ADJOURNED REGULAR MEETING
MAY 12, 1965
The City Council met in adjourned regular session on May 12, 1965,
at 7:30 P.M. in the Conference Room of the Arcadia City Hall.

In continuing the study of the preliminary 1965-66 budget, the Fire
Chief presented the operation of a three-platoon working schedule
for his department which he recommends adopting. He explained that
by adding 3 men the Department could have the same number of men on
duty each 24 hours; that under the present system the stations call
in off-duty men, at overtime expense, to complete. crews to compensate
for men on vacations or on sick leave. He stated in part that the
1965-66 budget would require an additional $7200 since the increase
in the fire department's complement of three men would not begin
before January 1, 1966 if the plan were approved. Firemen would
work 24 hours and be off 48 hours under the proposed system permitting
the same men to work together which is not possible under the present

The City Council took the matter under consideration for determination
to be made prior to completion of budget review.
In deliberations, Account No. 433 E-40 Water Department, was reduced
$1000.
Extensive discussion held on the Library Budget Account as it relates
to the Art and Lecture Room maintenance and operation cost. Whether
or not cultural activities are an integral part of the Library function
was discussed. It was brought out that some of the costs are from
use of the room by groups not connected with the Library, for instance,
the Community Theatre pays $5 a night when it plays but nothing when
in rehearsal, The discussion stemmed from the proposal to transfer
from the General Tax Funds $4,677.55 to aid in the Library Budget
for the maintenance of the subject room for the ensuing fiscal year.
It was MOVED by Councilman Balser that the City Council
Library credit of $4500 (409-49 A&LR maintenance) other
Libnary use, seconded by Councilman Forman and carried

The City Council reviewed the plans and specifications of the
proposed swimming facilities to be constructed on school property
with the City to participate financially and have use thereof.
The Administrative Assistant explained in detail the renderings which
were APPROVED in principle on MOTION by Councilman Balser, seconded by
Councilman Turner and carried unanimously.
The meeting adjourned at 10:15 P.M. until May 17, 1965 at 7:30 P.M.
