PRESENT: ABSENT: Councilmen Balser, Butterworth, Reibold and Phillips Councilman Turner OTHERS PRESENT: City Manager Schone, City Attorney Nicklin and City Controller Harris The primary purpose for the meeting being for discussion on whether or not the City should establish a "City Processing Center" using the IBM data processing equipment. The City Manager summarized suggested proposed use for the time saving equipment; that is, Planning Department Data, Water, Billing, Payroll, Business License, etc. He also advised that it would be possible to contract with other surrounding cities to use the equipment. Cities could be AZllsa, Sierra Madre, Monrovia and perhaps others. The city would rent the equipment with no plans for outright purchase at the present time. There would be a supervisor in charge who would program and schedule. This person would undoubtedly be one currently employed in the Controller's office. Distribution of costs as compared to present monthly costs, proposed acquisition dates and condition of present city equipment revealed the need for replace- ment in most cases. The availability of adequate space was explored, as was the need of various departments for additional work area. It was the concensus that should the City enter into this program, separate quarters for this operation would be in the best interests. The possibility of the City entering private enterprise by contracting for the service was a concern. Council expressed sympathy with the idea and were of the opinion that it would be well to have Lybrand, Ross Bros., and Montgomery advise the City Council on the feasibility and the costs, etc., of the proposed processing center. Brief discussion was held concerning city owned property on Duarte Road; the proper usage of the remaining land indicated that garden type apartments would be compatible with the surrounding area. It was suggested that Arthur Baumen, who had previously shown interest in the purchase of this property, be contacted. The freeway plans for the County territory between Michillinda and Rosemead indicated an improved traffic pattern. Council favored the State's recommendation for on and off ramps. There being no further business for discussion, the meeting adjourned at 9: 10 P. M. ~/X:O,~=.~~ City Clerk 10-31-63
