Rev. Maurice Meredith, Pastor of the Arcadia Church of Christ. Mayor Elton D. Phillips led in the pledge of allegiance. PRESENT: ABSENT: Councilmen Balser, Butterworth, Reibold, Turner, Phillips None MOTION by Councilman Butterworth, seconded by Councilman Balser and unanimously carried that the minutes of the regular meeting of January 2l, 1964 be APPROVED. Mayor Phillips declared open the hearing and inquired if anyone desired to address Council to the matter of the application which has been filed by, Robert Cass for a business permit to allow him to continue the business of a used car sales lot at 154 E. Huntington Drive. Mr. Roland Taylor, 50l W. Alta Vista, Monrovia, representing the applicant, stated in part that Mr. Cass was desirous of operating the business as the person to whom he had leased the business was unable to continue. No one else desiring to address Council, MOTION was made by Councilman Butterworth, seconded by Councilman Reibold and carried unanimously that the hearing be closed. MOTION was then made by Councilman Butterworth, seconded by Councilman Reibold and carried unanimously that the application be approved and that a business permit be issued to Robert Casso MOTION by Councilman Reibold, seconded by Councilman Turner and carried unanimously that the final maps of Tract Nos. 27647 and 29221 be APPROVED in accordance with the recommendation of the Planning Commission. Tract No. 27647 (East of El Monte Avenue between Palm Drive and Woodruff Avenue) Tract No. 29221 (2500 and 2508'El Monte Avenue) MOTION by Councilman Balser, seconded by Councilman Butterworth and carried unanimously that a public hearing be scheduled for FEBRUARY 18, 1964 at 8 P.M. on the recommendation of the Planning Commission con- tained in its Resolution No. 504 pertaining to regulations controlling signs, billboards, and advertising structures in Zone C-l, and off- street parking requirements. 1. 2-4-64 LAND EXCHANGE WITH SCHOOL DISTRICT J: AJ.-~ ~t- fA j)- )..J~-V CHAMBER OF COMMERCE (DUARTE ROAD CITY OWNED PROPERTY) J 8~0 15:6177 MOTION by Councilman Turner, seconded by Councilman Butterworth and carried on roll call vote as follows that the recommendation of the City Manager as contained in his report with map attached dated January 29, 1964, be approved and that the Mayor and City Clerk be authorized to execute the deeds for an exchange of property with the Arcadia Unified School District, said land being located on Santa Clara Avenue west of Rolyn Place. The exchange involves equal parcels of land and both agencies will benefit. AYES: NOES: ABSENT: Councilmen Balser, Butterworth, Reibold, Turner, Phillips None None 1 MOTION by Councilman Butterworth, seconded by Councilman Turner and carried unanimously that the communication from the Chamber of Commerce relative to the disposition of City owned property located on the south side of Duarte Road between El Monte and Santa Anita Avenues be REFERRED TO THE LAND COMMITTEE. Said communications request that no action be taken until after June 1, 1964. (This system will re- place the major city street system used under the prior Gas Tax allocation and is in conformance therewith). MOTION by Councilman Balser, seconded by Councilman Butterworth and carried unanimously that the detailed reports on conference attendance submitted by various city employees be accepted and filed. Request of Charles Cadieux for permission to use the building at the southwest corner of First Avenue and Colorado Boulevard as an accountant's office; that he will improve the inside of the building to some extent. It was brought out in discussion that the property is owned by the We'Stern Pacific Oil Company and is direly in need of improvement; that the Planning Department and the Department of Public Works should review the planned program of rejuvenation before the work starts and that any improvement would be of benefit. It was also noted that the subject corner is the only area not widened and inasmuch as traffic signals are to be installed in the near future at said location the City Manager should contact the owners and endeavor to secure a deed for the widening of the street at that location as part of the consideration in granting the requested usage. MOTION by Councilman Turner, seconded by Councilman Butterworth and carried unanimously that the request of Charles Cadiuex for per- mission to USe the building at the southwest corner of Colorado Boulevard and First Avenue for an accountant's office be approved for a period of one year only subject to all applicable regulations; and that the City Manager contact the Western Pacific Oil Company for the purpose of endeavoring to secure a deed to the required footage for street widening in consideration for the granting of the requested usage of the property. MOTION by Councilman Turner, seconded by Councilman Butterworth and carried unanimously that the request of L. L. Parkhurst, dba RoMic Products Company, for permission to install an awning at 77 W. Huntington Drive be APPROVED and that a building permit subject to all applicable regulations be issued therefor. The request of the City Refuse Company for a new 10 year contract be- ginning July 1, 1964 was held for review on MOTION of Councilman Butterworth, seconded by Councilman Reibold and carried unanimously. Mr. Paul Thorsen, the owner, addressed Council stating in substance that an early determination would be appreciated inasmuch as the Company had to purchase equipment; that a rate increase was not being requested. The City Attorney presented, explained the content and read the title of Resolution No. 3642, entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, GRANTING A ZONE VARIANCE TO PERMIT THE CONSTRUCTION OF A 200 UNIT EIGHT STORY APARTMENT BUILDING WITH PENTHOUSE LOUNGE ON PROPERTY LOCATED AT 614, 620, 624, 630, 634 and 642 WEST HUNTINGTON DRIVE IN SAID CITY UPON CERTAIN SPECIFIED CON- DITIONS" . 3. 2-4-64 RESOLUTION NO. 3644 Zone H (West Arcadi/l. expanded area) :J- /0014 15:6179 MOTION by Councilman Turner, seconded by Councilman Butterworth and carried on roll call vote as follows that the reading of the full body of Resolution No. 3642 be waived: AYES: NOES: ABSENT: Councilmen None None Balser, Butterworth, Reibold, Turner, Phillips , Discussion ensued and the following amendments were approved on MOTION by Councilman Turner, seconded by Councilman Reibold and carried unanimously: 1 That in the Title and in Sections 1, 2 and 3, the figure of 200 units be changed to 220 units. That in Section 2, Line 17 the figure of 190,000 be changed to 200,000, That in. Section 2, Line 19 the words "most of" be inserted after the word "that" so that it will read, "That most of the required parking... ". That Section 3 sub-paragraph L be amended to read: "A minimum of 368 parking spaces shall be provided underground, and all driveway and parking areas shall be paved with concrete, and the construction, grades and alignment and layout thereof approved by the Department of Public Works and the Planning Department". AYES: NOES: ABSENT: Councilmen Balser, Butterworth, Reibold, Turner, Phillips None None Mrs. Manuel Munoz, 1235 South First Avenue, addressed Council inquiring as to whether or not the City calls for bids for the collection of refuse, and if not the reason for not so doing. 7. 2-4-64 SISTER CITY PLAQUE TRAFFIC SIGNALS (Foothill Blvd.) RESOLUTION NO. 3647 (1; (Jz: ~'1f' ORDINANCE NO. 1237 (C~ty Clerk) INTRODUCED l5:6183 She was informed that the City by ordinance regulates and controls the collection of refuse, and by resolution adopted thereunder specifies the maximum rates for the various types of services available; that City Refuse Company by negotiated contract has the exclusive right to collect residential refuse at regularly scheduled intervals; that the contractor is under bond and must perform in accordance with the City's specifications, and that by experience the City has determined this to be the better method as it is subject to complete control by the City Council. Mrs. Munoz further inquired what would be the status of her property 1 and that of a relative who owns adjacent property should a Church be approved for the property from llll to 1205 S. First Avenue. It was suggested that her inquiry was premature as an application had not as . yet been filed with the Planning Department and that she should keep in touch with that Department as it would be in a position to advise her if and when such an application is filed. MOTION by Councilman Reibold, seconded by Councilman Balser and carried on roll call vote as follows that the sum of $150 be appropri- ated from Council Contingency Account for a plaque to be used in connection with the dedication of the duplicate plaque which was presented to Tripolis, Greece. Councilman Balser also suggested that the matter being carried on Pending Agenda be placed on the next official agenda for Council consideration, said matter being Planning Commission Resolution No. 498 recommending the height of all future buildings be two stories or 35 feet in all zones except Zone 'H'. The suggestion meeting with the approval of all Council members, it was so ordered. Mayor Phillips acknowledged receipt of the Health Services and Facilities booklet prepared by the League of Women Voters and advised that it would be available for public purchase at the office of the City Clerk. Councilman Turner, as a point of interest, read an article from the California Builder magazine pertaining to required square footage per unit.
