CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
AUGUST 24, 1965
Pursuant to the order of adjournment of the regular meeting of the
City Council of August 17, 1965, the City Council of the City of
Arcadia met in adjourned regular session in the Council Chamber of
the City Hall at 7:30 P.M., August 24, 1965.

The City Manager explained that $377,004.56 would be paid to the
District during the fiscal year 1965-66, with $26,926.16 to be paid
immediately, $210,047.04 on or before December 10, 1965 and
$140,031.36 on or before May 10, 1966.
Whereupon the City Attorney presented, explained the content and read
the title of Resolution No. 3809, entitled: "A RESOLUTION AND ORDER
OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ELECTING TO
PAY OUT OF MUNICIPAL FUNDS ONE HUNDRED PER CENT (100%) OF THE AMOUNT
OF TAX WHICH WOULD OTHERWISE BE LEVIED UPON PROPERTY WITHIN SAID CITY
OF ARCADIA BY AND FOR THE METROPOLITAN WATER DISTRICT OF SOUTHERN
CALIFORNIA, FOR THE FISCAL YEAR BEGINNING JULY 1, 1965 AND ENDING
JUNE 30, 1966, AND PROVIDING FOR THE PAYMENT THEREOF."
MOTION by Councilman Balser, seconded by Councilman Forman and
carried on roll call vote as follows that the reading of the full
body of Resolution No. 3809 be waived:

Councilman Balser further MOVED that Resolution No. 3809 be 'adopted.
Motion seconded by Councilman Turner and carried on roll call vote as

Discussion held on the advice that new plans have now been submitted
in connection with the application for a zone change from Zone R-l to
Zone c-o and D on property located on the southeast corner of Duarte
Road and Lovell Avenue (534 W. Duarte Road). This matter appeared
before the City Council on June 15, 1965 at which time the
application was disapproved on a 3 to 2 vote. Later in the Same
meeting a motion was made and carried on a 3 to 2 vote that the
application be reconsidered if plans were submitted in compliance
with all of the conditions specified by the Planning Commission in
its Resolution No. 549.

Discussion held on whether or not the matter should be scheduled for
another public hearing before the City Councilor referred back to
the Commission. Messrs. Turner and Reibold were of the opinion that
the new plans could be reviewed by the City Council in public hearing
inasmuch as the Commission had approved the zone change permitting
the construction of an office building thereon subject to conditions
which apparently have been met by the submission of new plans in
compliance therewith. Messrs. Balser and Considine felt that the
Commission would be interested in reviewing the plans which might
materially change the appearance of the structure.
MOTION was made by Councilman Turner, seconded by Mayor Reibold that 1
a public hearing be scheduled for September 21, 1965 and that the
City Clerk give proper notice. The motion failed to carryon the
following roll call vote:

MOTION was then made by Councilman Balser, seconded by Councilman
Considine and carried on the following roll call vote that the new
plans be referred to the Planning Commission for review and re-
commendation:

DANCE
The City Manager advised that an Arcadia youth organization, sub-
group of FORE, had requested permission to hold an outdoor dance for
teen-age persons (ages 15 to 18) on September 11, 1965 from 8:30 P.M.
until 12 midnight. A police report was made a matter of record.

Discussion ensued on the method of publicizing the event and
Dr. Fremont p. Koch, 549 W. Foothill Boulevard, stated in part that
the matter had been explored with the Police Department, Juvenile
Division; that attendance would be controlle~ by the sale of tickets
by members of the organization; that approximately 400 persons were
expected to attend; that all entrances would be barricaded to prevent
'gate crashing'; that publicity would be gained through the members
of the club, who also participated in the discussion.
The need for restricted parking was emphasized and it was the
consensus of the City Council that parking be prohibited on the upper
and lower levels of the Hinshaw Parking Lot; that parking be permitted
in the open parking area south thereof and that police control be
provided.

It was then MOVED by Councilman Considine, seconded by Councilman
Turner and carried on the following roll call vote that the City
Council grant permission to hold a teen-age dance as requested on
Hinshaw's Parking Lot on September 11, 1965 from 8:30 P.M. until 12
midnight subject to the following conditions:
1. Admission to be by ticket only - tickets to be pre-
sold by members of the organization - no tickets to
be sold at the dance.
2. Policing and chaperoning to be acceptable to the
Juvenile Division of the Police Department.

The meeting was recessed at 8 P.M. on MOTION by Councilman Considine,
seconded by Councilman Turner and carried unanimously to an executive
session for the purpose of discussing pending litigation with the
City Attorney, at the conclusion of which the meeting was adjourned
sine die.
