HomeMy WebLinkAboutFEBRUARY 28,1963 ~ MINUTES CITY COUNCIL OF THE CITY OF ARCADIA STUDY SESSION FEBRUARY 28, 1963 The City Council of the City of Arcadia met in study session in the Conference Room of the City Hall at 7:30 P.M., February 28, 1963. 1 PRESENT: Councilmen Balser, Phillips, Reibold, Turner, Butterworth City Engineer Lortz and Mr. Jess Reynolds of the State Highway Division This meeting being held for discussion on the Foothill Freeway, the Director of Public Works displayed and explained in detail the freeway rendering as displayed. Points covered included the engineering aspect, noise factor, traffic flow, the opening of Michil1inda Avenue and also the extension of Baldwin Avenue, which is of utmost importance to the City, Upon query, Mr. Reynolds stated that it would undoubtedly be at least two or three years before any actual construction work would begin. The Council expressed concern about the time element, especially as far as the extension of Baldwin Avenue is concerned and Mr. Reynolds stated in part that it is possible to relocate the railroad tracks at an earlier date but that acquisition of all right of way property would be necessary and this is time consuming. Interest was shown in elevation, on and off ramps, etc. Mr. Reynolds took his leave at 8:00 P.M. and the Council adjourned to reconvene in the Council Chambers for the specific purpose of viewing slides which had been prepared by Mr. Phelps, Planning Director, pertain- ing to high-rise structures. The slides indicated the possibility of construction of buildings from one to eight stories in height in the future. Discussion held on height district map independent of zoning. Situations which could arise from permitting high rise in certain areas was discussed. Councilman Balser opposed the four story possibility. It was the consensus of the Council that this should not tie in with R-3 in the proposed plan. 1 It was brought to the attention of the City Clerk that Mr. H. T.
