will be an approxi- mate construction cost of $400,000 for the project and he then categorically referred to the various sites which the City could sell. Councilman Balser stated in part that in his opinion the surplus balance should not be built up; that a government agency should not set a tax rate higher than its needs for operational purposes; that the property owner should benefit from a reduction which is justified in his opinion. He thereupon MOVED that the tax rate for the City be set at $1.05 per $100 assessed valuation for the fiscal year 1964-65. Motion seconded by Councilman Forman and carried on roll call vote as follows: AYES: Councilmen Balser, Considine, Forman, Reibold, Turner NOES: None ABSENT: None 1 8-27-64 ORDINANCE NO. 1257 Taxation Adopted ORDINANCE NO. 1258 Taxation Adopted RESOLUTION NO. 3706 Adopted RESOLUTION NO. 3707 Adopted 16:631:5 The City Attorney presented and read in full Ordinance No. 1257 entitled:, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION FOR THE FISCAL YEAR BEGINNING JULY 1, 1964." MOTION by Councilman Balser, seconded by Councilman Forman and carried on roll call as follows that ORDINANCE NO. 1257 be adopted. AYES: NOES: ABSENT: Councilmen Balser, Considine, Forman, Reibold, Turner None None I The City Attorney presented and read in full Ordinance No. 1253 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, FIXING THE RATES OF TAXES AND LEVYING TAXES FOR THE FISCAL YEAR BEGINNING JULY 1, 1964." MOTION by Councilman Forman, seconded by Councilman Balser and carried on roll call as follows that ORDINANCE NO. 1258 be adopted. AYES: NOES: ABSENT: Councilmen Balser, Considine, Forman, Reibold, Turner None None The City Attorney presented, explained the content and read the title of Resolution No. 3706 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, APPOINTING A MEMBER OF SAID COUNCIL OF SAID CITY TO THE CITY SELECTION COMMITTEE PURSUANT TO PART 3 OF DIVISION 10 OF THE PUBLIC UTILITIES CODE." MOTION by Councilman Reibold, seconded by Councilman Considine and carried on roll call vote as follows that the reading of the full body of Resolution No. 3706 be waived: AYES: NOES: ABSENT: Councilmen Balser, Considine, Forman, Reibold, Turner None None Councilman Reibo1d further MOVED that Resolution No. 3706 be adopted. Motion seconded by Councilman Considine and carried on roll call vote as fo'llows: AYES: NOES: ABSENT: Councilm,en Balser, Considine, Forman, Reibold, Turner None None The City Attorney presented, explained the content and read the title I of Resolution No. 3707 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, APPOINTING A MEMBER OF SAID COUNCIL AS AN ALTERNATE MEMBER OF THE CITY SELECTION COMMITTEE, SAID APPOINTMENT TO BE EFFECTIVE ONLY DURING THE ABSENCE OF DALE E. TURNER," MOTION by Councilman Considine, seconded by Councilman Balser and carried on roll call vote as follows that the reading of the full body of Resolution No. 3707 be waived: AYES: NOES: ABSENT: Councilmen Balser, Considine, Forman, Reibold, Turner None None 2. 8-27-64 -. 16:6346 Councilman Considine further MOVED that Resolution No. 3707 be adopted. Motion seconded by Councilman Balser and carried on roll call vote as follows: AYES: NOES: ABSENT: Councilm;en Balser, Considine, Forman, Reibold, Turner None None ORDINANCE NO. 1256 The City Attorney presented for the second time, explained the content and read the title of Ordinance No. 1256 entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING THE ARCADIA MUNICIPAL CODE BY AMENDING SECTIONS 5110.1, 5110.2, 5110.3, 5120.1.1, 5120.2.1, 5120.2.2, 5120.3, 5120.6, 6220.43, 6324.17, 6434 AND 6434.1 THEREOF, BY ADDING TO CHAnER 1 OF ARTICLE V NEW SECTIONS 5110.1.1 AND 5110.4, AND BY ADDING TO CHAPTER 4 OF ARTICLE VI A NEW SECTION 6434.2." Motion seconded by Councilman Considine and carried on roll call vote as follows: AYES: NOES: ABSENT: Councilm~n Balser, Considine, Forman, Reibold, Turner None None Brief discussion held on sources of potential revenue including the hotel-motel bed tax which matter will be before the City Council on September locwhich time interested persons will be heard although the issue does not come before Council as a public hearing. Mayoc Turner advised that the plaques are ready for presentation to the various Boards and/or Commission members who retired recently and asked the City Clerk to extend an invitation to each to attend the next regular Council meeting (September 1). I Councilman Forman was requested to represent the City Council at the meeting of the Local Agency Formation Committee on September 10 when the proposed annexation of property at Golden West Avenue and Duarte Road will be again considered. No action wa s taken by the Local Agency Formation Committee on August 26th as the Committee contended that the City should take in residential property as well as commercially zoned property. Additional evidence will be presented by the City through City Attorney Nicklin. Brief discussion held on the advisability of rezoning additional. 3. 8-27-64 ADJOURNMENT / 16:6347 areas for shopping centers. Councilman Considine, as liaison member of the Planning Commission, advised of proceedings which were in progress for another supermarket - Duarte Road between First and Second Avenues - and that others appear to be faltering in operation and management. Mayor Turner observed that he did not object to the proposed annexation but expressed concern over the zoning of additional shopping centers when there are areas properly zoned and not properly developed. Councilman Balser's suggestion was concurred in by the City Council I that the various Boards and/or Commissions be advised to appoint a Vice Chairman to preside at meetings during the absence of the Chairman.
