CITY COUNCIL OF THE CITY OF ARCADIA
STUDY SESSION
SEPTEMBER 26, 1963
The City Council of the City of Arcadia met in study session in the
Conference Room of the City Hall at 7:30 P. M., September 26, 1963.

Councilmen Butterworth and Reibold
OTHERS PRESENT: City Manager Schone, Police Chief Seares, City
Controller Harris and City Attorney Nicklin
The City Manager summarized the forthcoming improvement of the north
east corner of First Avenue and Santa Clara Street by the locating of
the Industrial Brush Company building at said corner. Diagrams were
exhibited.
Coverage of City uniformed personnel in lieu of social security benefits
discussed with City Manager, Police Chief and the City Controller partici-
pating.
The City Manager distributed for discussion copies of proposed letters
to go forth to all residents within the next two weeks advising of the
water rate increase and a separate letter relating to the solicitation
regulation. Both communications in the same envelope. It is proposed
touuse ,all addressograph operation to "occupant". Discussion held at
length with the consensus being that it would appear to be appropriate
for both communications to be combined in the mailing.
Mr. James Bowie, member of the local Masonic Lodge, was present and
addressed Council regarding the financial arrangement between the City
and the Lodge on the purchase of the new site for the Temple. Said
arrangements incorporating the trade of the present site on Santa Anita
Avenue. Items covered included; interest rates, 52 year loan, the fact
that the new building may cost in the neighborhood of $300,000; pledges
currently received by the Lodge; occupancy date for the new building,
Interest was evinced in having the Lodge surrender occupancy when it moves
into the new quarters with interest to start no later than July 1, 1965.
Fire insurance discussed; also tree planting as required by the City;
angle parking; the requirement of a qualified landscape architect.
Matter to formally appear before Council at the regular meeting of October
15, 1963. The City Attorney to prepare necessary documents.

Discussion held on the Central Area Moratorium Plan. Reference made to
the A & A Building Supply Company which is in the immediate area; discus-
ion held on the advisability of removing certain sections from the re-
stricted area.
Brief discussion held on the forthcoming recommendations of the Planning
Connnission..
The meeting adjourned at 9:50 P. M.
