Pursuant to Resolution No. 3370, members of the City Council met in
the Conference Room of the City Hall on August 26, 1965 at 7:30 P.M.

The City Manager explored at length the recommendation of the staff
concerning the improvement of Duarte Road and Baldwin Avenue south to
the City limits (Live Oak Avenue). Report dated August 11, 1965 was
reviewed, wherein it was suggested that the City retain the services
of Frank Clough for the purpose of acquiring the needed property for
street widening purposes; expense to be charged to Gas Tax Funds. He
wpuld receive $6 per hour plus expenses of telephone and travel at
10~ per mile. Any 'secretarial work involved would be absorbed by the
Engineering Department. It was explained that Mr. Clough is highly
experienced in this field. The City Council concurred in the
recommendation - with Duarte Road widening to be commenced after the
1966 racing season and Baldwin Avenue in approximately two years.
Extensive discussion held on skateboard and bicycle control on which
the City Manager submitted a report dated August 24, 1965, wherein
changes to the Municipal Code were proposed. The use of sidewalks in
commercial areas was the primary hazard for pedestrians as well as
those using bicycles and wheeled toys. It was the consensus of the
City Council that bicycles not be incorporated in the regulations to
be imposed at the present time.
Considerable discussion was held on the Director of Public Works'
preliminary report on sidewalk construction dated August 24, 1965
setting forth basic considerations. It was recommended that $100,000
be set aside annually for this purpose with the view toward the
completion of the project within five years. The sidewalks would be
constructed adjacent to Elementary, Junior High and High Schools.
It was the consensus of the City Council that staff prepare a
comprehensive report of critical areas showing main thoroughfares.
This report will be submitted to the City Council at its next
regular meeting of September 7, 1965 and will be in priority form.
The City Attorney presented regulatory ordinances from other cities
and discussed the success or failure of same. He referred to the
existing City regulations as contained in the Building Code and
explained the procedure for enforcement thereof. He discussed
legislation currently being considered on a State level. The City
Council concurred in the recommendation that the laws already 'on
the books' be enforced in cases where private property has been
permitted to deteriorate. Specific cases were noted and will be
investigated by staff.

Councilman Turner will be late in arriving at said meeting.
