CITY COUNCIL OF THE CITY OF ARCADIA
STUDY SESSION
OCTOBER 25, 1962
The City Council of the City of Arcadia met in study session in the
Conference Room of the City Hall at 7:30 P.M., October 25, 1962.

The City's representative on the Los Angeles County Watershed Commission,
Mr. Donald Camphouse, was present and spoke at length on present plans of
the Commission for the building of fire stations at strategic locations,
the construction of roads into disaster areas, etc..
Picture of proposed plan displayed and discussed. Location of County
Fire Stations discussed and consensus reflected opposition to these
structures being located within a City. The position of the City for
the use of the monies is desired.
The City Manager summarized events to date; that study of the budget
reflected that the majority of the money was earmarked for fire stations,
equipment and site acquisition. Consensus was that there is dire shortage
of access roads into critical areas and that these should be constructed
prior to buildings. Discussion was also held on the possibility of
utilizing local stations and manpower.
Situation examples were cited, i.e. where fires occurred in areas
inaccessible to equipment.
POSITION OF CITY: Favor program; however, access roads, watersheds and
new sites more important than fire stations at the
outset.
Mr. Camphouse left the meeting at 8:05 P.M.
DINNER FOR Mayor Butterworth then suggested and received favorable reaction from the
~BOARDS & members of the City Council that plans be formulated for a dinner meeting
COMMISSIONSwith all Boards and Commissions on a possible date in January. This
event usually takes place every two years. The Mayor and City Manager will
proceed with plans.
Mayor Butterworth brought up the need for a Chain of Command Ordinance or
Reso~ution in the event of a war caused disaster. The City Attorney was
asked to prepare such a succession ordinance for study by the City Council.

Favorable comments were entertained regarding the latest booklet regarding
City government prepared and distributed by the League of Women Voters.
Also notice was given that the League plans to hold a"Know your Candidate"
meeting on October 30 and the Councilmen. were urged to attend as City
representatives.
The City Council was reminded of the forthcoming meeting with the School
Board (October 30,1962 at 8:00 P.M.) The City Clerk to send reminders also.
Mayor Butterworth read from a letter he had received regarding the Sister
City, Tripolis, Greece. The City being of an agricultural nature, tourist
attraction, small industry. Located in the foothills, 663 meters above
sea level, being freed from Turkish occupation in 1821. Its educational
facilities were recounted and its progressive modernization explored.
Mayor Butterworth will meet with the Ambassador from Greece while in
Washington, D.C. Resolution to be prepared to legally accomplish the
Sister City plan.

The City Manager summarized the final report prepared by Stetson, Strauss &
Dresselhaus on Arcadia's Supplemental Water Supply for Upper San Gabriel
Valley Municipal Water District submitted October 16,1962. Councilman
Reibold reviewed at length segments of the report and expressed his
opinion that the costs of the District should be borne by the water users,
i.e. place on the City water bills. He proceeded to cite examples of the
amount of tax increase versus the amount of water cost increase. Inasmuch
as this entire matter must come before the people for a vote as to whether
or not they wish to join the Metropolitan Water District the Council will
study the report and additional material to be submitted to them prior to
the next Council meeting (November 7,1962) at which time Councilman Reibold
will be instructed how the Council desires to vote. The Council was advised
that the Water Board will meet November 5,1962 to study the report and will
recommend action to Council by November 7,1962.
The City Manager advised that on Friday, October 26,1962, the school
children will be provided with a civil defense pamphlet, consisting of
brief instructions and certain information pertinent to self defense in
the event of an emergency. He also advised thatthe Civil Defense Board
will hold a special meeting Monday October 29,1962 at 8:00 P.M.
Councilman Turner advised that the Independent Cities of California
organization requests support on the matter of sharing in the possible
tax cut or rebate program, should same be instituted.
No further business to come before the Council, the meeting adjourned at
9:00 P.M.
