ADJOURNED REGULAR MEETING
MAY 23, 1961
The City Council of the City of Arcadia met in adjourned xegulax session
in the Conference Room of the City Hall on May 23, 1961 at 7:30 P.M.
PRESENT :
ABSENT:
Councilmen Butterworth, Phillips, Reibold and Mayor Balser
Councilman Camphouse
The City Manager sub",i,tted Resolution No. 3389 entitled: "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, ADOPTING BUDGET FOR
EXPENDITURE OF GAS TAX ALLOCATION FOR MAJOR CITY STREETS FOR 1961-1962,"
and recommended its adoption. Whereupon Councilman Reibold moved that
the reading of the full body of Resolution No. 3389 be waived. Motion
seconded by Councilman Phillips and carried on roll call vote as follows:
AYES: Councilmen Butterworth, Phillips, Reibold and Balser
NOES: None
ABSENT: Councilman Camphouse

Councilman Reibold 'further moved that Resolution No. 3389 be adopted.
Councilman Phillips seconded the motion which was carried on roll call
vote as follows:
AYES: Councilmen Butterworth, Phillips, Reibold and Balser
NOES: None
ABSENT: Councilman Camphouse
The Water Superintendent was present to answer any questions the Council
members might have in connection with the budget of the Water Department.
The Water Superintendent stated in part that they are ahead of the
schedule as reflected in the Capital Projects Program.
The Montgomery xeport discussed. Joining the Metropolitan Water District
also discussed briefly; consensus being that a thorough study should be
made.
Various phases of the budget as presented by the City Manager discussed.
It was brought out that the City has one of the lowest water rates and
service to Sierra Madre was explored, such service being rendexed only
when needed.
Councilman Phillips was excused from further attendance at the meeting
in order to attend the Planning Commission meeting at 8:00 P.M.
The Water Superintendent stated in part that no increase in pexsonne1
is anticipated; that normal step raises are reflected in the budget;
legal costs discussed which remain unexpended unless litigation presents
itself. The budget as presented concurred in by the City Manager.
The Water Superintendent left the meeting at 8:30 P.M.
The City Manager discussed the increased lighting for Bonita Park.
The Library budget, as submitted by the Library Board of Trustees was
then discussed. The need for a monitor was suggested by the City Manager
The outside maintenance of the building as reflected in Item No. 38 was
discussed. Mayor Balser was of the opinion that this budget was a tight
one and he expressed the hope that the Library could function under the
reflected appropriations.

Councilman Phillips returned to the meeting at 8:50 P.lL

Various phases of salaries were discussed, the City Manager to complete
his salary survey for submission and review at the next meeting.
Councilman Buttenrorth moved that the meeting adjourn to Thursday,
June 1, 1961 at 7:30 P.M. Councilman leibold aaconded the motion
which was unanimously carried.
