CITY COUNCIL OF THE CITY OF ARCADIA
ADJOURNED REGULAR MEETING
MAY 20, 1963
Pursuant to the order of adjournment of the Adjourned Regular Meeting of the
City Council of May 14, 1963, the City Council of the City of Arcadia met in
adjourned regular session in the Conference Room of the City Hall at 7:00 P.M.
May 20, 1963.

MOTION by Councilman Reibold, seconded by Councilman Butterworth and
unanimously carried that the Mayor and City Clerk be authorized to execute
an agreement with Lybrand, Ross Bros. and Montgomery for the audit examination
of the financial books and accounting records of the City for the fiscal
year ending June 30, 1963.
RESOLUTION Mayor Phillips presented, explained the content and read the title of
NO. 3596 Resolution No. 3596, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
(After Dark OF ARCADIA, CALIFORNIA, EXPRESSING OPPOSITION TO NIGHTTIME HORSE RACING."

follows that the reading of the full body of Resolution

Councilman Butterworth further MOVED that Resolution No. 3596 be adopted.
Motion seconded by Councilman Turner and carried on roll call vote as follows:

Councilman Butterworth then MOVED that the City Manager without delay wire the
State Senator of the 38th District, the Assemblyman of the 49th District and
the Committee Chairman, urging the Legislature of the State to promptly
disapprove any measure the effect of which will be to permit horse racing or
harness horse racing after dark anywhere in the State of California. Motion
seconded by Councilman Balser and carried unanimously.
Briefly discussed was a Bill considering the consolidation of the Municipal
Courts, Councilman Butterworth to secure pertinent information to present to
the Council for its review.
Councilman Turner inquired as to the results of the Attitude Survey. The City
Manager advised that the tabulation should be completed within a week or ten days.
INTER- MOTION by Councilman Reibold, seconded by Councilman Balser and carried on

'MUNICIPAL registration fee for the attendance of Councilman Butterworth at the

BUDGET Further departmental budgets perused, beginning with the Police Department
1962-63 through the Recreation Department. Items were reviewed by categories and
(Preliminary) 'recommendations were made for further reduction and elimination. The
City Manager to effect such recommendations in the Budget. Also to be
explored at a later budget session: Automotive and communication equipment,
Additional personnel, Holidays, Conference attendance, Street maintenance.
Prior to Adjournment, Councilman Reibold distributed written comments
pertaining to Section 1106 of the City Charter. Mayor Phillips suggested
that same be reviewed by the Councilmen and that at the next budget meeting
budget consideration will resume with the budget of the Library.
