CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
MAY 14, 1963
Pursuant to the order of adjournment of the regular meeting of the City
Council of May 7, 1963, the City Council of the City of Arcadia met in
adjourned regular session in the Conference Room of the City Hall at
7:00 P.M., May 14, 1963.

The City Manager presented for the first time, explained the content
read the title of Ordinance No, 1207, entitled: "AN ORDINANCE OF THE
COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, AMENDING THE ARCADIA
MUNlCIPAL CODE BY ADDING THERETO A NEW SECTION 8658.1."
and

MOTlON by Councilman Butterworth, seconded by Councilman Reibold and
carried on following roll call that the reading of the full body of
Ordinance No, 1207 be waived:

Councilman Butterworth further MOVED that Ordinance No. 1207 be introduced.
Motion seconded by Councilman Balser and carried on following roll call:

Upon advice of the City Manager that the preliminary plans meet all
regulations, Councilman Reibold MOVED, seconded by Councilman Balser and
carried unanimously, that the request of Santa Anita Professional Annex
Association for a building permit to divide two suites in an existing
building at 75 North Santa Anita Avenue be granted, (Moratorium area),
Extensive discussion was held on the preliminary budget for 1962-63 as
presented by the City Manager, the individual departmental requests and
the City Manager's recommendations being e~plored, Having perused the
budget material up to and including the police budget, discussion was
continued to the next adjourned regular meeting.
After discussion and the consensus of the Council that a change of auditors
was indicated for the next year, Councilman Butterworth MOVED that the
Council accept the recommendation of the Audit Committee (Rayor Phillips
and Councilman Balser) and authorize the retaining of the firm of
Lybrand, Ross Bras, & Montgomery, Certified Public Accountants, Los Angeles,
to conduct the annual audit examination of the general financial records
of the City for the fiscal year ending June 30, 1963, for the sum of
$3000, said examination to be conducted in accordance with generally
accepted auditing standards applicable in the circumstances, and to
inClude such tests of the accounting records and such other, auditing
procedures as will enable said firm to express its opinion of the financial
statements of the City, and that Councilmanic decision as to a special
audit for $450 be reserved. Councilman Balser seconded the motion which
was carried on roll call vote as follows:
