ADJOURNED REGULAR MEETING
DECEMBER 10, 196c
Pursuant to the order of adjournment of the regular meeting of the
City Council of December 1, 1964, the City Council of the City of
Arcadia met in adjourned regular session in the Conference Room of
the City Hall at 7:30 P.M., December 10, 1964.

The City Clerk explained the need for seventeen (17) Clerks in
addition to the five (5) already appointed to assist the Election
Boards in 22 precincts for the forthcoming Special Election to be
held on February 2, 1965 on a proposed City Charter Amendment. The
Election has been partially consolidated with the Special Election
of the Arcadia Unified School District on a proposed bond issue for
an auditorium to be held on said date. She explained that the
additional Clerks are needed in order to handle the added responsi-
bilities of the Election Boards due to the consolidation and that if
authorized they will be assigned to the handling of the City
Affidavits of Voters. She also advised that the total expenditure
for the 22 Clerks will be $396.00.
Councilman Balser MOVED that the appointment of 17 additional Clerks
to assist in the Special City Election on February 2, 1965 be
authorized. Councilman Reibold seconded the MOTION which was carried
on roll call vote as follows:

Commented on forthcoming meetings, 1) Glendora on January 28, 1965
on the proposed Foothill Freeway, and 2) Luncheon meeting with the
San Gabriel Valley Tribune which Councilman Forman may be able to
attend on behalf of the City.
The City Manager presented, explained the content and read the title
of Resolution No. 3748, entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ARCADIA, CALIFORNIA, SUPPORTING THE ACQUISITION,
MAINTENANCE AND OPERATION BY THE COUNTY OF LOS ANGELES OF AN AIRPORT
FACILITY IN THE WESTERN PORTION OF THE EAST SAN GABRIEL VALLEY."
MOTION by Councilman Reibold, seconded by Councilman Balser and
carried on roll call vote as follows that the reading of the full
body of Resolution No. 3748 be WAIVED:

It was then MOVED by Councilman Balser, seconded by Councilman
Reibold and unanimously carried that Resolution No. 3748 be AMENDED
to incorporate therein that any such airport facility include an
adequate heliport fo~ interurban helicopter transportation for
regularly scheduled flights as well as for use by private operations.
Councilman Forman MOVED that Resolution No. 3748 as thus amended be
ADOPTED. Motion seconded by Councilman Reibold and carried on roll
call vote as follows:

Brief discussion held on possible annexations of adjacent County
territory which would inur to the benefit of the City by the
straightening of its boundary lines.
A report prepared by the City Controller was reviewed in detail. It
encompassed equipment currently in use and its need for replacement,
particularly the Addressograph Machine which was purchased in 1952,
funds for which are reflected in the current budget. The report
advised of meetings held with surrounding cities since June 1963 to
consider the joint use of processing equipment for the purpose of
reducing costs and accounting and utility billing improvements.
The firm of Lybrand, Ross Bros. and Montgomery, retained by the City
to make a study of the feasibility of such procedures recommended
1) that at the present time the Cities purchase time from instal-
lations located nearby such as the Arcadia Unified School District
or 2) defer establishing a data center in Arcadia until such time as
sufficient volume work is obtained from the cities to absorb
operating costs.
Annual costs were explored and it was the consensus that a lease
arrangement would be preferable over outright purchase as new
equipment was becoming available and the City should have the benefit
of all processing systems prior to making a final determination.
Council tabled the matter for one year and instructed the staff to
proceed with the purchase of the addressograph machine as currently
budgeted; that it will have excellent resale value if and when the
City enters into data processing procedure.
The City Manager advised that his office has been discussing with
representatives of the School District ways and means of accelerating
the school programs with respect to local government; that several
programs have been explored. It was the concensus of the City
Council that anything which would acquaint the people with municipal
operations was desirable.

The City Manager also advised that the Conference held in Arrowhead
with City Managers and School Administrators was most productive.
The meeting adjourned at 9:10 P.M. on MOTION by Councilman Forman,
seconded by Councilman Balser and carried unanimously.
