PRESENT : ABSENT: Councilmen Balser, Butterworth, Reibold, Turner, Phillips None Mayor Phillips noted for the record the receipt of a communication from the City of Baldwin Park protesting an increase in the County tax rate. Filed. Mayor Phillips noted for the record the submission of a communication to Mr. Frank J. Bonelli, Supervisor of Los Angeles County District 1, advis- ing that the City of Arcadia prefers to remain in one District inasmuch as consideration is now being given to dividing the City at Foothill Boulevard. Councilman Butterworth, having been asked to check into the possible consolidation of the Municipal Courts now before the Legislature, recommended that no action be taken by the City Council. Accepted. Mayor Phillips stated in part that the salary survey is now in final form and ready for consideration. Councilman Turner stated in part that it would be his recommendation that the survey be submitted to the Personnel Board for its perusal and recommendation. General discussion ensued and although all members of the Council did not entirely agree, due in part to the time element involved, it was the desire of the Council that same be submitted to the Personnel Board with the request that the Board review same during the forthcoming week and return with recommendation by June 3, 1963 (the date of the next Budget session). Discussion was held on the possible need for clarification of the actual responsibilities of the Personnel Board in matters of this nature. The City Manager advised that the unidentified box on North Santa Anita Avenue was in reality a Fire Box belonging to the City and which is now readily identifiable. Review and discussion continued on the Preliminary Budget for 1963-64. The remaining two budgets were explored, that of the Library and the Water Department. The Recreation Budget was returned to the Department for adjustment in certain categories.
