CITY COUNCIL OF THE CITY OF ARCADIA
STUDY SESSION
JULY 29, 1965
The City Council of the City of Arcadia met in study session in
the Conference Room of the City Hall at 7:30 P.M., July 29, 1965.

At the request of the City Council, the Water Superintendent
reviewed at length the contents of his written report dated July 26,
1965 concerning procedure in the preparation of specifications and
the purchase of water meters. He displayed several models and due
to the uncertainty of the quality of water which would be available
to the City in the future, he favored the hermetically sealed
register, in particular, the 'Penton' chamber (plastic). Legality
of the bidding process was explained by the City Attorney. It was
the concensus of the City Council that the Water Superintendent
prepare the specifications for the purchase of water meters and
include the requirement that the meters be hermetically sealed with
the 'Penton' chamber or its equivalent.
The City Manager reviewed in detail the contents of his written report
dated July 26, 1965 concerning annexations to the City. Emphasis
was placed on the area west of the El Rancho Shopping Center (between
Michillinda and Rosemead Boulevards). The subject area is in the
Pasadena School and Postal Districts and if annexed would present
other problems, one being the water situation. The City Council
was not of a mind to annex the area, however, with the advent of
the proposed May Company, it recognized the ultimate zoning of the
territory to commercial use. Discussion held on the jurisdiction
which would have control of the zoning. The residents who were in
attendance expressed concern as to the development of that particular
area; that perhaps the City should annex in order to have better
control. The City Manager was instructed to proceed with the study
for Council review, although at the present time it is not actively
pursuing annexation. The proposed annexation of property south of
Huntington Drive to the City of Temple City was explored briefly and
it was brought out that the territory is now being divided in order
for that City to consider smaller parcels.
The City Council reviewed copies of a newsletter which have been
distributed to the residents of South El Monte. Costs of a similar
mailing were placed at approximately $1425 - addressed to 'occupant'.
Value of such a mailing was discussed as were other ways and means
of reaching the residents. The City Council favored releases
through the press, water bill enclosures or in some manner encouraging
attendance at the Council meetings, as it did not feel that a mailing
to 'occupant' would be read by the residents and that other media
should be explored.

HELIPORT
The report of the Assistant to the City Manager was heard in
detail concerning the possibility of the establishment of a heliport
in the City located on the City Hall property. Discussion ensued
at length on the problems which would be encountered by the
location; its proximity to the downtown area, the attendant noise,
air clearance, the hazard during the racing season, etc. Although
it was agreed that the City needs and could support a helicopter
,service, the location was wrong; that perhaps the City owned Peck
Road property would better serve the purpose. Some discussion held
on the possibility of the County providing such a facility on its
El Monte Airport property. The City Manager to communicate with
the L. A. County Board of Supervisors in this regard.
FOOTHILL
FREEWAY
Councilman Turner advised that the Foothill Freeway will have its
groundbreaking ceremonies on August 10; that a luncheon will
precede the event at 12:15 P.M. in the Monrovia Elks Lodge.
