HomeMy WebLinkAboutMAY 17,1965 I I CHAMBER REQUEST BUDGET CONSIDERATION 16:6537 MINUTES CITY COUNCIL OF THE CITY OF ARCADIA ADJOURNED REGULAR MEETING MAY 17, 1965 The City Council met in adjourned regular session on May 17, 1965, at 7:30 P.M. in the Conference Room of the Arcadia City Hall. PRESENT: ABSENT: OTHERS PRESENT: Councilmen Balser, Considine, Forman, Turner, Reibold None Chamber of Commerce President Frank Regan, Chamber Manager Sherrill Watson and two representatives of a Public Relations firm. President Regan, Chamber of Commerce, presented a program for the promotion of tourist and resident trade for the City. It was the suggestion to use the revenue derived from the Transient Occupancy Tax (bed tax) for said promotional activities. Breakdown of the percentage use for specific public relations work explored. Charles Lewis and Marshall Walker, ,epresentatives from a public relations firm, both addressed the City Council explaining their methods of publicizing the City to attract persons from over the country. Specifically mentioned were the Wall Street Journal and the Sunset magazine. Mr. Regan stated in part that the program as outlined would estimate to cost approximately $18,000 the first year and asked for the City Council to give consideration to the proposal; that members of the local motel trade had evinced special interest. The funds for such program are reflected in the current budget under Estimated Receipts for 1965-66 under Source No. 310 - 3124. The matter to be discussed by the City Council later in this meeting. The City Council continued the review of the budget based on the revised figure of $1.05 tax rate as compiled by the City Controller. Extensive discussion ensued on the proposed creation of a three- platoon working schedule for the Fire Department as recommended by the Fire Chief at the adjourned regular meeting of May 12, 1965. It was stated at that time that the new schedule would require $7,200 additional in the 1965-66 budget, as the increase in the department's complement of three men would not begin before January 1, 1966 if the plan were approved; this figure would be $12,000 after its implementation. It was MOVED by Councilman Turner that the City Council defer action for another year. Motion seconded by Councilman Considine and failed to carryon the following roll call vote: AYES: NOES: Councilmen Considine, Turner Councilmen Balser, Forman, Reibold Councilman Forman then MOVED that the City Council accept the recommendation of the Fire Chief and inaugurate the three-platoon 1. 5-17-65 I I CLASSIFIED PERSONNEL 16:6538 . system at the beginning of the 1965-66 fiscal year. Councilman Balser seconded the motion which was carried on the following roll call vote: AYES: NOES: Councilmen Balser, Forman, Reibold Councilmen Considine, Turner Considerable discussion held on the method used in arrLvLng at the recommended salary increases as reflected in the City Manager's report based on surveys of other cities of comparable size. Councilman Considine felt that raises should be based on merit the worth of an employee-and compared governmental agency salaries with industry. He stated he had no argument for this year; that he would go along with the budget as presented on the $1.05 tax rate. The City Manager explained that in order to do what Councilman Considine suggested the City would have to abolish the Civil Service provision and adopt the merit system; that the spiral has continued since the end of the depression; industry compet'es: with other industry and governmental agencies likewise. Mayor Reibold observed that Arcadia, being in one of the highest income brackets, can pay for the calibre of employees presently working for the City. Councilman Balser referred to the negotiations held every year by industry and that City employees should receive the same holidays, working conditions and salary considerations; that Cities have to compare salaries. It was brought out that the budget as submitted is up 4.04 percent. Last year it was increased 9.28 percent. Councilman Turner agreed with Councilman Considine and referred in part to the approximately 50 percent of employee salaries being in the unsurveyed category. He referred to the firemen's salaries being in the unsurveyed category. He referred to the firemen's salaries which the three-platoon system would bring about. Councilman Forman MOVED that the City Council accept the salary recommendations for the classified employees as submitted by the City Manager. Councilman Balser seconded the motion which carried on roll call vote as follows: AYES: NOES: Councilmen Balser, Forman, Reibold Councilmen Considine, Turner It was MOVED by Councilman Forman, seconded by Councilman Balser and carried unanimously that a public hearing on the proposed budget be scheduled for June 15, 1965. Councilman Forman AMENDED the MOTION and asked that the Chamber be commended for the forward looking proposal. Councilman Turner agreed to the amendment and added to his original motion that the Chamber consider going forward with the program within its own budget. Councilman Balser seconded the motion which was carried unanimously. 2. 5-17-65 I I 16:6539 Police Motion was made by Councilman Considine that the City Council Consider establishing a guideline policy for the City Manager prior to his preparation each year of the budget. A brief discussion was held. There was no second or any further action.
