CITY COUNCIL OF THE CITY OF ARCADIA
FEBRUARY 18, 1964
The City Council of the City of Arcadia, California met in regular
session in the Council Chamber of the City Hall on February 18,
1964 at 8 P.M.

MOTION by Councilman Reibold, seconded by Councilman Balser and
carried unanimously that the Minutes of February 4, 1964 be approved
as submitted in writing.
Matter CONTINUED from December 3, 1963. Planning Commission Res.
No. 498 recommending that the height of all future buildings be ,"
limited to two stories or 35 feet in height in' every zone other than
Zone 'H' Special Height Zone. This matter was carried over until
this date awaiting the determination by the City Council in the Zone
'HI classification areas,
The Planning Director presented a brief resume of the contents of the
Resolution and displayed projecturals depicting the height patterns
existing within the City and the areas which would be affected in-
cluding proposed height changes in commercial and industrial Zones.
The proposal had the unanimous endorsement of the Planning Commission.
Mayor Phillips stated that although the hearing had been formally
closed, Council would be willing to hear anyone in the audience who
desired to speak to the matter. No one responded.
Extensive discussion held on the possibility of building more than
two stories in the 35' height limitation; the type of construction to
be expected if four stories were to be permitted; parking, elevators,
distribution of air conditioning systems, etc. Councilman Turner
stated in part that he was still of the opinion that two stories and
35 feet in height are not synonymous; that three stories could be
built within 35 ,feet; that in his opinion Council would be remiss in
limiting construction to 35 feet or two stories; that the regulation
should be for one or the other requirement; that it is not physically
possible to construct, esthetically, 4 stories within 35' under
present building regulations.
Councilman Reibold commented that if four stories were to be
permitted why change anything; that in his opinion this would
encourage construction of substandard nature; that Council should
take action on what it believes to be right; do not make it possible
for someone to manage to build 4 stories" within 35'.

Councilman Balser stated in part that it was his impression that the
number of stories was definitely a part of the reason for changing
the regulations; that he thought it was generally agreed upon that
there are two community shopping centers (West Arcadia and the down-
town area where there is an H Zone regulation); that the other
shopping centers are considered neighborhood shopping centers and are
adjacent to R-l zoning where, in his opinion, the height and number of
stories should be compatible; that for instance a three or four story
building in the El Rancho Shopping Center ,would be incompatible; that
the City could not,\in his opinion, support additional shopping
centers and permitting more than two stories in those areas would
bring more shopping centers.

Mayor Phillips referred to areas presently zoned for 8-story, con-
struction; that in his opinion Council is discussing height limit and
not stories; that 4 stories probably would not be constructed for
many years nor does it seem logical that anyone would endeavor to
build 4 stories within 35' height limitation; that he would rather
see a 35' or 37' limitation wherein air conditioning could be contained
within the super structures.
Councilman Butterworth favored the limitation of 35' or 3 stories.
Councilman Turner then MOVED that the Planning Commission Resolution
No. 498 be APPROVED with the exclusion of the 2-story stipulation and
,that"the regula~ion be sp~lled o~t as 35' in height or 3 stories and
that r~~i~ent~al zoning remain at 2 stories.

Motion sec,Dnded,by Councilman Butterworth and prior to the roll call
vote Councilman Balser referred to construction on the west side of
Baldwin Avenue south of Duarte Road where 1 story construction is
taking place and could not understand the objection to 2 stories in
commercial areas.

Councilman Turner observed that land values are ever increasing and

Councilman Reibold commented that the Council cannot have as its sole
criteria the maximum use of land; that it should not always be con-
sidering land usage.

Planning Commission Resolution No. 504 recommending the amendment to
the Arcadia Municipal Code by amending and augmenting the regulations
controlling signs, billboards and advertising structures in Zone C-l,
amending off-street parking requirements for Zone C-l and altering
the uses permitted in and the regulations applicable to Zone Col.

HEARING
The City Manager advised of the receipt of a communication from the
Chamber of Commerce requesting that the hearing be continued until
the next regular Council meeting (March 3).
Mayor Phillips then declared the hearing open and inquired if anyone
in the audience desired to be heard on the,matter. No one responded.

Councilman Butterworth then MOVED that the hearing be continued until
March.3, 1964. Motion seconded by Councilman Balser and carried
unanimously.
- Planning Commission Resolution No. 505 recommending the denial of a
zone variance to allow construction of a 105 dwelling unit planned
residential park development of property located at 82 through l60,W.
Duart e Road. '
Upon advice that the applicant, Arthur Bauman, had appealed said
decision by submitting the $100 appeal fee, it was MOVED by Councilman
Bals~r, seconded by Councilman Reibold and carried unanimously that
tn~ matter be referred back to the Planning Commission with the
re9~~st that another public hearing be held after notice to consider
the variance application on new plans to which the applicant referred.
The Planning Director explained contents of a report on proposed land
acquisitions of the Arcadia Unified School District for the expansion
of the Dana Junior High School and the Holly Avenue Elementary School.
Po' ,s-tA..v&-t.s, Conditions proposed by the Planning Coounission were explored.
Discussion held on pedestrian and vehicle traffic; parking; sidewalk
construction adjacent to the school site (Holly Avenue); the dedi-
cation of 12' of property fronting on Duarte Road after the'recom- ,
mendation for a lot split at 350 and 340 W. Duarte Road had oeen con-
sidered; that Magna Vista Avenue be terminated in a manner satis-
factory to the Department of Public Works with ,any further necessary
dedications.

Discussion further held on the recommendation for 10' of landscaping
on the north between the school and residential property at 1305 S.. '

as follows that Council authorize a change in design on the Orange
Grove Reservoir No. 5 from a 4-million gallon prestressed concrete.

connection with the purchase of a 29,000 G.V.M. truck chassis with a
tilt cab and f~r a fully streamlined 1800 gallon water tank,
including pump, auxiliary motor and accessories for street flushing
with tree watering and sprinkling attachments.

TRAFFIC COUNT Discussion held on the report submitted at the request of the City
Council on the speed of traffic on Foothill Boulevard and the
(Foothill Blvd.) feasibility of the installation of a signal at Rancho Road and
Foothill Boulevard. The report set forth the average and critical
<' ,~ fi1~ ~peeds shown on the Police Department records and studies made by the
~I ~p-rr..~traffic Engineers. It further advised that in the opinion of the
staff, the logical installation at the intersection would be a fully
actuated control system and that it would be between two existing
such systems (Santa Anita and Baldwin Avenues) and with that there
~ould be no assurance that control over speed would be obtained.

The City Manager advised of the resignation of Frank Forbes,
Assistant Director of Public Works, to become effective March 6,
1964.

Appreciation was expressed ,for the services of Mr. Forbes during the
past twelve years of his affiliat,ion with the City.
The City Attorney advised of his attendance at t~e Director's meeting
of the Los Angeles County Division of the League of California
Cities; that the report of the Transportation Committee was excellent;
that he spoke to the point that the matter be voted upon that night
but did not vote; the voice vote being unanimous in favor of the
Committee's report.

,Councilman Butterworth nominated, with the advise and consent of the
City Council, the following persons to the Arcadia-Tripolis Sister
City Commission, as authorized by Ordinance No. 1236:

The nominations were seconded by Councilman Reibold and elected by a
unanimous vote of the City Council.
The ordinance will become effective after thirty days and the terms
of office to be determined by lot in accordance with Article VII,
Section 702 of the City Charter. The Commission will meet at least
twice a year and a secretary will be appointed by the City Manager.
Councilman Butterworth extended appreciation for the services of
Christine Van Maanen, City Clerk, as secretary during the temporary
status of the Sister City Interim Committee.
The Interim Committee has now been adjourned sine die.
MOTION by Councilman Butterworth, seconded by Councilman Balser and
carried on roll call vote as follows that the proposal submitted by
the firm of Price Waterhouse be rejected and that the City Manager
communicate such action to the firm with the City's appreciation for
its proposal.

1963-64 and that a committee be appointed next fall to give extensive
consideration to the selection of an auditor.

COuncilman Turner stated in part that he was of the opinion that the
City should employ local auditors.
Mayor Phillips advised of the forthcoming,Contract Cities' Seminar to
be held in Palm Springs May 14 - 17, 1964 and that arrangements for
attendance be made through the office of the City Manager.
Mayor Phillips moved that Councilman Turner be appointed to represent
the City on the League of California Cities' Sister City Program
COmmittee for 1964. ,Motion seconded by Councilman Butterworth and
carried unanimously. The City Manager to so advise League Headquartern.

Mayor Phillips advised of the forthcoming luncheon in honor of
Community Health Week (March 11) at the Biltmore Hotel. Arrangements
for attendance to be made through the office of the City Manager.
Mayor Phillips advised of the receipt of a Resolution from the City
of Lakewood appealing to the Metropolitan Transit Authority -
Lakewood is considering proposals from private companies to finance
and operate a rapid transit system; that he has received similar
resolutions; that Arcadia has not taken any stand, as in any event it
will not effect Arcadia enroute.
Council expressed sympathy in the early demise of former Mayor
Iacoboni of Lakewood.

Mayor Phillips requested members of the City Council and the City
Manager to meet in the Conference Room to consider salary adjustments
for the Department Heads.
The meeting adjourned at 9:20 P.M.
