HomeMy WebLinkAboutSEPTEMBER 29,1965 I SIDEWALK PROGRAM VEHICLE SPEED ZONING I PLANNING PROCEDURE FILM STRIP MINUTES CITY COUNCIL OF THE CITY OF ARCADIA STUDY SESSION SEPTEMBER 29, 1965 The City Council of the City of Arcadia met in study session in the Conference Room of the City Hall at 7:30 P.M., September 29, 1965. PRESENT: ABSENT: Councilmen Balser, Considine, Forman, Turner, Reibold None OTHERS: City Manager, City Attorney, Director of Public Works, City Manager Pro Tempore, Police Chief Extensive discussion held on the proposed construction of sidewalks in areas adjacent to schools. The City Manager explored the contents of numerous communications received pertaining to said construction, explained costs, etc. It was the consensus that the sidewalks should go to the existing property line, which varies from 0 to 12 feet from the curb line. Discussion ensued on the removal of shrubs, fences, sprinklers, any other substance which may be in the parkway, and on the City Manager's recommendation that the Post Office deliver mail to the door instead of curb boxes, and utility pole relocations. It was noted that notices to the property owners involved will go forward after October 19, 1965. The Police Chief reported on the technical warrants and methods of setting speed limits. He distributed booklets pertaining thereto and suggested that the Chief of Police with the Director of Public Works should be making an annual study of the speed limits within the City, but that it takes time and manpower; that such records would be most useful in Court appearances. With particular reference to the area on W. Colorado Boulevard known as the Y curve, he stated that he and the Director of Public Works have endeavored to secure assistance from the State on the existing curve construction, but to no avail. Speed and its control on other streets was discussed as was the congested traffic situations on Sundays at the various church locations. The City Manager reported on reV1S10ns in procedures to eliminate superfluous matter in an endeavor to reduce the time element in Planning Commission matters; that he had requested the Planning Department to prepare in chart form the procedures followed from the beginning to the consummation of a matter before the Commission. This was at the expressed desire of the City Council. Same will be pursued and the possibility of a joint meeting with the Commission to explore the matter further was foreseen. The City Manager pro tempore advised that" the film strip was now in final form and reservations for its showing were being received. 1. 9-29-65 He will prepare a script to be used in its conjunction by the person who accompanies the film strip. The City Council members were willing to appear with the film strip if an expressed desire was made by a club and/or organization. Otherwise, members of the City staff will appear and narrate. ZONING MAPS The City Attorney distributed colored zoning maps for the convenience of the members of the City Council in determining existing zoning on specific properties.
