HomeMy WebLinkAboutJULY 26,1962 ~ M I NUT E S CITY COUNCIL OF THE CITY OF ARCADIA STUDY SESSION JULY 26, 1962 I The City Council of the City of Arcadia met in study session in the Conference Room of the City Hall at 7:30 P.M., July 26,1962. PRESENT : ABSENT : Councilmen Balser, Reibold, Turner, Butterworth Councilman Phillips Discussion held on the possible door to door solicitation measure to be placed on the ballot in November, 1962 in order to permit the electorate to vote on whether or not it desired continued door to door solicitation or complete banning of such practice. It was brought out that the City has Ordinance No. 1188 which prohibits any residence from being solicited if it has been posted "No Solicitors". The effect on non-profit organizations explored (Girl Scouts, Campfire Girls and others). Many related factors discussed at length, including the fact that the regulation does not cover money-raising projects. The City Attorney pointed out that the wording of the proposed ordinance would necessarily have to cover every aspect which could possibly be anticipated. It was estimated that such consolidated election with the State and County would cost approximately $3000. Councilman Turner stated in part that in his op1n10n it would not be wise to spend the money to accomplish something that the Councilmen had been elected to do; that the present regulations protect residents who do not wish to be disturbed. Mayor Butterworth was of the opinion that the matter should go before the electorate. Councilman Balser was in favor also of placing the matter on the ballot. That he is of the opinion that the public does not like the idea of placing a sign on property. I Councilman Reibold commented that he was not certain just what the public does desire in this matter; that he would be willing to have it placed on the ballot if it could be properly handled. Conclusion: That the City Attorney revise the Ordinance and submit to the Council for future discussion. Discussion held on proposed Ordinance No. 1190 (Skill game prohibition). Comments included the fact that such an ordinance would effect the miniature golf course on Live Oak Avenue, bazaars, church events. The City Manager mentioned the fact that the only real problem during the current year was the occurrenc;e at the "73 Club" on Huntington Drive. After discussion the City Attorney was requested to endeavor to prepare another draft of the proposed ordinance to permit the miniature golf course, clubs, etc. to proceed; that this matter may not go before the voters. ~ ~ The City Manager submitted copies of a proposed policy governing conference attendance by staff members. Discussion was held on transportation methods, first class versus tourist. Car mileage of ~~ per mile also explored. The Councilmen were of the opinion that tourist affords the same protection and accommodation and is a saving of expenditure. I POLICE RECRUITMENT: The City Manager explained,a new procedure in employing police officers which has been tried successfully by other cities. That the method of recruitment from the State of Kansas had proven successful in that over 60 applications had already been received by the Police Chief; that the Personnel Board had reviewed the practice proposal and had approved same. That the Assistant Chief (Orr) would travel to Kansas to interview the applicants and the medical examinations would be given at that time. It was brought out that this procedure would result in a savings to the City in the training of the officers. The City Manager discussed a report on the increase in Highway Users Taxes to finance City streets. The Council did not look with favor on the proposed legislation. Brief discussion held on the manner in which the Library Board handled the recent situation pertaining to controversial books and the holding of meetings at the library. The decorum at the Board meeting was commendab Ie. Councilman Reibold suggested that the conditions on Planning Commission recommendations pertaining to tentative and final tracts not be read verbally at the Council meetings in an effort to simplify the meetings. Planning Director Phelps in agreement, suggested that the Planning Commission itself make final determinations on tracts, etc. No further discussion, the meeting adjourned at 10:15 P.M. ~~~~~ City Clerk I 2 7-26-62
